The Board stood for the Pledge of Allegiance.
Supervisor Bartlett opened the meeting at 7:00 PM and called for the roll of members present.
All members were present. Legal Counsel Joseph W. Russell was present.
MOTION # 19-2016
Supervisor Bartlett moved to accept the minutes for January 14, 2016 meeting. Councilman Prosser seconded.

Supervisor Bartlett opened the public hearing at 7:05 pm concerning the extension of Water District #4 on NYS Rte 232. No member of the public wished to speak; the public hearing was closed at 7:05 pm.
Supervisor accepted the Town Clerk’s report.
Supervisor accepted the Town of Watertown Ambulance report for the month of January 2016.
Supervisor Bartlett addressed the possibility of extending Water District #1 on County Route 60 (Floral Drive). He gave a rough estimate to extend the district ½ mile. The estimated cost would include infrastructure, hydrants, engineer cost, and water usage would be between $1,200 -$1,500 annually for 38 years. This would exceed the allowed comptroller’s limits. To precede every property owner in the district would have to agree to the cost. The engineers would have to do a feasibility study and an application would have to be submitted to the comptroller for the exceeded costs over the limit to the residents. It would also need to be decided if a new district would be formed or the existing district be extended. Councilman McAtee suggested that the property owners be informed of the cost and see if there is still an interest to proceed.
Supervisor Bartlett opened the floor for anyone wishing to address the town board.
No one wished to speak; Supervisor Bartlett closed the floor to the public.
Town Clerk had no correspondence.
RESOLUTIONS:
MOTION # 20-2016
WHEREAS, the Rhode Community Center in Adams, NY provides food for the areas needy in a service area that includes the needy residents of the Town of Watertown; and
WHEREAS, THE Rhode Community Food Bank plays a large part in feeding the areas families, families with children and individuals by supplementing normal dietary needs. And
WHEREAS, funds were provided in the 2016 budget for this purpose.
THEREFORE BE IT RESOLVED, a grant of $5,000.00 to the Rhode Community Food Bank, Adams NY is hereby authorized.
Supervisor Bartlett moved the foregoing resolution and Councilman McAtee seconded.

MOTION # 21-2016
WHEREAS, the N.Y.S.D.O.T. can assist local Municipal partners in response to emergencies that affect the transportation system within the Town of Watertown in the event that the local Highway System is impacted by an event; and
WHEREAS, the absence of a Governors Emergency Declaration and/or suspension of Highway Law Chapter 55, N.Y.S.D.O.T. forces can provide assistance to municipalities with issues on the local highway system if a Shared Services Agreement has been entered into between the Municipality and New York State; and
WHEREAS , by executing and adopting the agreement beforehand, emergency needs on our highway system can be addressed without having to wait for paperwork to be processed or an emergency declaration to be enacted; and
WHERAS, requests for assistance can be made through the Jefferson County Emergency Manager.
Therefore be it resolved, the Supervisor is hereby authorizes to execute said Shared Service Agreement (attached Exhibit A) on behalf of the Town of Watertown.
Supervisor Bartlett moved the foregoing resolution and Councilman Rich seconded.

Supervisor Bartlett the reviewed the Short EAF for the extension of Water District 4, on file in the Town Clerk’s Office.
MOTION # 22-2016
WHEREAS, by Resolution adopted by this Board on January 14, 2016, a public hearing was scheduled for February 11, 2016, to consider the extension of Water District #4 to include certain property owned by Patricia J. Smith, as a no cost extension to the Town of Watertown, with all improvements contemplated for the extension to be installed by and at the expense of the property owner, and
WHEREAS, the extension of Water District #4 to include the property of Patricia J. Smith is subject to the provisions of the New York State Environmental Quality Review Act and the regulations promulgated thereunder as an unlisted action, and
WHEREAS, at the regular meeting of this Board held on February 11, 2016, a short form Environmental Assessment Form (“EAF”) was duly accepted for filing by this Board as prepared by the Town Attorney, and
WHEREAS, pursuant to 6 NYCRR Part 617, this Board has reviewed the EAF to determine whether the project will have a significant effect on the environment, and
WHEREAS, pursuant to Article VIII of the Environmental Conservation Law and the regulations adopted pursuant thereto by the Department of Environmental Conservation, to wit: 6 NYCRR Part 617, this Board has determined that the action will not have a significant affect on the environment, and will not cause a significant impact on the environment, and therefore, the preparation of an environmental impact statement is not required.
NOW, THEREFORE, be it resolved by the Town Board of the Town of Watertown as follows:
1. Based upon the examination of the EAF and the criteria set forth in 6 NYCRR Part 617, the Board makes the following findings.
A. The proposed action constitutes an unlisted action pursuant to 6 NYCRR Part 617 and therefore a coordinated review is not required.
B. No potentially significant adverse impacts on the environment are noted on the EAF, and none are known to this Board.
C. There will be no substantial adverse change in existing air or water quality.
D. There will be no hazard created to human health.
E. There will be no substantial change in the use or the intensity of the use on the land.
F. There will not be created a material conflict with the community’s current plans or goals as officially adopted.
G. None of the criteria listed in 6 NYCRR Section 617.11 will be present in the proposed project and no similar criteria will be present which will adversely impact on the environment.
2. Based upon the foregoing, this Board hereby issues its negative declaration and directs the Town Clerk to file the same in the Town Clerk’s Office in a file readily accessible to the public.
3. All subsequent notices concerning this project shall note that this Board has issued a negative declaration.
4. This Resolution shall take effect immediately.
Supervisor Bartlett moved the foregoing resolution and Councilman Prosser seconded.

WHEREAS, Assessor Roger Tibbetts has applied for the following splits & corrections to the 2016 tax roll for real property identified as:

BE IT RESOLVED that the town board hereby approves the correction of this tax bill and authorizes the Town Clerk to issue a corrected tax bill to the owner of said parcel.
Supervisor Bartlett moved the foregoing resolution and Councilman Prosser seconded.

MOTION # 24-2016
WHEREAS, by order of this Board dated January 14, 2016, a public hearing was scheduled for February 11, 2016, at 7:00 p.m., to consider the extension of Town of Watertown Water District #4 to include tax parcel #90.12-1-34 owned by Patricia J. Smith, and
WHEREAS, the order scheduling the public hearing was duly posted and published as required by law, and on February 11, 2016, at 7:00 p.m., a public hearing was held to consider all persons interested in the proposed extension of Water District #4.
NOW, on motion duly made and seconded, this Board makes the following determinations:
1. The notice of public hearing dated January 14, 2016, was duly published and posted as required by law, and is otherwise sufficient.
2. All property and the only property owner to be benefited by the proposed water district is included within the limits of the proposed district.
3. The sole property owner and all of the property located within the proposed water district are benefited thereby.
4. The extension of Water District #4 pursuant to the map and description on file at the office of the Town Clerk, and upon which the public hearing was held February 11, 2016 is in the public interest.
5. The extension of Town of Watertown Water District #4 as described in the map and description, the boundaries of which shall be as described and shown on the attached Schedule “A”, is hereby approved.
6. This Resolution is adopted subject to a permissive referendum.
7. The Town Clerk is hereby directed to publish a copy of this Resolution in the official newspaper of the Town of Watertown within ten (10) days of its adoption.
A motion to adopt the foregoing resolution was made by Supervisor Bartlett and second by Councilman Prosser, and upon a roll call vote of the Board was duly adopted as follows:

ALL THAT TRACT OR PARCEL OF LAND, situate in the Town of Watertown, County of Jefferson and State of New York end further described as follows;
BEGINNING at a concrete monument found in the northerly highway limits of N.Y.S. Rt. 232 at the most southeasterly corner of a 7.60 acre parcel of land conveyed by Hubert W. & Thelma F. Hart to Helen E. Fralick by Deed recorded in the Jefferson County Clerk’s Office in Liber 838 at page 375 on July 24, 1972;
THENCE S. 65° 17′ W. along the Northerly highway limits of N.Y.S. Rt. 232 a distance of 100.0 feet to an iron pipe set;
THENCE N. 14° 26′ W. a distance of 200.0 feet to an iron pipe set;
