Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 10-18: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the January 2, 2018 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 11-18: Motion by Mr. Vaas, seconded by Mr. Smith to accept the minutes of the January 24, 2018 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 12-18: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a special meeting with the Tug Hill Commission for 4:00 p.m. on April 2, 2018.
Ayes All: Motion Carried.
Motion 13-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting of the Town of Watertown Planning Board for 3:00 p.m. on April 2, 2018 regarding the MS4 regulations.
Ayes All: Motion Carried.
PUBLIC HEARING – SUBDIVISION
Robert Hawthorne – 19269 Woodside Drive – Tax Map #82.20-2-64.1 – 2 Lot Subdivision.
Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.
The public hearing was opened at 7:02 p.m.
Mrs. Desormo entered a letter dated March 2, 2018 from Michael Alteri, 19647 Woodside Drive into record stating that he had no objection to the 2 lot subdivision (Attachment #1).
No one else from the public wished to speak. The public hearing was closed at
7:03 p.m.
SUBDIVISION
Robert Hawthorne – 19269 Woodside Drive – Tax Map #82.20-2-64.1 – 2 Lot Subdivision.
The board reviewed the proposed plans for a 2 lot subdivision at 19629 Woodside Drive. Discussion followed.

Motion 14-18: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a 2 lot subdivision for Robert Hawthorne, 19629 Woodside Drive, Tax Map #82.20-2-64.1. Lot #1 being on Woodside Drive will be .476 acres, Lot #2 on Hillside Drive is .550 acres as shown on a map drawn by Stanford J. Zeccolo, dated 12/30/17, Drawing #17126, conditional upon satisfactory review of lot descriptions.

SPECIAL USE PERMIT
AT & T – Modification to antennas on water tower located at 22867 County Route 67.
Brenda West, Centerline Communications, on behalf of AT & T submitted a proposal to modify the existing antennas on the water tower located at 22867 County Route 67. They want to take down the four existing towers and replace with four similar towers. They also plan to replace three remote radio units, and add four additional radio units. Basically, they will be taking down old technology and replacing with new technology. Discussion followed.
Town regulations state that any request for a special use permit requires a public hearing.
This proposed project will be referred to the Jefferson County Department of Planning for their review.
An equipment spec sheet and completed application must be submitted by March 14, 2018 to the Town Clerk.
Motion 15-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for AT & T for modification of the antenna equipment on the water tower located at 22867 County Route 67 for Monday, April 2, 2018 at 7:00 p.m.

SITE PLAN
FX Caprara Chrysler Dodge Ram Jeep – 18479 US Route 11 – Tax Map #90.12-1-21 – Addition of a 3,625 square foot shop and service area – Site Plan.
The board stated that FX Caprara Chrysler Dodge Ram Jeep, 18476 US Route 11, is not in compliance with the original site plan approved on October 4, 1993. The landscaping has never been completed.
Mike Lasell, MBL Engineering, submitted and reviewed proposed plans to add a 3,625 square foot shop and services area to FX Caprara Chrysler Dodge Ram Jeep, 18476 US Route 11. Mr. Lasell stated that he would include the landscaping details with these new proposed plans. Discussion followed.
Mr. Vaas stated that the new MS-4 Regulations need to be addressed regarding the area that the plans show are going to be paved. Mr. Lasell will look into the new regulations.

Since this proposed project is under new ownership, the board wants the following information cited on the plans.
- Specified landscaping across the front of the property as discussed.
- Utilities, including water and sewer.
- Green space and parking area dimensions.
Mr. Lasell must also address the new MS-4 Regulations.
This project will be referred to the Jefferson County Department of Planning for their review.
Motion 16-18: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for FX Caprara Chrysler Dodge Ram Jeep, 18476 US Route 11, for the addition of a 3,625 square foot Shop & Service Area for Monday, April 2, 2018 at 7:00 p.m., conditional upon submission of a revised plat citing landscaping, utilities, green space, and parking areas.

FX Caprara Volkswagen – 18493 US Route 11 – Tax Map #90.12-1-20.1 – Additional of a 2,970 square foot service bay – Site Plan
Mike Lasell, MBL Engineering, submitted and reviewed proposed plans for a 2,970 square foot service bay at 18493 US Route 11. Discussion followed.
This project will be referred to the Jefferson County Department of Planning for their review.
Motion 17-18: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for FX Caprara Volkswagen, 18493 US Route 11 for the addition of 2,970 square foot Service Bay for Monday, April 2, 2018 at 7:00 p.m.
Ayes All: Motion Carried.
Motion 18-18: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 8:04 p.m.
