Mr. Vaas called the regular February meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 13-21: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the January 19, 2021 meeting as written and distributed.
Ayes All: Motion Carried.
PUBLIC HEARING – SITE PLAN
Grindstone Group – NYS Route 12F – Tax Map #73-20-1-7.2 – Construction of a 120′ x 40′ Storage Unit
Legal notice was posted in the newspaper.
The public hearing was opened at 3:03 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.
BJA Watertown Real Estate, LLC – 18712 US Route 11 – (Bob Johnson Chrysler, Dodge, Ram & Jeep) – Tax Map #91.09-1-2. Remove two (2) buildings and replace with a new 28,000 square foot Chrysler Building.

SIGN PERMIT
Hertz Corporation – 18230 US Route 11 – Tax Map #90.12-1-25.1 – Sign Permit.
Mr. Fishel (via Zoom) reviewed proposed signage for Hertz Corporation at 18230 US Route 11. The proposed sign will be an aluminum sign 3′ 4″ x 10′ with internal lighting. Discussion followed.
Motion 14-21: Motion by Mr. MacAdam, seconded by Mrs. Desormo to approve signage for Hertz Corporation, 18230 US Route 11, Tax Map #90.12-1-25.5 as shown on plans prepared by Pattison Sign Group, Project #CF4-35754, dated 12/10/20, Page 2. This is for a 3′ 4″ x 10′ sign on the front left side of the building, conditional upon receipt of the completed application with fees.

Grindstone Group – NYS Route 12F – Tax Map #73.20-1-7.2 – Construction fo a 120′ x 40′ Storage Unit – Site Plan.
Comments from the Jefferson County Department of Planning dated 1/21/21 were entered into record (Attachment #1).
Scott Weston, on behalf of Grindstone Group, reviewed the proposed plans to construct a 120′ x 40′ storage unit at NYS Route 12F, Tax Map #73.20-1-7.2. This proposed project meets all zoning requirements for setbacks. Discussion followed.
Motion 15-21: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval to Grindstone Group, NYS Route 12F, Tax Map #73.20-1-7.2 for the construction of a 120′ x 40′ storage unit as shown on plans prepared by Plans By Design, Sheet C100 and C200 dated 12/26/19 with revision dates of 12/22/20 and 2/3/20, and the cover sheet showing the elevations and a color rendering dated 2/1/20.

Comment from the Jefferson County Department of Planning dated 1/27/21 were entered into record (Attachment #2).
Neil Zinsmeyer, Project Manager, on behalf of BJA Watertown Real Estate, reviewed updated plans for the construction of a 28,000 square foot dealership located at 18712 US Route 11. The only change is that the Department of Transportation will only allow one driveway on the parcel. Discussion followed.
A demolition permit is required from the Town as well as the County.
The Project Manager was asked to check with the Town of Watertown Highway Superintendent regarding the utility plan for water and sewer.
Motion 16-21: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval to Bob Johnson Chrysler, Dodge, Ram & Jeep, 18712 US Route 11 – Tax Map #91.09-1-2 as shown on plans drawn by Napierala Consulting, Project #20-1942, dated 2/23/20, with a final revision date of 2/1/21, Sheet C2, C4, C5, C6 & C-7. Also C3 with a final revision date of 12/22/20 showing the driveway revision and four (4) pages drawn by Domain showing elevations, dated 2/1/21.

Motion 17-21: Motion by Mrs. Desormo, seconded by Mr. MacAdam to schedule a workshop meeting with the Tug Hill Commission to discuss zoning updates and revisions for Monday, March 1, 2021 following the regular Planning Board meeting.
Motion 18-21: Motion by Mr. MacAdam, seconded by Mr. Vaas to adjourn the
meeting at 3:31 p.m.
