Mr. Boxberger called the regularly scheduled meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 27-14: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the March 3, 2014 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 28-14: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes of the special March 12, 2014 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 29-14: Motion by Mr. Boxberger, seconded by Mr. Vaas to reschedule the regular May meeting of the Town of Watertown Planning Board for Tuesday, May 6, 2014 at 7:00 p.m.
Ayes All: Motion Carried.
Motion 30-14: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a special meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Tuesday, May 6, 2014 at 6:00 p.m.
Ayes All: Motion Carried.

Patrick Scordo, GYMO, submitted a completed application and proposed signage for FedEx, 21043 County Route 200, Tax Map #73.20-1-2.14. Discussion followed.
Motion 31-14: Motion by Mr. Smith, seconded by Mr. MacAdam to authorize the Zoning Officer to issue a sign permit to FedEx, 21043 County Route 200, Tax Map #73.20-1-2.14 as indicated on the Drawing signed by Patrick Scordo, dated 4/7/14. The dimensions of the sign are shown on Drawing FDX 31737-13, dated 1/11/13, contingent upon submission of details regarding vegetation at the base of the sign.

Shawn Schroy – Spa Nail Salon – Corner of NYS Route 3 & County Route 202 – Sign Permit.
Shawn Schroy approached the board regarding proposed signage for Spa Nail Salon, Corner of NYS Route 3 & County Route 202. Discussion followed.
Mr. Schroy needs to contact the new owner of the property to discuss the possibility of installing a multi-tenant sign which would allow for signage for each space in the plaza. Mr. Schroy will come back after he has spoken with the new owners. If Spa Nail Salon is interested in temporary signage, Mr. Schroy can contact the Town of Watertown Zoning Officer.

Richard Cean – County Route 60 (Floral Drive) Tax Map #82.07-1-1.1 – 4 Lot Subdivision.
Richard Cean reviewed proposed plans for a 4 lot subdivision on County Route 60 (Floral Drive) Tax Map #82.07-1-1.1. Discussion followed.
Motion 32-14: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a 4 lot subdivision for Richard Cean on County Route 60 (Floral Drive) Tax Map #82.07-1-1.1 as shown on a survey map prepared by William Dorr titled Survey Plat of A Subdivision of the Land Surveyed for Richard A. Cean, Sr. & Fran L. Cean. The lots consist of E1 which is 5.043 acres, E2 being 3.686 acres, E3 being 3.301 acres, and E4 which is 9.16 acres. File #13-2, dated 1/27/13, conditional upon satisfactory review of lot descriptions.

Tom Storino, on behalf of Bernard Tufo, submitted updated plans for a 2 lot subdivision at 18701 County Route 65, Tax Map #90.00-6-26.3. Discussion followed.
Motion 33-14: Motion by Mr. Vaas, seconded by Mr. Boxberger to grant a 2 lot subdivision for Bernard & Dorothy Tufo at 18701 County Route 65, Tax Map #90.00-6-26.3. Lot #1 consisting of 7.874 acres and Lot #2 consisting of 2.261 acres as shown on a map prepared by Storino Geomatics, File #10-016.01-WAT, Drawing 1 of 1, dated 3/11/14, stamped & signed by Adam Michael Storino, conditional upon satisfactory review of lot descriptions.

Charles & Kay Wilcox – 16605 US Route 11 – Tax Map #90.19-1-16 – 3 Lot Subdivision.
Gerry Kostyk, on behalf of Charles & Kay Wilcox, presented plans for a 3 lot subdivision on US Route 11. Mr. Kostyk updated the board on the consolidation of deeded properties into one parcel and then 3 lot subdivision of the entire property. Discussion followed.
Motion 34-14: Motion by Mr. Boxberger, seconded by Mr. Smith to allow the consolidation by conveyance of Parcel #90.19-1-16 with Parcel #90.19-1-17 to be combined into one parcel and then subdivided, with approval, into 3 parcels consisting of Lot #1 of 1.020 acres, Lot #2 being 1.129 acres, and Lot #3 being 1.205 acres as indicated on the plat titled Land Subdivision – Survey Map of the Land of Charles A & Kay Wilcox, located at 16487 & 16525 US Route 11 in the Town of Watertown as shown on plans prepared by Gerald Kostyk with a survey date of 6/26/13 and revisions dates of 9/30/13 and 3/6/14, Sheet 1 of 1, File #2013-206, conditional upon satisfactory review of lot descriptions and that consolidation takes places prior to subdivision.

Site Plan
Mr. Rick’s Bakery – 17099 US Route 11 – Tax Map #90.20-1-16 – Site Plan
No one was present.
Purcell Construction – US Route 11 – Tax Map #91.05-1-2.1 – Site Plan for proposed Howell Road Office Building.
Rick Gefell, Purcell Construction & Patrick Scordo, GYMO, presented updated plans for the proposed Howell Road Office Building addressing issues discussed at the March 3, 2014 planning board meeting. Discussion followed.
Water & sewer issues are still being worked out with the Town Supervisor, Joel Bartlett & Northstar. A SWPPP is being prepared and will be submitted when it is complete.
A letter from the Jefferson County Department of Planning dated 3/26/14 was entered into record with comments regarding this proposed project (Attachment #1).
Motion 35-14: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for the project entitled Howell Road Office Building, Town of Watertown as shown on Drawings C100, C101, C102, rendering of the building, and spec sheet on lighting, prepared by GYMO, signed by Patrick Scordo, Project #1999-131E.01, dated 2/28/14, issued 3/3/14 with a revision date of 4/3/14, contingent upon receipt of an acceptable SWPPP and removal of references to this project on a separate parcel.

A building permit and SWPPP is required and proposed signage will be addressed when appropriate.
Mike Lundy – Lundy Development & Property Management, LLC – Site Plan Lot #10 & #11 in the Jefferson County Industrial Park.

Motion 36-14: Motion by Mr. Vaas, seconded by Mr. Boxberger to grant site plan approval for Lundy Corporation for an approximately 2,500 square foot building on Lot #10, Tax Map #73.20-1-2.11 located in the Jefferson County Industrial Park on County Route 200, as shown on plans by Lunco Corporation Design. Build., Page L-101 & R300, dated 3/11/14, signed & stamped by David E. Mosher. The lot is 4.21 acres.

Motion 37-14: Motion by Mr. Vaas, seconded by Mr. Smith to grant site plan approval for Lundy Corporation for an approximately 5,600 square foot building on Lot #11, Tax Map #73.20-1-2.14 located in the Jefferson County Industrial Park on County Route 200, as shown on plans by Lunco Corporation Design. Build., Page L102 & R301, dated 3/11/14, signed & stamped by David E. Mosher. The Lot is 4.59 acres

Mrs. Desormo asked everyone if they had time to review an email she received regarding proposed updated signage for Red Lobster. Discussion followed. It appear that there is no significant change to this proposed signage other than sign appears to be 21′ instead of 20′. If Red Lobster corrects the height to 20′, the board has no problem allowing Mrs. Desormo to approve signage and authorize the Town of Watertown Zoning Officer to issue a sign permit.
Motion 38-14: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 8:40 p.m.
