Supervisor Bartlett opened the meeting at 7:00 pm with Pledge of Allegiance followed by a roll of members present. Attorney Russell was also present.
MOTION #59-2017
Supervisor Bartlett moved to accept the minutes for June 8, 2017 meeting, seconded by Councilman Prosser.

The floor was opened to the public; no one wished to speak, the floor was closed.
The Town Clerk had no correspondence.
Supervisor Bartlett accepted the Town Clerk’s report.
RESOLUTION/MOTION
MOTION #60-2017
WHEREAS, it is necessary to amend the 2017 Water District No. 1 fiscal year budget to account for revenue sources relative to the Town of Watertown Water District No. 1 and Verizon Wireless water tower lease.
THEREFORE BE IT RESOLVED, the Supervisor is authorized to amend the 2017 Water District No. 1 budget to record lease revenue receipts as follows:
WATER DISTRICT 1
LEASE PAYMENT REVENUE RECEIPTS 5/30/17 increase account $18,000.00
A motion to adopt the forgoing resolution was offered by Supervisor Bartlett, seconded by Councilman Prosser.

MOTION #61-2017
WHEREAS, The Volunteer Transportation Center provides transportation services to town residents for trips to medical service providers, food pantries, grocery stores and any town resident who needs transportation services due to disabilities or lack of transportation: and
WHEREAS, the town has provided funding to partially reimburse the organization for expenses associated with the performance of this service; and
WHEREAS, funds were included in the 2017 fiscal year budget to fund the organizations request.
THEREFORE BE IT RESOLVED, a grant in the amount of $1,500.00 to the Volunteer Transportation Center Inc. is hereby authorized.
A motion to adopt the forgoing resolution was offered by Supervisor Bartlett, seconded by Councilman Rich.

MOTION #62-2017
WHEREAS, the Jefferson County Agricultural Society has requested a grant of Community Development Funds in support of the Societies promotion of the Jefferson County Fair, the longest continually running County Fair in the country; and
WHEREAS, the County Fair annually brings thousands of people from outside the immediate area who generate revenue for the County and the surrounding area; and
WHEREAS, funds were included in the fiscal year 2017 budget for said purposes.
THEREFORE BE IT RESOLVED, a grant of $5,000.00 of Community Development Funds is hereby authorized to the Jefferson County Agricultural Society.
A motion to adopt the forgoing resolution was offered by Supervisor Bartlett, and seconded by Councilman Prosser.

MOTION #63-2017
WHEREAS, it is proposed that a waterfall known as Butternut Falls, a 35 foot waterfall located in the Town of Watertown at coordinates N43* 57’ 47”, and West 75*51’ 48” be included in the United States Board of Geographic Names; and
WHEREAS, the Butternut Falls waterfall is not currently listed on the USGS Geographic Names Information System or listed on the USGS topographical maps.
THEREFORE BE IT RESOLVED, that the waterfalls located in the Town of Watertown, Jefferson County, NY at coordinates N43* 57’ 47”, and West 75*51’ 48” is hereby named Butternut Falls for the purpose of identification on the USGS system maps.
A motion to adopt the forgoing resolution was offered by Supervisor Bartlett, seconded by Councilman Rich.

Supervisor Bartlett moved to pay the following abstracts as audited.
Utilities paid prior to monthly meeting

Highway Vouchers # 84 to 84 Total $ 17,105.76
Spec. Dist. Vchrs. # 42 to 42 Total $ 1,954.05
Vouchers approved for monthly meeting
General Vouchers # 115 to 137 Total $ 19,788.41
Highway Vouchers # 85 to 94 Total $ 135,216.29
Spec. Dist. Vchrs. # 43 to 51 Total $ 132,928.95
Councilman Rich seconded the motion.

Supervisor Bartlett included in the board’s packet information from Assessor Tibbett concerning the possibility of performing a revaluation of the town’s assessment roll. He asked the Board to review the packet and will ask Mr. Tibbetts to attend next month’s meeting. There is also information concerning Jefferson County taking over the role of assessment for the entire county. This would eliminate the individual assessors for each town. Supervisor Bartlett passed out the letter he will send to the County in opposition of this change with reasons why.
Old and New Business
Highway Superintendant Rohr asked the Board that a sand bid be advertised. He suggested 2,500 yard. Supervisor Bartlett will prepare a motion for the next meeting.
Supervisor Bartlett updated the board on the drainage issues in the Lettiere Tract and Hampton Garden areas. They are still working on a solution and he has not been able to contact Mr. Kalk about a drainage easement on Shepard Street.
Supervisor Bartlett informed that the US Rte 11 project has started and there is still one lane open for thru traffic. He again informed the public he has worked to prevent the road from being closed completely to traffic for emergency reasons. The NYSDOT still has plans to close both lanes during the construction period.

Councilman Prosser moved to adjourn the meeting at 7:16 pm, seconded by Supervisor Bartlett.
