Mr. Boxberger called the regular January meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 1-25: Motion by Mr. Smith, seconded by Mr. MacAdam to designate Tom Boxberger and Pam Desormo as Co-Chairs for the 2025 year.

Ayes – 4
Abstention – 2
Motion Carried

Motion 2-25: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the February meeting of the Town of Watertown Planning Board to Monday, January 27, 2025 at 3:00 p.m. due to schedule conflicts.

Ayes All: Motion Carried.

Motion 3-25: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule
a special workshop meeting at 4:00 p.m. on Monday, January 27, 2025 with the Tug Hill Commission to review town regulations.

Ayes All: Motion Carried.

Motion 4-25: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes from the December 2, 2024 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 5-25: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule all regular Town of Watertown Planning Board meeting for the first Monday of the each month at 3:00 p.m.

Ayes All: Motion Carried.

LOT LINE ADJUSTMENT

James Waller/David Burnash – 22727 Swan Road – Tax Map #91.13-1-5.1 & 22894 Swan Road – Tax Map #91.13-1-6 – Lot Line Adjustment.

Mr. Waller and Mr. Burnash presented preliminary plans for a lot line adjustment at 22727 Swan Road, Tax Map #91.13-1-5.1 & 22894 Swan Road, Tax Map #91.13-1-6. Discussion followed.

At this time, the Town has a pending zoning violation against Mr. Waller which must be resolved prior to any consideration of a lot line adjustment.

Once this is resolved, a completed application, updated survey, SEQR, and lot descriptions need to be submitted.

The applicants will notify Mrs. Desormo when they are ready to be put back on the agenda.

SITE PLAN

Grindstone Group, LLC, – NYS Route 12F – Tax Map #73.19-1-5.6 – Site Plan for the Construction of 2 Self Storage Units.

Scott Weston, Plans by Design, on behalf of Grindstone Group, LLC submitted a site plan application and proposed plans for the construction a 25′ x 100′ climate-controlled self-storage building and 40′ x 100′ self-storage building on Tax Map #73.19-1-5.6.

The applicant also wants to put a lighted sign on the front of the 40′ building and monument sign on the property.

Discussion followed. The following need to be addressed on the plans.

• Buildings needs to meet all setback requirements.

• Detailed sign plans needs to be submitted and cited on the plans meeting all setbacks requirements. A decorative base is required for the monument sign.

• Elevations needs to be cited on the plans.

• Dark Sky Compliant lighting needs to be noted on the plans.

This matter will be referred to the Jefferson County Department of Planning for their review.

Motion 6-25: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for site plan for Grindstone Group, LLC, NYS Route 12F for the construction of 2 self-storage buildings on Tax Map #73.19-1-5.6 for Monday, January 27, 2025 at 3:00 p.m. with the understanding that no action may be taken until the March meeting after the Jefferson County Department of Planning has submitted their review.

LOT LINE ADJUSTMENT

TNLCM Enterprises, LLC – 22807 County Route 202 – Tax Map #73-19-1-5.1 – Lot Line Adjustment.

Austin Key, GYMO, on behalf of 20774 Coffeen Street Properties, submitted proposed plans for a lot line adjustment on NYS Route 12F for Tax Map #73.19-1-5.1.

Motion 7-25: Motion by Mr. MacAdam, seconded by Mr. Boxberger to approve a lot line adjustment for TNLCM Enterprises, LLC to revise previous approved subdivision filed 6/30/22. Lot #1 will now be 9.40 acres. Lot #3 will now be 64.60 acres as shown on Drawing S101, Project #96-103.03, dated 1/2/25.

Ayes All: Motion Carried.

Motion 8-25: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 3:30 p.m.
