Mr. Boxberger called the rescheduled regular February meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Mrs. Waterbury will be a voting member due to Mr. Vaas’ absence.

Motion 9-25: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the January 6, 2025 meeting as written and distributed.

Ayes All: Motion Carried

PUBLIC HEARING – SITE PLAN

Grindstone Group, LLC – NYS Route 12F – Tax Map #73.19-1-5.6 – Public Hearing for the Construction of 2 Self-Storage units.

Evidence was provided that legal notice was posted in the newspaper.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:02 p.m.

SIGN PERMIT

Joy Baker – Taco Joy – 18958 US Route 11 – Tax Map #91.05-67.4 – Sign Permit

Joy Baker appeared after receiving a letter from Town of Watertown Code Enforcement that the signage at 18958 US Route 11 was constructed without Planning Board approval.

Mrs. Baker presented sign plans using her computer to the Board. She reviewed the dimensions of her free-standing sign & sign on top of the building. Mrs. Baker stated that she replaced the face of the previous free-standing sign and replaced the statue on top of the building with a new sign. Discussion followed.

Mrs. Baker needs to submit a sign permit and zoning application, hard copies of signage showing the color and dimensions for both signs. She also needs to show on the plans a decorative base at the bottom of the free-standing sign and proposed solar lighting as discussed.

The Board also discuss the mailing address for Taco Joy. Mrs. Baker stated that technically she has two addresses. The mailbox is at 18938 Watertown Center Loop but she uses 18958 US Route 11.

Mrs. Baker will speak with the US Post Office to see if she can use 18958 US Route 11 and eliminate 18938 Watertown Center Loop.

Mrs. Baker must submit the required paperwork prior to Planning Board approval.

SITE PLAN

Grindstone Group, LLC, – NYS Route 12F – Tax Map #73.19-1-5.6 – Site Plan for the Construction of 2 Self Storage Units.

Scott Weston, Plans by Design, on behalf of Grindstone Group, LLC submitted updated plans for the construction a 25′ x 100′ climate-controlled self-storage building and 40′ x 100′ self-storage building on Tax Map #73.19-1-5.6 as requested at the January meeting. Discussion followed.

Motion 10-25: Motion by Mrs. Desormo, seconded by Mr. Smith to grant conditional approval to Grindstone Group, LLC, NYS 12F, Tax Map #73.19-1-5.6 for the construction of a 25′ x 100′ climate-controlled self-storage building and 40′ x 100′ self-storage building as shown on Page C100 & C200 prepared by Plans by Design, with an original date of 6/29/22 and revision date of 1/23/25. This conditional approval will be granted as long as there are no significant issues to address upon receipt of the comments from the Jefferson County Department of Planning.

LOT LINE ADJUSTMENT

James Waller/David Burnash – 22727 Swan Road – Tax Map #91.13-1-5.1 & 22894 Swan Road – Tax Map #91.13-1-6 – Lot Line Adjustment.

James Waller and David Burnash submitted proposed plans for a lot line adjustment at 22727 Swan Road, Tax Map #91.13-1-5.1 & and 22894 Swan Road, Tax Map #91.13-1-6. Discussion followed.

The Board stated that they could not proceed with approval until the Mr. Waller resolves the open zoning violation.

Motion 11-25: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a Special Meeting of the Town of Watertown Planning Board for Monday, February 10, 2025 at 3:00 p.m. to address James Waller/David Burnash lot line adjustment if information is provided that Mr. Waller’s zoning violation has been satisfied with the Town and any other business that may need addressing.

Ayes All: Motion Carried.

Motion 12-25: Motion by Mrs. Desormo, seconded by Mr. MacAdam to reschedule the March meeting of the Town of Watertown Planning Board for Monday, March 10, 2025 at 3:00 p.m.

Ayes All: Motion Carried.

Motion 13-25: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 3:30 p.m.

Ayes All: Motion Carried.
