Supervisor Bartlett opened the meeting at 1:00 pm. Attorney Russell was also present.
Supervisor Bartlett opened the public hearing for Local Law #1 of 2017, a Local Law Establishing Regulations Prohibiting Illicit Discharges, Activities and Connections relative to compliance with the Jefferson County Stormwater Coalition MS4 mandatory regulation requirements at 1:02 pm. No one wished to speak; the public hearing was closed at 1:03 pm.
RESOLUTION/MOTION
MOTION #48-2017
WHEREAS, Whereas, Local Law No. 1 of the year 2017, a Local Law to Prohibit Illegal Discharges, Activities and Connections to Separate Storm Sewer System was duly introduced at a regular meeting of the Town board held on May 11, 2017, and a public hearing was duly scheduled for May 25, 2017 at 1:00 PM, and
WHEREAS, the notice of public hearing was duly published and posted as required by law, and on May 25, 2017, at 1:00 PM, a public hearing was held to consider Local Law No. 1 of the Year 2017, at which time all persons interested in the subject matter thereof or provided an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED, by the Town Board of the Town of Watertown as follows:
1. The foregoing recitations are incorporated herein and made a part hereof as if fully set forth hereafter.
2. Local Law No. 1 regulates non-stormwater discharges into the Town municipal storm sewer system to the maximum extent possible as required by federal and state law, and establishes methods for controlling the introduction of pollutants into the Town storm sewer system in order to comply with permit requirements.
3. Local No. 1 is intended to protect the health, safety and general welfare of the citizens of the Town of Watertown, and is therefore in the overall public interests of the citizens and residents of the Town of Watertown.
4. Based upon the foregoing Local Law No. 1 of the year 2017 is hereby adopted, and shall become effective upon filing with the New York Department of State as required by the Municipal Home Rule Law.
BE IT FURTHER RESOLVED, that this Resolution shall take affect immediately.
A motion to adopt the foregoing Order was made by Supervisor Bartlett and seconded by Councilmember Rich, and upon a roll call vote of the Board was duly adopted as follows:

MOTION #49-2017
WHEREAS, it is necessary to appoint a Storm Water Management Officer to enforce Local Law No .1 of 2017 a local law to Prohibit Illicit Discharge, Activities and Connections to Separate Stromwater Systems in accordance with the best practices of the Clean Water Act, and the Federal Water Pollution Control Act.
THEREFORE BE IT RESOLVED, that the Town of Watertown Zoning Officer is hereby designated as the Town of Watertown Stormwater Management Officer.
A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman Prosser.

Councilman Prosser moved to adjourn the meeting at 1:09 pm, seconded by Councilman Prosser.
