TOWN OF WATERTOWN
REGULAR MEETING
MUNICIPAL BUILDING
August 11, 2016

Members Present: Joel R. Bartlett, Supervisor
Stephen L. Rich, Councilman
Paul V. Desormo, Councilman
David D. Prosser, Councilman
Timothy McAtee, Councilman

Members Absent:

Councilman Desormo offered a prayer followed by the Pledge of Allegiance.

Supervisor Bartlett opened the meeting at 7:00 PM and called for the roll of members present.
All members were present. Attorney Joe Russell was also present.
MOTION #61-2016
Supervisor Bartlett moved to accept the minutes for July 14, 2016 meeting, Councilman Prosser seconded.

Supervisor Bartlett opened the floor to the public, no one wished to speak.
The Town Clerk has no correspondence this month.
Mrs. Desormo asked if the Town Board, Joe Russell, Town Attorney and Bruce Rohr, Highway Superintendant would join the Planning Board for a meeting August 22, 2016 at 3:00 pm to review a sidewalk plan with Mike Lundy for Summit Drive. The Board agreed, notice of meeting will be advertised.
Supervisor Bartlett accepted the Town Clerk’s report.
MOTION #62-2016
Supervisor Bartlett introduced Local Law #2 of the year 2016. A Local Law with regards to Jefferson County Dog Control, amendments and revisions to the 1984 Dog Control Law. A public hearing is scheduled for September 8, 2016 at 7:00 pm on said Law. Seconded by Councilman McAtee.

Supervisor’s correspondence:

• A notice from Jefferson County for a request from Joanne Armstrong & LeRoy Burnham to extend the Agricultural District #1 to include parcel #91.00-1-32.1.

• Letter of intent to apply for Round 4 Restore NY Funding. The property to be considered was formally known as Carolyn Pontiac, located at 19138 US Rte 11, Town of Watertown.

• Letter sent by Supervisor Bartlett in positive support of the nuclear energy facility.

• A request from the Neighbors of Watertown, Inc asking for a letter of support requesting for a grant to assist low income families to repair and maintain their homes

Attorney Joe Russell updated the Board concerning the Town legal action against Joanne Armstrong & LeRoy Burnham.
Supervisor Bartlett called to open bids for the Town purchase of 3,500 yards of screened sand for highway purposes.
• Don Zahn, $3.50 per ton unscreened to be loaded by the town.
• GraRock, LLC, $4.25 per ton, screened and loaded.

MOTION #63-2016
Supervisor Bartlett moved to accept the bid from GraRock, LLC, formally Tug Hill Aggregates LLC Quarry, for 3,500 yards of screened and loaded Sand at $4.25 ton. Gravel Pitt located at 23372 County Route 47, Great Bend, NY 13643. Acceptance is contingent on clarification of yards in place of tons in the bids. Motion seconded by Councilman Rich.

MOTION #64-2016
Supervisor Bartlett moved to pay the following abstracts as audited.

Vouchers approved for monthly meeting

General Vouchers # 158 to 175 Total $ 15,688.82
Highway Vouchers # 99 to 111 Total $ 32,492.06
Spec. Dist. Vchrs. # 61 to 69 Total $ 121,229.01
Councilman Rich seconded the motion.
Ayes All
The Board discussed changes to the personal policy with the employees of the Municipal Building. The Board agreed not to make any changes to the vacation or holiday policy. It was agreed to utilize Maureen VanWormer as a part time help in the Clerk and Court Office’s as needed for vacations and busy work days. Other changes and additions were discussed. Supervisor Bartlett asked Mrs. Desormo to type up the changes to be reviewed for the September meeting.
Supervisor Bartlett asked if there was any old or new business to discuss.
Councilman Desormo asked Supervisor Bartlett if he had a chance to check into opening some of the town roads to ATV’s. Supervisor Bartlett has not but asked Attorney Russell to check into laws and liabilities involved with opening up the roads to ATV’s. He will ask the Planning Board to review possible roads and laws concerning this matter.
There was no other business before the Board.
MOTION #65-2016
Councilman Prosser moved to close the meeting at 8:08 pm, Supervisor Bartlett seconded.
