Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 52-19: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes from the June 3, 2019 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 53-19: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes from the June 17, 2019 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 54-19: Motion by Mr. Boxberger, seconded by Mrs. Desormo to reschedule the regular August meeting of the Town of Watertown Planning Board to Monday, August 12, 2019 at 3:00 p.m.
Ayes All: Motion Carried.
PUBLIC HEARING – SUBDIVISION
John Bellinger and Paul Mandeville were present for the public hearings.
TI Ag Park, LLC – NYS Route 3 – Tax Map #82.00-2-1 & #82.00-2-1.701 – 7 Lot Subdivision.
Legal notice was posted in the newspaper and evidence that adjacent property owners were notified was provided.
The public hearing was opened at 3:04 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.

TI Ag Park, LLC – NYS Route 3 – Tax Map #82.00-2-1 – (Cazenovia Equipment – Proposed Lot #5) – construction of a 23,00 square foot building.
Legal notice was posted in the newspaper.
The public hearing was opened at 3:05 p.m. No one from the public wished to speak. The public hearing was closed at 3:05 p.m.
TI Ag Park, LLC – NYS Route 3 – Tax Map #82.00-2-1 – (Eagle Beverage – Proposed Lot #6) – construction of a 6,300 square foot building.

SIGN PERMIT
Encompass Workplace Testing, LLC – 21017 NYS Route 12F – Tax Map #73.20-1-8.1 – Sign Permit.
No one was present.
NNY Behavioral Health – 22632 Summit Drive – Tax Map #91.05-1-17.253 – Sign Permit.
Susan Aronowitz presented proposed plans to update the existing monument sign at 22632 Summit Drive. This sign will have LED lighting. Discussion followed.
Motion 55-19: Motion by Mr. Boxberger, seconded by Mr. Smith to waive review for the proposed sign for NNY Behavioral Health, 22632 Summit Drive, Tax Map #91.05-1-17.253 as the changes to the sign do not involve any changes to the monument base and the changes are very simple and well within the requirements of the town ordinance.

A Zoning Permit is required.
Gerber Collision & Glass – (owned by JKA Enterprise) – 18288 US Route 11 – Tax Map #90.12-1-25.5 – Sign Permit.
Dawn Cisco, NASCO, presented proposed plans to change existing signs at 18288 US Route 11, Tax Map #90.12-1-25.5 to Gerber Collision & Glass. Discussion followed.
Motion 56-19: Motion by Mrs. Desormo, seconded by Mr. Smith to approve
the sign change for Gerber Collision & Glass, 18288 US Route 11, Tax Map #90.12-1-25.5 for a sign on the corner facade which will be 5’1″ x 14′ 9″ and three signs on the front of the building which will be 4′ x 8′ 1 ½” as shown on plans prepared by AGI – Pages 1, 2 & 3 .

SUBDIVISION
Salmon Run Mall – Tax Map #82.11-1-50.21 – Preliminary discussion for a 3 lot subdivision to separate Olive Garden and Longhorn Steakhouse from the Salmon Run Mall’s tax parcel.
Kyle Hopkins, General Manager, Salmon Run Mall, appeared before the board to discuss Salmon Run Mall’s plans to separate Olive Garden and Longhorn Steakhouse from the Salmon Run Mall Tax Parcel for refinancing purposes. Discussion followed.
Several variances will be required as the proposed plans do not meet zoning requirements. This matter is on the Town of Watertown Zoning Board of Appeals Agenda for their August 7, 2019 meeting.
The Planning Board cannot take any action on this proposed project as it does not meet zoning requirements.
The Planning Board recommends that the Town of Watertown Zoning Board of Appeals make sure that information and justification regarding the number of parking spaces needed and allotted per restaurant is provided as well as a cross agreement regarding accessibility to each parking lot.

SUBDIVISION
TI Ag Park, LLC – NYS Route 3 – Tax Map #82.00-2-1 & #82.00-2-1.701 – 7 Lot Subdivision
Mr. Boxberger entered into record a letter from the NYS Department of Environmental Conservation dated July 1, 2019 regarding SEQR Lead Agency for this project (Attachment #1).
Mr. Scordo provided a letter from AECC, dated 7/8/19, regarding Threatened and Endangered Species Habitat Screening (Attachment #2).
Patrick Scordo, GYMO, reviewed the updated plans for a 7 lot subdivision for TI Ag Park, LLC, NYS Route 3, Tax Map #82.00-2-1 & #82.00-2-1.701.
$ The Town of Watertown Highway Superintendent was contacted regarding a hammer-head turn around as requested and it is cited on the plat.
$ A bike lane has been incorporated into the plat for both sides of the road as requested.
$ The traffic report shows that this proposed project will not generate enough traffic to require a signal or turn lane. (A copy of the Traffic Impact Statement is available for review in the Town of Watertown Clerk’s Office.)
$ The lighting plan was submitted.
$ The Agricultural Data Statement, dated 7/8/19 was submitted (Attachment #3)
$ The Town Supervisor is working on extending the sewer district, however, temporary contingent water and sewer plan will be used in the interim.
$ A full SWPPP has not been completed yet but will be upon site plan approval.
Mr. Boxberger stated that Thomas Voss, Regional Supervisor, Division of Environmental Conservation sent a letter stating that the DEC has no objection to the Town of Watertown Planning Board serving as Lead Agency on this proposed project.
Motion 57-19: Motion by Mr. Boxberger, seconded by Mr. Smith that a Negative Declaration be declared.

Motion 58-19: Motion by Mr. Boxberger, seconded by Mr. Smith to grant a 7 lot subdivision for TI Ag Park, LLC, NYS Route 3, Tax Map #82.00-2-1 as shown on plans prepared for Lundy Development and Property Management by GYMO Architecture Engineering, with a survey date of 6/28/19, Project #2017-134E.06. Drawing No. S101-A consisting of 7 lots, Lot #1 being 1.493 acres, Lot #2 being 2.136 acres, Lot #3 being 3.39 acres, Lot #4 being 2.136 acres, Lot #5 being 8 acres, Lot #6 being 2 acres, and the residual Lot #7 being 90 acres. The plat shows a designated 2.365 acre parcel with the intent that it becomes a road meeting town specifications. The road fronts on all parcels including a hammer head extending into the 90 acres parcel.

SITE PLAN
Cazenovia Equipment – Proposed Lot #5 – TI Ag Park – NYS Route 3 – Tax Map #82.00-2-1 – Site Plan
Review from the Jefferson County Department of Planning for this proposed project dated 6/26/19 was entered into record (Attachment #4).
Mr. Scordo presented updated plans for a 23,000 square foot building for Cazenovia Equipment located on the proposed Lot #5, TI Ag Park, NYS Route 3, Tax Map #82.00-2-1. Discussion followed.
The photometric plan, additional landscaping plan, an elevation plan showing a 2 sided facade, and a buffer along the property line of Lot #3 have been addressed as requested. Proposed signage has not been designed yet.
Mr. Scordo updated the board on infrastructure to water and sewer, utilities, and the proposed town road. He will work with the Town Engineer on all infrastructure. Once site plan approval is granted, work on district extensions can be requested to the Town Board. The Town Supervisor is also working on funding for the infrastructure.
Discussion followed on obtaining permits to start site plan work, upon approval, prior to the road being completed.
A completed short for EAF has been submitted.
Motion 59-19: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for TI Ag Park, LLC, NYS Route 3, Tax Map #82.00-2-1 for Lot #5 (Cazenovia Equipment) for a 23,000 square foot building as shown on plans prepared for Lundy Development and Property Management by GYMO Architecture Engineering, Project #2017-134E.04, dated 2/25/19, with an issue date of 5/31/19, consisting of Drawing 301, conditional upon submission of authorization by the Town Board for road acceptance including bonding if deemed necessary, designation by the Town Board for acceptability for provision of infrastructure for water and sewage, submission and final approval of a final SWPPP for this project and the construction of the access corridor for the subdivision, and final elevations of the building for review and approval by the Planning Board.

Mr. Scordo will come back to submit all paperwork listed in the conditional approval.
A zoning permit can be issued with authorization from the Town Supervisor regarding water, sewer, and the proposed town road.
Eagle Beverage – Proposed Lot #6 – TI Ag Park – NYS Route 3 – Tax Map #82.00-2-1 – Site Plan

Lot coverage of permeable surface has not been addressed. The plans reflect that 8% permeable surface is lacking. Discussion followed.
The Board does not feel comfortable granting conditional approval without the permeable surface being addressed.
Motion 60-19: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting of the Town of Watertown Planning Board for Monday, July 15, 2019 at l:00 p.m.
Ayes all: Motion Carried.
Mr. Scordo proceeded to review the updated site plan for Eagle Beverage in the event that any other issues need to be addressed before the special meeting on July 15th.
The update plans include building elevations and a photometric plan. An updated landscaping plan and a color rendering of the proposed building need to be submitted.
Proposed signage has not yet been discussed.
Motion 61-19: Motion by Mr. Smith, seconded by Mrs. Desormo to adjourn the meeting at 4:25 p.m.
