Mr. Boxberger called the regularly scheduled meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 43-14: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes of the May 6, 2014 meeting as written and distributed.
Ayes All: Motion Carried.
Sign Permit
Bonnie Herman – The Scrub Hub – 19033 US Route 11 – Sign Permit
Jaime Short – Old Garage Deli – 19059 US Route 11 – Sign Permit
Ms. Herman and Ms. Short submitted proposed plans for portable outdoor signs to advertise special sales at their businesses. These two businesses are next door to each other. They were told by the Town of Watertown Zoning Officer that the signs do not meet zoning requirements.
Ms. Herman and Ms. Short stated that they have toured the Town of Watertown and have a list of numerous businesses that are using the same signs as they are for advertising. They feel that it is not fair that other businesses get to use the signs but they can’t. The planning board stated that they do not enforce of zoning regulations. They will forward the list of businesses to the Zoning Officer. Discussion followed.
Both businesses need to submit a completed applications and plans showing that the proposed signage will be permanent with a monument style base. The plans must cite the exact location of the proposed sign meeting all setback requirements.
It is the consensus of the board that both businesses may use the outdoor portable signs to advertise for 1 month while they prepare their plans for the planning board’s review.
Subdivision
Michael & Lillian Kinney – 24243 County Route 159 – Tax Map #83.18-1-9.1 – 2 Lot Subdivision.
Michael Kinney submitted proposed plans for a 2 lot subdivision at 24243 County Route 159, Tax Map #83.18-1-9.1. A completed application was submitted. Discussion followed.
Motion 44-14: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for 7:00 p.m. on July 7, 2014 for the proposed subdivision of the Land of Michael & Lillian Kinney located at 24243 County Route 159.

Lot Line Adjustment
Harryman/Rolfe – Margaret Harryman, 22335 Swan Road, Tax Map #91.13-1-20 & Walter Rolfe, 22541 Swan Road, Tax Map #91.13-1-19.2 – Lot Line Adjustment.
Mr. Rolfe submitted a completed application and plans for a lot line adjustment for Tax Map #91.13-1-20 & Tax Map #91.13-1-19.2. Discussion followed.
A corrected map with an inset showing the complete parcel of Tax Map #91.13-1-20 must be submitted.
Motion 45-14: Motion by Mr. Boxberger, seconded by Mr. Smith that the board consider the Harryman/Rolfe proposal for property located at 22335 Swan Road, Tax Map #91.13-1-20 & property located at 22541 Swan Road, Tax Map #91.13-1-19.2 to be a lot line adjustment with the parcel identified as containing 1.008 acres belonging to Margaret Harryman be combined into the property of Walter Rolfe creating one parcel as shown on a Plat prepared by Michael Battista, Licensed Land Surveyor, Project #14-126, with a survey date of 6/13/09 and a 2nd survey date of 4/24-28, 2014, conditional upon a revised plat with an inset showing the entire residual parcel of Margaret Harryman’s property including a listing of all adjacent property owners with tax map numbers for both parcels.

Land Use Discussion
Melanie Furgal Iacovino – Tax Map #90.18-1-16. Discussion of possible use of a R4 parcel with limited access off County Route 64.
No one was present.
Site Plan
Mary Dudo – Salmon Run Mall – Preliminary discussion to construct a 5,500 square foot restaurant between Olive Garden and Red Lobster.
Mary Dudo wanted to let the board know that Salmon Run Mall is in discussions to construct an approximately 5,500 square foot restaurant between Olive Garden and Red Lobster. She hopes to have a detailed package to submit to the board at the July 2014 meeting for review. Discussion followed. Randy Vaas stated US Fish & Wildlife Services out of Cortland is concerned that the willow trees on the proposed cite for the restaurant may be a summer hibernacula for Indiana Bats. Please have your Environmental Consultant talk to them.
Mr. Boxberger asked that the Town of Watertown Zoning Officer be asked to visit Waite Toyota and Caprara’s on US Route 11 and Neil Katzman in the Industrial Park as they have not completed landscaping that was a condition of site plan approvals. Mr. Boxberger also suggested that the Town of Watertown Zoning Officer tour the Town at least 1 time per month looking for violations of zoning regulations.
Motion 46-14: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn at 8:00 p.m.
