Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 65-18: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the July 30, 2018 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 66-18: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes of the August 6, 2018 meeting as written and distributed.
Ayes All: Motion Carried.
PUBLIC HEARING – SITE PLAN
Matt Turcotte – Grindstone Group, LLC – 21185/187 NYS Route 12F – Tax Map #73.20-1-7.2 – Addition of 2 storage buildings.
Legal notice was posted in the newspaper.
The public hearing was opened at 7:03 p.m. No one from the public wished to speak. The public hearing was closed at 7:04 p.m.
SIGN PERMIT
J. Eberle Woodworking – 17306 US Route 11 – Tax Map #90.20-1-22.5 – Sign permit
Joseph Eberle submitted an application and proposed signage plans for J. Eberle Woodworking, 17306 US Route 11, Tax Map #90.20-1-22.5. Discussion followed.
Mr. Eberlel will submit updated plans showing the exact placement of the proposed sign meeting all setback requirements, proposed lighting of the sign, and a decorative planter at the base of the sign.
Motion 67-18: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve signage for J. Eberle Woodworking, 17306 US Route 11, Tax Map #90.20-1-22.5. The sign will be 40″ x 96″ wide and 84″ in height. The approval is conditional upon receipt of the updated plans showing the decorative planter at the base of the sign, proposed lighting, and the exact placement of the sign meeting all zoning requirements.

LOT LINE ADJUSTMENT
Boulder Ridge Development – Tax Map #91.13-1-38.1 – Preliminary discussion for a lot line adjustment and 2 lot subdivision.
RJ Roux submitted preliminary plans for 2 lot line adjustments and a 2 lot subdivision for Boulder Ridge Development, Tax Map #91.13-1-38.1. Discussion followed.

Motion 68-18: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for a 2 lot subdivision for Boulder Ridge Development, Tax Map #91.13-1-38.1 for Monday, October 1, 2018 at 7:00 p.m.

Elizabeth Beaman – 19110 Watertown Center Loop – Tax Map #91.05-1-27 / John Donna Lee – 22759 Spring Valley Drive – Tax Map #91.05-1-28 – Lot Line Adjustment.
Harold Lyndaker, GYMO, submitted an application and proposed plans for a lot line adjustment for Elizabeth Beaman, 19110 Watertown Center Loop, Tax Map #91.05-1-27 and John & Donna Lee, 22759 Spring Valley Drive, Tax Map #91.05-1-28. Discussion followed.
The MYLAR, signature authorization form from both property owners, and signed plans need to be submitted.
Motion 69-18: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment for Elizabeth Beaman, 19110 Watertown Center Loop, Tax Map #91.05-1-27 and John & Donna Lee, 22759 Spring Valley Drive, Tax Map #91.05-1-28. The plans show that .064 acres will be taken off Tax Map #91.05-1-28 and added to Tax Map #91.05-1-27 and will include the driveway as shown on plans prepared by GYMO, Project #88-169S.01, dated 8/23/18, Map #S101, conditional upon receipt of the MYLAR, signature authorization forms, final plans signed and dated, and satisfactory review of lot descriptions.

SUBDIVISION
Ronald & Jacqueline Lee – 18431 Ives Street Road – Tax Map #90.00-6-25.1 – 3 Lot Subdivision
Adam Storino, Storino Geomatics, submitted preliminary plans for a 3 lot subdivision for Ronald & Jacqueline Lee, 18431 Ives Street Road, Tax Map #90.00-6-25.1. Discussion followed.
Mr. Storino needs to submit documentation regarding water availability. The board will accept no less than two yield test from neighbors in closed proximity to the parcel.
Motion 70-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a 3 lot subdivision for Ronald & Jacqueline Lee, 18431 Ives Street Road, Tax Map #90.00-6-25.1 for Monday, October 1, 2018 at 7:00 p.m., conditional upon receipt of documentation regarding water availability.

SITE PLAN
Matt Turcotte – Grindstone Group, LLC – 21185/187 NYS Route 12F – Tax Map #73.20-1-7.2 – Addition of 2 storage buildings – Site Plan.
Tom Boxberger entered into record the review from the Jefferson County Department of Planning, dated 8/291/8 regarding this proposed project (Attachment #1).

They submitted a completed application, updated plans for the addition of two storage building, and a revised SEQRA at 21185/187 NYS Route 12F – Tax Map #73.20-1-7.2. Discussion followed.
Motion 71-18: Motion by Mr. Vaas, seconded by Mr. Boxberger to grant site plan approval for the addition of 2 storage buildings for Grindstone Group, LLC, 21885/187 NYS Route 12F, Tax Map #73.20-1-7.2 as shown on plans prepared by Plans by Design, dated 8/7/18, and a revision date of 8/16/18 including the Cover Sheet, Sheet C100 & C200.

Homestead Quality Homes – 18326 US Route 11 – Tax Map #90.12-1-23.2 – Re-approval of site plan from November 2016.
Gary Reibert, Homestead Quality Homes, was not present. The board reviewed the proposed plans for a 14′ x 36′ gift shop and a 16′ x 28′ pavilion. Site plan was originally approved by the Planning Board on December 5, 2016. Additionally, an area variance 20′ off the New York State right-of-way was granted by the ZBA for the 16′ x 28′ pavilion on 8/3/16. The project was not done at that time, therefore, the original site plan approval has expired.
The consensus of the board is that there are no issued with these proposed plans, however, they need to be reviewed by the Jefferson County Department of Planning before re-approval can be granted.
Mr. Reibert also needs to submit a new application before the board will take any action of this proposed project.
SUBDIVISION
Salmon Run Mall – 21182 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21 – 2 Lot subdivision to separate the Bon Ton parcel from the footprint of Salmon Run Mall for future sale or lease purposes.
No one from Salmon Run Mall was presented. The board reviewed the proposed plans for a 2 lot subdivision of the Bon Ton parcel from the footprint of Salmon Run Mall for future sale or lease purposes.
The board noted that two other parcel have been separated from the footprint for sale or lease purposes in the past.
This proposed subdivision does not meet zoning requirement and will be referred to the Town of Watertown Zoning Board of Appeals to request a variance.
Motion 72-18 Motion by Mr. Boxberger, seconded by Mr. Smith that the Town of Watertown Planning Board will not take any action on this proposed 2 lot subdivision for Salmon Run Mall as it does not meeting zoning requirements.
Ayes All: Motion Carried.
It is the consensus of the board that they have no issue with the Town of Watertown Zoning Board of Appeal granting a variance for this proposed subdivision.

SIGN PERMIT
U-Haul – 19153 US Route 11 – Tax Map #91.05-1-4.2 – Sign Permit
A representative of U-Haul appeared before the board because the Town’s Code Enforcement Officer notified U-Hall that the vinyl sign on the side of their building is in violation of zoning requirements.
U-Haul never applied for a sign permit to install this “mural” on the side of their building. The Town’s Sign regulations state that signage cannot cover more than 15% of the total facade. Discussion followed.
It is the consensus of the board that the sign does not comply with the Town’s Sign Regulations. U-Haul can approach the Town of Watertown Zoning Board of Appeals to request an area variance.
A completed application, detailed picture of the “mural” and narrative as to why you are requesting the variance needs to be submitted at least one week prior to the ZBA’s next meeting date of October 3, 2018 at 7:00 p.m.
Motion 73-18: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 7:55 p.m.
