Mr. Boxberger called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 69-15: Motion by Mr. MacAdam, seconded by Mrs. Desormo to accept the minutes of the August 3, 2015 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 70-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to accept the minutes of the special August 18, 2015 meeting as written and distributed.
Ayes All: Motion Carried.
PUBLIC HEARING – SUBDIVISION
Lisa Shambo – 16057 Hamp Road – Tax Map #100.1-00-1-6.2 – 3 Lot Subdivision.
Legal notice was posted in the newspaper and evidence that adjacent property owners were notified.
The public hearing was opened at 7:02 p.m. No one from the public wished to speak. The public hearing was closed at 7:02 p.m.

Superior Plus Energy Services (Griffith Energy) – 21822 Gillette Road – Tax Map #90.12-1-17. Construction of a 3,600 square foot office building.

LOT LINE ADJUSTMENT
Ed & Ann Davis – 17192 Ives Street Road – Tax Map #90.19-1-8.1 – Lot Line Adjustment.
Patsy Storino, on behalf of Ed & Ann Davis, submitted a completed application, lot descriptions, MYLAR, and proposed plans for a lot line adjustment at 17192 Ives Street Road, Tax Map #90.19-1-8.1. Discussion followed.
Motion 71-15: Motion by Mr. Boxberger, seconded by Mr. MacAdam to grant a lot line adjustment for the Davis lot located at 17160 Ives Street Road, as shown on a plat prepared by Patsy Storino, dated 8/17/15, File #90-033A-WATN. The survey dates are 7/2, 7/23 & 8/4/15. Lot #1 will be 1.23 acres, Lot #2 is 5/28 acres and will be combined with Lot #1A which is 20.68 acres into Tax Map #90.19-1-8.3, conditional upon satisfactory review of lot descriptions.

Paul/Tim Desormo – 20638 Weaver Road – Tax Map #83.15-2-10.1/83.15-2-10.4 – Lot Line Adjustment.
Patsy Storino & Tim Desormo presented preliminary plans for a lot line adjustment at 20638 Weaver Road – Tax Map #83.15-2-10.1/83.15-2-10.4. Discussion followed.
It was the consensus of the board that they see no issues with the proposed plans. Mr. Desormo will come back when plans have been finalized.
RJ Roux – County Route 155 – Lot Line Adjustment.
Gerald Kostyk and RJ Roux presented updated plans for a lot line adjustment on County Route 155 – Tax Map #91.13-1-38. The Town Board is ready to accept the town road. Discussion followed.
Motion 72-15: Motion by Mr. Boxberger, seconded by Mr. Vaas to grant a lot line adjustment for RJ Roux for property on County Route 155, conditional upon a revised map indicating transfer of ownership of the .464 acre L shaped parcel adjacent to Tax Map #91.09-1-37 to one or more of the adjacent property owners for signature of approval from the Planning Board as to not create a non- conforming lot. The lot line adjustment is shown on plans prepared by Berneir Carr Associates, PC, dated 7/29/15, File #2007-264. There will be an additional revision date showing segregation of the dedicated town property and elimination of the L shaped lot adjacent to Tax Map #91.09-1-37 as indicated previously. This motion is conditional upon satisfactory review of lot descriptions.

SUBDIVISION
Lisa Shambo – 16057 Hamp Road – Tax Map #100.1-00-1-6.2 – 3 Lot Subdivision.
Patsy Storino & Lisa Shambo presented updated plans for a 3 lot subdivision at 16057 Hamp Road – Tax Map #100.1-00-1-6.2. Discussion followed.

An additional $50 application fee needs to be submitted.
Motion 73-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a 3 lot subdivision for Lisa Shambo, 16057 Hamp Road, Tax Map #100.1-00-1-6.2 as shown on plans prepared by Patsy Storino, File #97-071A-WATN, Drawing #1, dated 5/28/97 & 8/13/15 with 5 revision dates, the latest being 8/21/15. Lot #1 will consist of 2.316 acres, Lot #2 – 2.084 acres, and Lot #3 – 3.491 acres, conditional upon satisfactory review of lot descriptions.

SPECIAL USE PERMIT
St. Lawrence Seaway RSA Cellular Partnership d/b/a Verizon Wireless/Town of Watertown – 20005 NYS Route 3 – Change Antennas on Water Tower.
Dave Brennan, from Young/Sommer LLC, local counsel to St. Lawrence Seaway RSA Cellular Partnership d/b/a Verizon Wireless submitted a completed application and presented proposed plans to put 12 cellular antennas on the Town of Watertown water tower located at 20005 NYS Route 3. The Town Board is in the final stages of giving approval for this proposed project and have asked that it be presented to the Planning Board. The proposed project also includes construction of a 12′ x 30′ prefabricated structure to house equipment for the antennas. Discussion followed.
The board has asked that copies of the zoning drawing, including elevations showing the tanks with the antennas be submitted so this proposed project can be forwarded to the Jefferson County Department of Planning for review at their September meeting.
Motion 74-15: Motion by Mr. Boxberger, seconded by Mrs. Desormo to scheduled a public hearing for St. Lawrence Seaway RSA Cellular Partnership d/b/a Verizon Wireless for antennas to be installed on the Town of Watertown water tower on NYS Route 3 for Monday, October 5, 2015 at 7:00 p.m.

Tom Ross, GYMO, on behalf of Griffith Energy, presented updated plans for the construction of a 3,600 square foot office building at 21822 Gillette Road, Tax Map #90.12-1-17. Discussion followed.
The schematic of the proposed lighting still needs to be submitted.
The Jefferson County Department of Planning review, dated 8/27/15 was submitted into record (Attachment #1).

Motion 75-15: Motion by Mr. Vaas, seconded by Mr. Boxberger to grant site plan approval for Superior Plus Energy Services (Griffith Energy) located at 21822 Gillette Road, Tax Map #90.12-1-17 as shown on plans prepared by GYMO Architectural Engineering Environmental Land Surveying Services, Project #2015-071E, dated 7/6/15, with an issue date of 8/3/15, Sheet C100 and sheets completed by Steven J. Hall, Inc. For Griffith Energy, dated 5/11/15, File #A15986 showing elevations, conditional upon the expansion of the water and sewer district and submission of dark sky compliant lighting schematic.

Justin Mason – 20774 NYS Route 12F – Small Engine Repair Shop
No one was present.
Mr. Boxberger stated that financial incentives for the proposed meat processing plant may be in jeopardy. He also stated that the media has made numerous attempts to contact him regarding this proposed project as well as members from the public regarding the statements that Car-Freshener Corporation made at the special meeting in August.
Motion 76-15: Motion by Mr. Boxberger, seconded by Mrs. Desormo to adjourn the meeting at 8:15 p.m.
