Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 94-19: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes from October 7, 2019 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 95-19: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a special meeting with the Tug Hill Commission for Monday, December 2, 2019 at 4:00 p.m. to discuss zoning amendments.
Ayes All: Motion Carried.
Mr. Boxberger entered into record a letter stamp dated 10/28/19 from Randy Vaas, Storm Water Management Officer to Michael Lundy, Lundy Development & Property Management regarding submission of a SWPPP and other documentation for Lot #7 in the Thousand Islands Agricultural Park, LLC (Attachment #1).
SIGN PERMIT
Town of Watertown Fire Department – 22825 County Route 67 – Tax Map #91.05-1-55.2 – Sign Permit.
Art Cooley, on behalf of the Town of Watertown Fire Department, submitted proposed signage for the Town of Watertown Fire Department. The existing signage needs to be replaced due to weathering. A 4′ x 8′ sign will be placed at both the front and back of the building. Discussion followed. A sign application needs to be submitted.
Motion 96-19: Motion by Mr. Boxberger, seconded by Mr. Vaas to waive the sign application fee for the Town of Watertown Fire Department as this is a non-profit organization.
Ayes All: Motion Carried.
Motion 97-19: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign plan approval to the Town of Watertown Fire Department for two 4′ x 8′ signs at the front and back of the building located at 22825 County Route 67, Tax Map #91.05-1-55.2 as shown on plans prepared by KDM Kustoms, dated 11/4/19, conditional upon obtaining a sign permit.
Ayes All: Motion Carried.
A Zoning Permit will be required.
Mercers – 21623 NYS Route 232 – Tax Map #90.15-1-11 – Sign Permit.

Jefferson County Soil & Water – 25451 NYS Route 12 – Tax Map #91.11-1-10.2 – Change sign from free standing to on the building.

SUBDIVISION
James Biccum – County Route 67 – Tax Map #91.00-1-21.1 – 2 Lot Subdivision
Scott Kolb, on behalf of James Biccum, submitted proposed plans for a 2 lot subdivision on County Route 67, Tax Map #91.00-1-21.1. A driveway permit has been denied by the Jefferson County Superintendent of Highways. Mr. Kolb is asking that an existing farm roadway that has an easement be allowed as the driveway for the 2 lot subdivision. Discussion followed.
The Board still needs input from the Town Attorney regarding the use of a roadway with an easement. Mr. Kolb will discuss with his client other options suggested by the board and come back to another meeting.

Hobby Lobby – 21017 Salmon Run Mall – Tax Map #82.11-1-50.21 – Sign Permit
Becky Shingler, Project Manager, Hobby Lobby, submitted proposed signage for Hobby Lobby at 21017 Salmon Run Mall. Discussion followed.
Motion 98-19: Motion by Mr. Boxberger, seconded by Mr. Smith to grant sign plan approval for Hobby Lobby, 21017 Salmon Run Mall, Tax Map #82.11-1-50.21 as shown on plans prepared by Image National Signs, dated 11/4/19 Pages #3, 4, 6, 7, 8, & 9, conditional upon receipt of a sign application.
Ayes All: Motion Carried.
A Zoning and Building Permit will be required.
SITE PLAN
Boralex – Overview of a Solar Project of approximately 1000 acres in the Town of Watertown and Town of Hounsfield.
Andrew Buckley, Greenfield Development Manager, gave an overview of a proposed Solar Project of approximately 1000 acres in the Town of Watertown and Town of Hounsfield. This proposed project comes under the New York State Article 10 Review.
William Tremont and Chris Morse were in attendance at the meeting. They own adjacent property to this proposed project and want information.
Mr. Buckley stated that an Open House is scheduled in the Town of Watertown on November 18th and in the Town of Hounsfield on November 19th. The first public notice letters are going out in the mail tomorrow.
Motion 99-19: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:10 p.m.
