Mr. Boxberger called the special meeting of the Town of Watertown Planning Board to order at 8:30 a.m. for the sole purpose of reviewing the subdivision application for COR Management, NYS Route 3.
Subdivision
COR Development – Beaver Meadow Apartments – NYS Route 3 – 3 Lot Subdivision
Due to inclement weather, Catherine Johnson, Legal Counsel for COR Development, was unable to attend the meeting. Mrs. Desormo explained that for mortgage purposes, COR Development needs to subdivide the main parcel where Phase 1 of the housing development is complete and create two additional parcels. One parcel will allow for financing and construction for Phase 2 of the development and the third parcel would be to separate the wetland.
The plans calls for the existing Lot #6 which is 88.407 acres to be subdivided into 3 lots. A new Lot #6 will be created consisting of 21.375 acres, a new Lot #7 will be 9.5 acres, and a new Lot #8 will be 57.532 acres. The new Lot #8 is the wetland. Variances were granted by the Town of Watertown Zoning Board of Appeals at their March 5, 2014 meeting regarding side setbacks for Lot #7 and road frontage for Lot #8, conditional upon submission of a reciprocal easement agreement.
The board made a telephone call to Catherine Johnson for clarification of the plat regarding the reciprocal easement for both Lot #7 and Lot #8 which they could not identify on the plat as required by the ZBA. A message was left on Ms. Johnson voice mail to return the call. Discussion followed.
Motion 24-14: Motion by Mr. Boxberger, seconded by Mr. Smith to waive the public hearing requirement for subdivision as a public hearing was held on March 5, 2014 by the Town of Watertown Zoning Board of Appeals with no comments from the public.
Ayes All: Motion Carried.
Motion 25-14: Motion by Mrs. Desormo, seconded by Mr. Smith to approve a 3 lot subdivision submitted by COR Development from plans prepared by CNY Land Surveying titled Final Plan Towne Center at Watertown Subdivision Amended 2, File #13-172, Sheet #1 & 2, dated 3/6/14. This would subdivide the existing Lot #6 which is 88.407 acres into 3 lots. A new Lot #6 would be created consisting of 21.375 acres, a new Lot #7 of 9.5 acres, and a new Lot #8 consisting of 57.532 acres, conditional upon the easement being shown on the plat and the descriptions for Lot #8 which has no road frontage on a town, state, or county highway. The easement also needs to be show on Lot #7. The plans will also require that the signature be placed across the stamp in a contrasting color. A recommendation will be made to the developer that the plat be consolidated onto one sheet for filing purposes and that an inset be included to show the portion of the property that is unaffected and authorize the board to sign the new plans with the revision date that is not incorporated into today’s minutes.
