Mr. Boxberger called the regularly scheduled meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 14-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Monday, April 7, 2014 at
6:00 p.m.
Ayes All: Motion Carried.
Mr. Boxberger announced that Joseph Meyer of 22129 Floral Drive will be present at this meeting to discuss his outdoor wood burning stove.
Motion 15-14: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the February 3, 2014 meeting as written and distributed.

Richard Cean submitted a completed application, proposed plans, and SEQRA for a 4 lot subdivision on County Route 60, Tax Map #82.07-1-1.1. Discussion followed.
Motion 16-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Richard & Fran Cean for a 4 lot subdivision on property located on County Route 60 for Monday, April 7, 2014 at 7:00 p.m.

Bernard Tufo – 18701 County Route 65 – Tax Map #90.00-6-26.3 – 2 Lot Subdivision
Adam and Tom Storino, Storino Schematics, on behalf of Bernard Tufo, submitted paperwork for a 2 lot subdivision on County Route 65, Tax Map #90.00-6-26.3. Discussion followed.
All adjacent property owners need to be cited on the map. The proposed easement needs to be eliminated, and a copy of the current deed needs to be submitted.

Motion 17-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Bernard and Dorothy Tufo, County Route 65, Tax Map #90.00-6-26.3 for a 2 lot subdivision for Monday, April 7, 2014 at 7:00 p.m., conditional upon the submission of description and/or deed of the parcel to be subdivided, removal of the easement shown on Parcel #2, and a note on the plat regarding adjacent property owners.

Charles & Kay Wilcox – 16605 US Route 11 – Tax Map #90.19-1-16 – 3 Lot Subdivision
Gerry Kostyk presented plans for a 3 lot subdivision for Charles & Kay Wilcox at 16605 US Route 11 – Tax Map #90.19-1-16. Mr. Kostyk explained the history of this property through deed conveyances. Discussion followed.
Motion 18-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Charles & Kay Wilcox for a 3 lot subdivision located at 16605 US Route 11, for Monday, April 7, 2014 at 7:00 p.m., contingent upon receipt of a viable description of the combined existing parcels with proper annotation regarding intent of further subdivisions, all adjacent property owners cited on the plat, and an updated survey with lot descriptions for Lots #1, 2, & 3.

Lot Line Adjustment
Willis/Way – Deltra Willis – 24602 County Route 159 – Tax Map #91.07-1-21.2 & Maureen Way – 24654 County Route 159 – Tax Map #91.07-1-21.1. Lot Line Adjustment.
Deltra Willis and Maureen & Jeff Way approached the board regarding a lot line adjustment for their properties on County Route 159. No new parcels will be created. Discussion followed.
A completed application, SEQRA, and updated surveys with lot descriptions of both properties needs to be submitted.
When all the paperwork is completed, they will contact Mrs. Desormo to be added to the agenda.
Rolfe/Harryman – Walt Rolfe – 22541 Swan Road – Tax Map #91.13-1-19.2 & Margaret Harryman – 22335 Swan Road – Tax Map #91.13-1-20 – Lot Line Adjustment.
Walt Rolfe & Margaret Harryman presented proposed plans for a lot line adjustment for their properties on the Swan Road. No new parcels are being created. Discussion followed.
A completed application, SEQRA, and updated surveys with lot descriptions of both properties needs to be submitted.
When all paperwork is completed, they will contact Mrs. Desormo to be added to the agenda.

Site Plan
Purcell Construction – Preliminary Discussion for a new 7000 Square Foot Multi-Tenant Office Building on US Route 11 – Tax Map #91.05-1-2.1
Rick Gefell, Purcell Construction, and Pat Scordo, GYMO, presented a completed application and preliminary plans for a Multi-Tenant Office Building on US Route 11 off the Howell Road in the Town of Watertown. A subdivison and site plan for this proposed project would need to be addressed. Discussion followed.
Water and sewer issues needs to be addressed as well as proposed highway cuts. If detailed plans can be submitted prior to the next meeting including resolution of water/sewer and highway cuts, a public hearing can be scheduled for site plan at tonight meeting. The board cannot address subdivision as they do not have enough information to schedule a public hearing.
Motion 19-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan for the proposed Howell Road Office Building for Monday, April 7, 2014 at 7:00 p.m., conditional upon receipt of completed building elevations with color renderings, a lighting plan, a detailed landscaping plan, resolution of the driveway access, including notification from the Town Highway Superintendent, resolution of the water/sewage issues, and a drainage plan.

Mike Lundy – Lundy Development & Property Management, LLC – Revised Site Plan for Lot #10 & #11 in the Industrial Park.
Mike Lundy submitted a revised site plan and 2 completed applications for site plan of Lot #10 & Lot #11 in the Industrial Park. Discussion followed.
Motion 20-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan of Lot #10 in the Jefferson County Industrial Park for Monday, April 7, 2014 at 7:00 p.m., conditional upon receipt of building elevations with color renderings, in time to submit to the Jefferson County Department of Planning Also, prior to approval, a resolution of the wetland issue, a completed lighting plan, a completed grading & topographical plan, and a detailed landscaping plan.

Motion 21-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan of Lot #11 in the Jefferson County Industrial Park for Monday, April 7, 2014 at 7:00 p.m., conditional upon receipt of a building elevations with color renderings, in time to submit to the Jefferson County Department of Planning. Also, prior to approval, a resolution of the wetland issue, a completed lighting plan, a completed grading & topographical plan, and a detailed landscaping plan.

Mrs. Desormo asked the board if they would be willing to schedule a special meeting for COR Management in the event that they receive variances they are requesting for Beaver Meadow Apartments from the ZBA on March 5, 2014 so they may proceed with financing for the second stage of their development. Discussion followed.
Motion 22-14: Motion by Mr. Boxberger, seconded by Mr. Smith to tentatively schedule a special meeting of the Town of Watertown Planning Board for Wednesday, March 12, 2014 at 8:30 a.m. for the sole purpose of reviewing subdivision for COR Management.
