Mr. Wormwood called the regular meeting of the Town of Watertown Zoning Board of Appeals to order at 7:00 p.m.
Motion 27-18: Motion by Mr. Wormwood, seconded by Mr. Cooney to accept the minutes of the August 2, 2018 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 28-18: Motion by Mr. Lanham, seconded by Mr. Swartz to rescheduled the regular November meeting of the Town of Watertown Zoning Board of Appeal for Monday, November 5, 2018 at 5:30 p.m.
Ayes All: Motion Carried.
AREA VARIANCE
Salmon Run Mall – 21182 Salmon Run Mall Loop West – Tax Map #82.11-1-50.21 – Request for an Area Variance for a 2 Lot Subdivision to separate the Bon Ton parcel from the footprint of Salmon Run Mall for future sale or lease purposes.
Kyle Hopkins, General Manager Salmon Run Mall, reviewed the proposed plans for an area variance to separate the Bon Ton parcel from the footprint of Salmon Run Mall for future sale or lease purposes. The mall and other developments in this area have received similar variances for this purpose. Discussion followed.
Motion 29-18: Motion by Mr. Wormwood, seconded by Mr. Cooney to schedule a public hearing for an area variance request for Salmon Run Mall for Monday, November 5, 2018 at 5:30 p.m.
Ayes All: Motion Carried.
This proposed project will be forwarded to the Jefferson County Department of Planning for their review.
U-Haul – 19153 US Route 11 – Tax Map #91.05-1-4.2 – Request for an area variance for a sign that already exist. U-Haul installed a “mural” vinyl sign on the side of their building without obtaining a permit. The sign is in violation of the Town’s Sign Ordinance.
Matthew Filkins and Scott Emerson, on behalf of U-Haul, approached the board for an area variance to allow an existing sign to remain on the U-Haul Building. U-Haul believes it is a “mural” to honor the military and tidy up a blank building to make it look better and not an advertisement for their business. The representatives did not bring a drawing showing the dimensions of the building, the sign, or the signature authorization form as requested. One of the representatives stated that he believes the building is 30′ x 73′ and the sign is 20′ x 40′. Discussion followed.
Board members asked if they would consider making the sign smaller to comply with the Town’s Sign Regulations. Discussion followed. The representative requested a public hearing to see if an area variance will be granted to allow the sign to remain as it is.

Motion 30-18: Motion by Mr. Wormwood, seconded by Mr. Lanham to scheduled a public hearing for U-Haul – 191523 US Route 11, for Monday, November 5, 2018 at 5:30 p.m. for an area variance for signage that does not meet size requirements in the Sign Ordinance.
Ayes All: Motion Carried.
U-Haul needs to submit the Signature Authorization Form, a detailed drawing showing the dimensions of the building and dimension of the “mural” sign by Wednesday, October 17, 2018 so this project can be referred to the Jefferson County Department of Planning or the public hearing cannot be held as scheduled.
Motion 31-18: Motion by Mr. Cooney, seconded by Mr. Wormwood to adjourn the meeting at 7:14 p.m.
