Councilman Desormo offered a prayer followed by the Pledge of Allegiance.
Supervisor Bartlett opened the meeting at 7:00 PM and called for the roll of members. All members were present. Attorney Joseph Russell was also present.
MOTION #66-2016
Supervisor Bartlett moved to accept the minutes from the August 11, 2016 meeting, Councilman Prosser seconded.

Supervisor Bartlett opened the floor for a Public Hearing to introduce Local Law #2 of the year 2016 at 7:02 pm. A Local Law with regard to Jefferson County Dog Control to amend and revise the 1984 Dog Control Law. No one wished to speak, the floor was closed at 7:03 pm.
MOTION #67-2016
Supervisor Bartlett moved to schedule a special meeting Wednesday September 21, 2016 at 3:00 pm. This meeting is for a public hearing for the Restore Grant application and to discuss any other town business that comes before the board. Councilman McAtee seconded.

MOTION #68-2016
Supervisor Bartlett moved to schedule a Public Hearing to review the Restore Grant application submitted by the Caprara family for property located at 19138 US Rte 11, Watertown, NY. Said meeting will be held Wednesday September 21, 2016 at 3:00 pm. Said meeting is to be held at the Town of Watertown Municipal Building, 22867 Co Rte 67, Watertown, NY. All persons wishing to speak for or against will be heard. Councilman Rich seconded.

MOTION #69-2016
Supervisor Bartlett moved to schedule a Public Hearing to introduce the proposed Local Law # 3 of year 2016. A Local Law to amend and reinstate in its entirety Chapter 86 the sign ordinance for the Town of Watertown Zoning Code. Said meeting will be held Wednesday September 21, 2016 at 3:00 pm. All persons wishing to speak for or against will be heard. Councilman Desormo seconded.

Supervisor Bartlett opened the floor to the public. Susan Richardson, 21558 Co. Rte. 60 asked what they might be able to do to hook up to the town water line. They are the next property past the end of the water district. Supervisor Bartlett advised they would have to hire an engineer to design the plans to town standards and survey the property before the board can move on it. The property owner would bear all costs for the engineer, contractors and supplies for the project.
A Mr. Tackley from the Rhode Family Food Pantry addressed the board. He thanked the board for the donation to the food pantry. He informed to board of the success of the program for so many families in the Southern Jefferson County area. He presented the Board members a packet with the details of the program. He asked if the Board would consider their program again, when they are putting together the 2017 budget.
No one else wished to speak the floor was closed
The Town Clerk had no correspondence this month.
Supervisor Bartlett accepted the Town Clerk report.
MOTION #70-2016
WHEREAS, the N.Y.S. Office of Court Administration provides grant funding for municipal Courts underwriting the costs to Town Courts for purchasing items necessary for the conduct of business in the Town of Watertown Town Court, and:
WHEREAS, the Grant application must be accompanied by a resolution of the Town Council requesting said funding.
THEREFORE BE IT RESOLVED, the Town of Watertown Council supports and recommends favorable consideration for the JCAP Grant for the following items:
• 52 Hon stacking chairs with ganging device $3,718.00 Pricing is per NY Contract PC 66275
• Shedder cross cut shredder $1,000.00
• 2 Hon 4 drawer vertical file $ 220.00 Pricing per NYS Contract PC 66275
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman Rich.

MOTION #71-2016
WHEREAS, the Jefferson County Human Resources office has supplied a list of applicants for the current civil service list to be considered for the vacant Court Typist position in the Town Court: and
WHEREAS, Individuals on the list were interviewed by both Town Justices and it has been recommended that Alex R. Burke be appointed to fill the vacant position.
NOW, THERFORE BE IT RESOLVED, Alex R. Burke of 258 Champion Street, Carthage N.Y. is hereby appointed to the Court Typist position with the hourly rate of compensation established at $12.72 per hour; and
BE IT FURTHE RESOLVED, that following the successful completion of the employment probationary period Mr. Burke will be granted all benefits associated with full time employment.
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman McAtee.

MOTION #72-2016
WHEREAS, the Town Council has reviewed and made revisions to the Town of Watertown Personnel Policy Hand Book updating and revising certain sections providing guidance for employees on such matters as recognized holidays, working hours, vacations, sick leave, insurance and other areas of the hand book policy. (Copy of changes attached as exhibit A) and;
WHEREAS, the existing policy can be modified and revised at any time by resolution of the Town Council.
THEREFORE BE IT RESOLVED, the Town of Watertown Personnel Policy hand book with the recommended revisions is hereby amended to reflect such revisions dated September 8th, 2016.
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman Desormo.

A copy will be given to each employee, they will be asked to sign a statement stating they have received and read the policy.
MOTION #73-2016
WHEREAS, the Town Council and the Town of Watertown contracts with Municipal Solutions, Leroy NY to perform bonding and debt service filings. They assist with continuing disclosure filings pursuant to the provisions of the NYS Securities and Exchange Commission, wherein findings are required any time an event occurs for any Serial Bond issue for Bond Anticipation Note issued with an Official Statement whether over or under 1 million dollars; and
WHEREAS, Municipal Solutions, pursuant to the fee for service agreement between the Town and Municipal Solution, Municipal Solutions will prepare and file all Material Event Notices with the Municipal Securities information Repository for the filing fee of $175.00.
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman Rich.

MOTION #74-2016
WHEREAS, Local Law No. 2 of the Year 2016 was duly introduced at a regular meeting of this Board held on August 11, 2016, and a public hearing was scheduled thereon for September 8, 2016 at 7:00 p.m.; and
WHEREAS, notice of the public hearing was duly published and posted as required by law and on September 8, 2016, at 7:00 p.m. a public hearing was held by this Board to consider Local Law No. 2 of the Year 2016, and all persons interested in proposed Local Law were provided an opportunity to be heard.
NOW, on Motion duly made and seconded this Board makes the following determinations:
1. The notice of public hearing was duly published and posted as required by law and is otherwise sufficient.
2. Local Law No. 2 of the Year 2016 amends and restates the Town of Watertown Dog Licensing and Control Law to bring it into conformity with the current provision of the Agriculture and Markets Laws.
3. Local Law No. 2 of the Year 2016 is in the best interest of the Town of Watertown and is therefore adopted.
4. The Town Clerk is directed to file a copy of Local Law No. 2 of the Year of 2016 with the New York Department of State as required by the provisions of the Municipal Home Rule Law, and said Local Law shall take effect upon such filing.
A motion to adopt the foregoing Resolution was made by Supervisor Bartlett and seconded by Councilmember Desormo, and upon a roll call vote of the Board was duly adopted as follows:

Supervisor Bartlett moved to pay the following abstracts as audited.
Utilities paid prior to the meeting

Supervisor Bartlett asked if there was any old or new business to discuss.
Supervisor Bartlett requested a meeting with Bruce Rohr, Highway Superintendant to discuss the 2017 year budget.
Councilman Desormo thanked Highway Superintendant Bruce Rohr for the good job he’s been doing for the Town. The rest of the Board agreed.

Councilman Prosser moved to close the meeting at 7:25 pm, Councilman Desormo seconded.
