Mr. Boxberger called the regular November meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 110-22: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the December meeting of the Town of Watertown Planning Board from Monday, December 5, 2022 to Wednesday, December 7, 2022 at 3:00 p.m.
Ayes All: Motion Carried.
Motion 111-22: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the October 3, 2022 meeting as written and distributed.
Ayes All: Motion Carried.
Mr. Boxberger announced that the Town of Watertown will be hosting the Tug Hill Commission’s meeting on Monday, December 12, 2022.
PUBLIC HEARING – SUBDIVISION
Salmon Run Mall Shopping Center, LLC – Tax Map #82.11-1-50.21 – 2 Lot Subdivision.
Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.
The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.
Kelli Montana – 20722 Shepard Street – Tax Map #83.15-1-43.2 – 2 Lot Subdivision.
Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.
The public hearing was opened at 3:04 p.m. No one from the public wished to speak. The public hearing was closed at 3:05 p.m.

SIGN PERMIT
Innovative Tinting Solutions – 18849 US Route 11, Suite D – Tax Map #91.09-1-8.21 – Sign Permit.
Dan Gill, Atomic Signs, on behalf of Innovative Tinting Solutions, submitted proposed plans for signage at 18849 US Route 11, Suite D – Tax Map #91.09-1-8.21.
This business is located in the rear of the building. The proposed sign will be 4′ x 8′. The Board needs a plan showing the exact placement of the proposed signage. Discussion followed.
Mr. Gill will come back to the December meeting with updated plans.
Kinney Home Care – 21087 NYS Route 12F – Tax Map #73.20-1-2.2 – Sign Permit.
Dan Gill, Atomic Signs, on behalf of Kinney Home Care, submitted proposed plans for signage at 21087 NYS Route 12F, Tax Map #73.20-1-2.2. This will be a 5′ x 8′ sign, internally lit with a landscaped planter at the base. Discussion followed.
Motion 112-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve signage for Kinney Home Care, 21087 NYS Route 12F, Tax Map #73.20-1-2.2 for a 5′ x 8′ sign as shown on plans dated 11/7/22, conditional upon receipt of a completed application and landscape plan for the base of the planter.

SUBDIVISION
Gurney McCabe – 20958 NYS Route 232 – Tax Map #90.19-1-11 – 2 Lot Subdivision
No one was present.
Salmon Run Mall Shopping Center, LLC – Tax Map #82.11-1-50.21 – 2 Lot Subdivision.
Thomas Shepardson, Whiteman, Osterman & Hanna, LLP, on behalf of Salmon Run Mall Shopping Center, LLC, stated that there are no changes from the plans submitted at the October meeting. The board reviewed the plans. Discussion followed.
Motion 113-22: Motion by Mr. Vaas, seconded by Mr. Boxberger to declare a negative declaration for Salmon Run Mall Shopping Center, LLC for a 2 lot subdivision for Tax Map #82.11-1-50.21 as a short environmental form was submitted and signed.

Motion 114-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a 2 lot subdivision for Salmon Run Mall Shopping Center, LLC, Tax Map #82.11-1-50.21 as shown on plans drawn by David Uhrinec, dated 9/20/22, Project #14.4101, Lot #5, Drawing #22-0616, Conditional upon satisfactory review of lot descriptions.

Kelli Montana – 20722 Shepard Street – Tax Map #83.15-1-43.2 – 2 Lot Subdivision/Lot Line Adjustment.
Patsy Storino, on behalf of Kelli Montana, reviewed the proposed plans for a lot line adjustment and 2 lot subdivision at 20722 Shepard Street, Tax Map #83.15-1-43.2. Discussion followed.
Motion 115-22: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment for Tax Map #83.15-1-43.2 as shown on plans prepared by Patsy Storino, Drawing #1, File #89-116 A-Watn, dated 9/19/22, Survey Date 8/24/22, this lot line adjustment will combine Lot C.210AC & D.212AC with Tax Map #83.15-1-62, conditional upon satisfactory review of lot descriptions.

Motion 116-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a 2 lot subdivision for Kelli Montana, 20722 Shepard Street, Tax Map #83.15-1-43.2 as shown on plans prepared by Patsy Storino, Drawing #1, File #89-116 A-Watn, dated 9/19/22, Survey dated 8/24/22. Lot A will be .633 acres and Lot B will be .520 acres, conditional upon satisfactory review of lot descriptions.

SITE PLAN
Floral Shop – 18849 US Route 11 – Tax Map #91.05-1-5 – Construction of a 500 Square Foot Addition to the Existing Building – Site Plan.
No one was present.
Rent-A-Wreck – 19107 US Route 11 – Tax Map #91.05-1-62.1 – Two (2) New Storage Units – Site Plan.
A representative of Rent-A-Wreck submitted proposed plans to construct two (2) additional storage units. There was a mess up on the previous site plan approval from 10/7/2019. The plans approved had one storage building in the wrong location. Discussion followed
The Board needs a new map showing exact placement of all buildings with elevations. This information is needed by the 16th so it can be forwarded to the Jefferson County Department of Planning for their review.
Motion 117-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing on Wednesday, December 7, 2022 at 3:00 p.m. for Rent-A-Wreck. 19107 US Route 11, Tax Map #91.05-1-62.1 for the construction of 3 new storage buildings, 30′ x 100′, conditional upon receipt of all paperwork for the Jefferson County Department of Planning by 11/16/22.

Dick’s Sporting Goods – Towne Center Drive – Tax Map #82.00-2-3.1 – Construction of a 50,000 Square Foot Building – Site Plan.
Tim Freitag, Project Manager for Bohler Engineering, on behalf of Dicks Sporting Goods, submitted updated plans for a 50,000 Square Foot Building on Towne Center Drive, Tax Map #82.00-2-3.1. Discussion followed.

It is the concensus of the Planning Board that should the Zoning Board of Appeals decide that a variance is needed, the Planning Board has no issues with it. Dick’s Sporting Goods did everything they could to meet setback requirements and a financial hardship may be created if one is not granted.
Comments from the Jefferson County Department of Planning dated 10/21/22 were entered into record (Attachment #1).
Dick’s Sporting Goods will be looking into installing a striped crosswalk and handicapped accessible curbing between Target and the proposed Dick’s retail store as well as a pedestrian connection to the plaza at their cost.
This matter has been referred to the Town of Watertown Zoning Board of Appeals for a variance of front setback requirements. The Zoning Board of Appeals meets this evening at 7:00 p.m.
Motion 118-22: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a public hearing on Wednesday, December 7, 2022 at 3:00 p.m. for Dick’s Sport Goods, Towne Center Drive, Tax Map #82.00-2-3.1 for site plan for the construction of a 50,000 square foot retail store.
Ayes All: Motion Carried.
Watertown Pediatrics/KDM – Howell Drive – Tax Map #91.05-1-2.6 – Site Plan
Robert Sands, Bette Cring, on behalf of Watertown Pediatrics & KDM submitted updated plans for the proposed 4,968 square foot single-story medical office building on Tax Map #91.05-1-2.6 for Watertown Pediatrics. The sewer agreement is in place and Watertown Pediatrics is in the process of purchasing the property. Discussion followed.
Comments from the Jefferson County Department of Planning dated 10/21/22 were entered into record (Attachment #2).
A color rendering and elevations needs to be submitted. All lighting needs to be cited on the plans. The Board would like ADA requirements to be checked.
Signage will be submitted separately.
Motion 119-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plans approval for Watertown Pediatrics/KDM on Howell Drive – Tax Map #91.05-1-2.6 for a 4,968 square foot single-story medical office building as shown on plans drawn by Tisdel Associates, Project #22-08, with the latest revision date of 10/5/22, Pages C101, C102. C104, A101, A102, conditional upon submission of a color rendering, lighting plan, adequate handicapp parking, details of the vegetative cover on the final grading.

Drop Zone Storage – County Route 202 – Tax Map #82.07-1-7.3 – Extension of Site Plan Application.
Site Plan approval was given to Drop Zone Storage in April 4, 2022 and the actual permit was issued in July of 2022, however, due to circumstances beyond their control they need an extension. There are no changes to the original plans. Discussion followed.

Motion 120-22: Motion by Mr. Boxberger, seconded by Mr. Smith to grant a site plan extension for Drop Zone Storage due to circumstances beyond their control for up to 1 year from date of expiration of the 1st approval as long as there are no changes to the plans.

The regular meeting ended at 4:34 and the Town of Watertown Planning Board reconvened to a Workshop meeting with the Tug Hill Commission.
