Mr. Boxberger called the regular October meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 66-24: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the August 26, 2024 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 67-24: Motion by Mr. Vaas, seconded by Mr. Vaas to accept the minutes of the September 16, 2024 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 68-24: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a Workshop Meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Monday, November 4, 2024 at 4:00 p.m. immediately following the regular Planning Board meeting to discuss zoning updates.

PUBLIC HEARING

Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.
The public hearing was opened at 3:04 p.m. No one from the public wished to speak. The public hearing was closed at 3:05 p.m.
SIGN PERMIT
S+N Partners (Formerly Cazenovia) – 20897 Alexander Drive – Tax Map #82.00-1-1.4 – Sign Permit.
Craig Fishel, Allied Signs, presented proposed signage for S+N Partners located at 20897 Alexander Drive, Tax Map #82.00-1-1.4. Discussion followed.

Edward Escudero – County Route 65 – Tax Map #90.00-6-26.1 – 2 Lot Subdivision
Jeffrey Moore, Moore Land Surveying, P.C., on behalf of Edward Escudero, submitted a completed application and proposed plans for a 2 lot subdivision on County Route 65, Tax Map #90.00-6-26.1. Discussion followed.
Motion 70-24: Motion by Mr. MacAdam, seconded by Mrs. Desormo to schedule a public hearing for a 2 lot subdivision for Edward Escudero, County Route 65, Tax Map #90.00-6-26.1 on Monday, November 4, 2024 at 3:00 p.m.

Once the subdivision is approved, there will be a request for a lot line adjustment.
SITE PLAN/SPECIAL USE
Young/Sommer, LLC – Verizon Wireless “Salmon Run” – 20005 NYS Route 3 – Tax Map #82.11-1-5.3 – Site Plan/Special Use.
Verizon /Wireless submitted a completed application and proposed plans to upgrade the antennas and equipment on the existing Town Water Tower located at 20005 NYS Route 3, Tax Map #82.11-1-5.3. Discussion followed.
A short SEQR form needs to be submitted.
Motion 71-24: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Young/Sommer, LLC – Verizon Wireless “Salmon Run” on Monday, November 4, 2024 at 3:00 p.m. for site plan/special use permit for property located at 20005 NYS Route 3, Tax Map #82.11-1-5.3, conditional upon submission of the SEQR form.

SITE PLAN
EV Charging Station – 19210 Cady Road – Tax Map #90.18-1-21 – Site Plan
No one was present.
National Grid – Upgrade Substation on the Corner of NYS Route 12F and Salmon Run Mall Road – Site Plan
Matthew Kerwin, Barclay Damon, on behalf of Niagara Mohawk Power Corp. d/b/a National Grid, submitted updated plans for the upgrade to the substation located on the corner of NYS Route 12F and Salmon Run Mall Road as requested by Board members at the August 26, 2024 meeting. Discussion followed.
• The SWPPP still needs to be submitted.
• The SEQR needs to be completed.
• They do not plan on adding landscaping along Salmon Run Mall Road.
• The lighting is not Dark Sky Compliant. They need a flood light for security reasons, however, it is contained withing the installation.
• They still need to meet with both New York State Department of Transportation and the Town’s Highway Superintendent regarding highway cuts.
The comments from the Jefferson County Department of Planning dated 9/25/24 were entered into record (Attachment #1).

Motion 72-24: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Monday, November 4, 2024 at 3:00 p.m. for Site Plan for National Grid on property located at the corner of NYS Route 12F and Salmon Run Mall Road, conditional that no action be taken on clearing of the land until submission and review of the completed SEQR and SWPPP and approval from both the New York State Department of Transportation and the Town Highway Superintendent regarding highway cuts.

SUBDIVISION
Aaron Netto – Corner of Hadcock Road & Ridge Road – Tax Map #83.12-1-12.4 –
4 Lot Subdivision.
Paul Bragger, Black River Land Surveying Company, on behalf of Aaron Netto, submitted a completed application, proposed plans, and lot descriptions for a 4 lot subdivision for property located on the corner of Hadcock Road and Ridge Road.
Proof of adequate water was submitted. Discussion followed.
The original application was for a 2 lot subdivision, this is a 4 lot subdivision which requires an additional $100.
Motion 73-24: Motion by Mrs. Desormo, seconded by Mr. MacAdam to approve a 4 lot subdivision for Aaron Netto, Corner of Hadcock Road & Ridge Road, Tax Map #83.12-1-12.4 as shown on plans prepared by Black River Land Surveying Company, File #2024-045, Drawing No. V101, dated 10/03/2024. Lot A will be 1.524 acres, Lot B will be 1.365 acres, Lot C will be 1.140 acres, and Lot D will be .988 acres. Documentation regarding the percolation test & yield test is on the plat. All lots meet zoning requirements for size and frontage, this approval is conditional upon satisfactory review of lot descriptions.

SITE PLAN – AMENDMENT
Mike Lundy – Washington Summit Associates, LLC – Washington Summit – Tax Map #91.05-1-11.31 – Lot 15 – Site Plan Amendment
Jared Dickinson, Design Build Innovations, submitted updated plans for the VA Medical Facility in Washington Summit, Tax Map #91.05-1-11.31, Lot #15. This is a modification to the revised site plan approved plans on 3/11/24. The modification shows the relocation of the proposed building to the east side of the property. This will be Phase I of the project.
When they get to Phase II, they will return with a new Site Plan. Discussion followed.

Motion 74-24: Motion by Mr. Boxberger, seconded by Mr. Smith to approve modifications to the site plan for the proposed VA Medical Facility on Lot #15, Tax Map #91.05-1-11.31 in Washington Summit previously amended on 3/11/24, as shown plans prepared by Lawman Group, Job #055-23.019, Drawing C-101, C-102, C-103 & C-104, all dated 10/7/2024. The justification for this approval is that it is the same lot, the modification is a very small percentage of the overall project and all other approved conditions will remain the same.

Mrs. Desormo presented proposed signage for 7-Eleven, 19221 US Route 11, Tax Map #91.05-1-6. Discussion followed.
Motion 75-24: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign approval for 7-Eleven as shown on plans prepared by LSI Graphic Solutions, Sheet SP-1, Project #503652-0 ABC, dated 5/14/24.

Motion 76-24: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:30 p.m.
