Supervisor Bartlett led the Pledge of Allegiance. He then called for a roll of members present. All members were present. Legal Counsel Joseph W. Russell was absent.
MOTION # 86
Supervisor Bartlett moved to adopt the minutes of the August meeting as presented. Councilman Rich seconded.

Supervisor Bartlett introduced Jerry Tackley, a representative of the Central N.Y. Rhode Center Food Bank.
Mr. Tackley thanked the board for their support and described the activities the Rhode Center provides.
Supervisor Bartlett opened the floor to the public. No one chose to speak therefore he closed the floor.
Supervisor Bartlett accepted the Town Clerk’s report and the Town of Watertown Ambulance report for the Month of August.
Supervisor Bartlett told the Town Board that the town engineers are planning to
take down the water tower, sometime during the first couple of weeks of October.
They plan on taken it down in one day. They first have to notify the State DOT and the State Police as they may have to close off part of Route 81.
Supervisor Bartlett opened the sand bids for the town highway use this winter.
Tug Hill Aggregates submitted a bid of $4.25 per ton loaded.
Donald Zahn submitted a bid of $4.00 per ton not loaded.

Supervisor Bartlett moved to accept the bid for Tug Hill Aggregates in the amount of $4.25 loaded for sand. Councilman Prosser seconded.

Supervisor Bartlett read a letter from Tracy Stevens requesting a zone change for the property located at 24922 NYS Rt. 12, Watertown, Parcel number 91.07-1-20.1, owned by Paul Desormo.. It is currently zoned Natural Resources, but is no longer used in that capacity. She would like to change it to R1.

Supervisor Bartlett moved to refer it to the Planning Board for their review. They would then send it to the County Planning Board. Upon their review, they would then send it back to the Town Planning Board for their recommendation to the Town Board. The motion was seconded by Councilman Rich.

MOTION # 89
WHEREAS, the Town of Watertown Planning Board has heretofore granted subdivision approval to Dry Hill Estates, Inc. pursuant to the provisions of Chapter 91 of the Code of the Town of Watertown for certain subdivision located at Dry Hill Road in the Town of Watertown, which subdivision has been approved to be developed in phases, and
WHEREAS, Dry Hill Estates, Inc. has subsequently conveyed its interest in the real property comprising the subdivision to Boulder Ridge Developers, Inc. the current developer, and
WHEREAS, pursuant to the subdivision approval, the developer is required to construct the road servicing each phase of the subdivision to Town of Watertown standards and dedicate the same thereto to the Town of Watertown as public roads, and install the sanitary sewer and public water infrastructure and dedicate the sanitary sewer and water mains to the Town of Watertown all as a condition to proceeding with the development of individual lots within each phase of the subdivision, and
WHEREAS, Boulder Ridge Developers, Inc., has caused to be constructed the road servicing the next Phase of the subdivision, and the Town of Watertown Highway Superintendent has inspected the road constructed to serve as the public streets for such Phase of the subdivision and has approved the road as being constructed in accordance with the Town of Watertown standards, and
WHEREAS, Boulder Ridge Developers, Inc. has now offered to dedicate to the Town of Watertown those lands on which it has constructed Boulder Creek Road from its terminus to Ridgeview Road as shown on the map entitled Road Dedication and lot line Adjustment Map Land of Boulder Ridge Developers, Inc. dated July 29th, 2015 prepared by Gerald A Kostyk, L.S. and as described in that certain deed prepared for Boulder Ridge Developers, Inc. to the Town of Watertown dated September 11, 2015 to be used for public street and highway purposes.
NOW THEREFORE, be it resolved by the Town Board of the Town of Watertown as follows:
1. The Town Board of the Town of Watertown hereby accepts the offer of dedication of the real property described in that certain deed from Boulder Ridge Developers, Inc. to the Town of Watertown dated September 11th, 2015 and hereby declares that said property shall be accepted for dedication for pubic street and highway purposes and hereafter shall be a Town road of the Town of Watertown known as Boulder Creek Road, and the Town Board hereby consents to the recordation of said deed at no cost to the Town of Watertown.
Supervisor Bartlett moved the foregoing resolution and it was seconded by Timothy McAtee. Upon a roll call vote as follows it was duly adopted.

Motion # 90

WHEREAS, the Town Board has by Resolution dated even date herewith, accepted for dedication as a Town Highway the road constructed by the Developer to service the current Phase of the Development, and
WHEREAS, Boulder Ridge Developers, Inc. has caused to be installed within the highway right-of-way as dedicated to the Town, water main lines and the sanitary sewer main lines to provide water and sanitary sewer service to the lots in the current Phase of the subdivision, and
WHEREAS, the Town of Watertown Highway Superintendent has inspected the installation of the water main lines and the sanitary sewer main lines, and has approved the same as complying with Town of Watertown requirements, and
WHEREAS, Boulder Ridge Developers, Inc. has offered to dedicate the installed infrastructure consisting of the water main lines and the sanitary sewer main lines constructed to service the current Phase of the development to the Town of Watertown on behalf of Sanitary Sewer District No. 5 and Water District No. 5, and has furnished bills of sale for the same.
NOW, THEREFORE, be it resolved by the Town Board of the Town of Watertown as follows:
1. The Town Board of the Town of Watertown on behalf of Water District No. 5 hereby accepts for dedication the water main lines offered for dedication by Boulder Ridge Developers, Inc. pursuant to that certain bill of sale from Boulder Ridge Developers, Inc. to the Town of Watertown on behalf of Town of Watertown Water District No. 5 dated September 11th, 2015.
2. This Resolution is adopted and the offer of dedication accepted contingent upon receipt by the Town of a currently dated franchise tax search against Boulder Ridge Developers, Inc. showing all franchise taxes to be current, proof of payment of the 2015-16 school tax bill, and receipt by the Town of a print of the survey map titled Road Dedication and Lot Line Adjustment, Land of Boulder Ridge Developers, Inc. dated July 29, 2015 prepared by Gerald A. Kostyk, L.S. duly certified to the Town of Watertown.
A motion to adopt the foregoing resolution was made by Supervisor Bartlett and seconded by Councilmember Paul Desormo and upon a roll call vote of the Board was duly adopted as follows:

MOTION # 91
WHEREAS, the Town Public Works Department has an opening for one full time employee to fill the roster of public works employees in anticipation of future retirements within the department, and
WHEREAS, it is also necessary to fill the position long vacated by former employee in order to cover for employee vacation times being used by the current staff as vacation time must be used prior to the end of each calendar year, and
WHEREAS, applications on file from individuals requesting appointment have been reviewed and Nicholas G Marsh, a town resident meets all standards for hiring to fill said MEO position.
THEREFORE BE IT RESOLVED, that Nicholas G. Marsh of 16779 Co. Rt. 64, Watertown, N.Y. is hereby appointed to the position of MEO -3 at an hourly rate of $18.01 per/hour and will be entitled to all benefits of a full time employee after successfully completing the established probationary period.
Supervisor Bartlett moved the foregoing resolution and Councilman Prosser seconded.
Discussion: Councilman Rich asked why another person was being hired in the highway department. He stated that they recently added one more person to the highway department when they brought David Dehoff back from the landfill.. Supervisor Bartlett said that it was in anticipation of retirements.
The motion was duly approved upon a roll call vote, as follows.

Supervisor Bartlett moved to pay the following abstracts as audited.
General Vouchers # 194 to 213 Total $ 22,362.86
Highway Vouchers # 125 to 141 Total $ 25,289.42
Spec. Dist. Vouchers. # 66 to 73 Total $127,383.27
Councilman Rich seconded.

Supervisor Bartlett informed the board that he had received only half of the proposed budget for 2016 from the Fire Department. He would like to see the revenue side of the budget.
Old Business:
Councilman Prosser asked what the situation was on the various departments getting gas from the town tanks. He asked if Griffin fuel price was state bid. Discussion took place and it was decided that the system of distribution of gas should be looked into to see if there was a more efficient way.
Councilman Rich asked if there was anything happening on the Burnham Property, it seems that it was taking a long time. Supervisor Bartlett said that it was on the docket in the courts. The next hearing would be in October. Town Clerk Catherine Rich stated that it had been postponed until November. There was discussion on this issue yet nothing was resolved.
Supervisor Bartlett reminded the board that there was a special meeting at 7:00 PM on September 17, 2015 at the Town Municipal building.
