Mrs. Desormo called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 76-16: Motion by Mr. Boxberger, seconded by Mr. Smith to accept the minutes of the September 29, 2016 meeting as written and distributed.
Ayes All: Motion Carried.
SIGN PERMIT
FX Caprara – KIA Dealership – 18675 US Route 11 – Tax Map #90.00-6-29.2 – Sign Permit.
Dawn Cisco, NASCO, on behalf of FX Caprara presented proposed signage for the KIA Dealership located at 18675 US Route 11, Tax Map #90.00-6-29.2. Discussion followed.
A sign permit needs to be submitted.
Motion 77-16: Motion by Mrs. Desormo, seconded by Mr. Smith to authorize the Zoning Officer of the Town of Watertown to issue a zoning permit for FX Caprara – KIA Dealership located at 18675 US Route 11, Tax Map #90.00-6-29.2 as shown on drawings prepared by Patterson Sign Group, dated 10/23/14 with a revision date of 10/31/14. The drawings include 5 pages and shows signage for the building and free-standing monument sign. The monument sign will be 19′ 1 ½” in height. The sign will be located in the exact location as the existing sign, conditional upon receipt of the sign permit and fee.

SUBDIVISION
Jennifer Gaus – County Route 67 – Tax Map #91.00-1-21.2 – 2 Lot Subdivision.
Tom and Adam Storino, on behalf of Jennifer Gaus, submitted an application and proposed plans for a 2 lot subdivision for property located on the Corner of Swan Road & County Route 67, Tax Map #91.00-1-21.2. Discussion followed.
The board has requested that an inset of the entire parcel showing the remaining acreage be submitted including a listing of all adjacent property owners. The application fee also needs to be submitted.
Motion 78-16: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing for a 2 lot subdivision for Jennifer Gaus, Corner of Swan Road and County Route 67, Tax Map #91.00-1-21.2 on Monday, December 5, 2016 at 7:00 p.m.

Ed Donato – 18973 Watertown Center Loop – Tax Map #91.05-1-66 – 2 Lot Subdivision and Site Plan to display monuments.
Ed Donato, 18973 Watertown Center Loop, Tax Map #91.05-1-66 submitted an application and proposed plans for a 2 lot subdivision. Discussion followed.
The proposed plans meet zoning requirements, however, the applicant was advised to make sure all setback requirements will be met for site plan.
All adjacent property owners need to be cited on the map, lot descriptions and the application fee needs to be submitted.
Motion 79-16: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing for a 2 lot subdivision for Ed Donato, 18973 Watertown Center Loop, Tax Map #91.05-1-66 on Monday, December 5, 2016 at 7:00 p.m., conditional upon receipt of an updated map and the application fee.

Mr. Donato decided to come back at the December meeting for Site Plan review.
Robert Pyke – Tax Map #91.07-1-29.1 – 2 Lot Subdivision – Property spans both sides of I 81. They are seeking approval to subdivide the parcel into 2 lots, with 1 lot on each side of I 81.
Robert Busler, on behalf of Robert Pyke, submitted an application and proposed plans for a 2 lot subdivision for Tax Map #90.07-1-29.1. The property spans both sides of I 81 and is 1 tax parcel. They would like to make it 2 separate tax parcels separated by I 81.
Lot #1 is on the west side of I 81 and consists of over 27 acres. There is a deeded right-of-way to access the property. This property Mr. Pyke intends to sell.
Lot #2 is on the east side of I 81 and consists of over 25 acres. There are no deeded documents to access the property. This property Mr. Pyke will keep. Discussion followed.
This is a unique situation with 2 pre-existing lots which do not comply with zoning requirements. The board will refer this matter to the Town Attorney for a legal opinion on how to move forward. Mr. Busler will come back to the December meeting for the decision.
RJ Roux – Tax Map #91.13-1-38.1 – 3 Lot Subdivision
RJ Roux presented preliminary plans for a 3 lot subdivision for property located on Tax Map #91.13-1-38.1. Discussion followed.
The board had no problem with the proposed plans. Mr. Roux will come back when all plans are finalized.
SITE PLAN
Nickelback Redemption Center/Cozzi Monuments – 19208 US Route 11 – Site Plan
No one was present.

Homestead Homes – Gary Reibert – 18326 US Route 11 – Tax Map #90.12-1-23.2 – Site Plan for a 14′ x 26′ Gift Shop and 16′ x 28′ Pavilion. (An area variance of 20′ off the New York State right-of-way was granted 8/3/16 for the 16′ x 28′ Pavilion by the Town of Watertown Zoning Board of Appeals).
Gary Reibert, Homestead Homes, presented proposed plans for 14′ x 36′ gift shop and a 16′ x 28′ pavilion at 18326 US Route 11, Tax Map #90.12-1-23.2. Discussion followed.
Mr. Reibert needs to submit a detailed drawing of both proposed buildings showing elevations and exact dimensions. He must also show proposed parking and decorative vegetation in front of the proposed gift shop. This information needs to be submitted by November 16, 2016 so it can be sent to the Jefferson County Department of Planning for their review.
Motion 80-16: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan for a proposed 14′ x 36′ gift shop and 16′ x 28′ pavilion at 18326 US Route 11, Tax Map #90.12-1-23.2 for Monday, December 5, 2016 at 7:00 p.m., conditional upon submission of a completed application and detailed plans to submit to the Jefferson County Department of Planning by the December 16, 2016 deadline.

John Warneck – BOCES – 20104 State Route 3 – Tax Map #82.00-2-2.1 – Solar Project behind Jefferson-Lewis BOCES.
Mr. Warneck was asked by the Town of Watertown Zoning Officer to come before the board to discuss the Solar Project behind Jefferson-Lewis BOCES.
Mr. Warneck submitted information regarding the Solar Project for the Town’s records.
Mr. Warneck stated that the Town has no authority to require any permits for this project. The State Education Department issues the permits because it is school property. Discussion followed.
Mrs. Desormo will have the Town Assessor, Roger Tibbitts, contact Mr. Warneck to discuss this project as a portion of the units are going to be taxable.
Mr. Warneck asked that the Town Attorney call BOCES if there are anymore questions regarding this project.
John Barker – 16444 US Route 11 – Tax Map #100.08-1-3.1 – Laser Light Show Business
John Barker presented proposed plans to have a Laser Light Show/Concert Business at 16444 US Route 11, Tax Map #100.08-1-3.1.
Mr. Barker’s intent is to have a small concert/laser light show on his family’s property. He will have large tents, designated parking, and allow camping . He will be charging a fee, have security, and insurance. There will also be drones flying over the event for marketing purposes. He would like to do these concerts on a regular basis. He has contacted the Town of Watertown Fire Department to let them know of his plans. Discussion followed.

The Town of Watertown Planning Board cannot take any action on this proposed plan because it does not meet zoning requirements as this property is zoned Residential 1.
The board stated that he can apply for a Use Variance from the Town of Watertown Zoning Board of Appeals or go before the Town Board to ask for a Zone Change to the property.
Motion 81-16: Motion by Mr. Smith, seconded by Mr. Vaas to adjourn the meeting at 9:00 p.m.
