Members Absent:

Supervisor Bartlett opened the meeting at 7:00 pm and called for the roll of members present. All members were present.

MOTION #98-2016
Supervisor Bartlett moved to accept the minutes for November 3, 2016 meeting, Councilman Rich seconded.

Supervisor Bartlett opened the floor to the public. Mrs. Desormo, Clerk & Catherine Rich, Town Historian asked the board for advice concerning the Historical Society and schoolhouse. The society no longer is an active group and there is no one to care for the schoolhouse. Supervisor Bartlett will check with the town attorney about dissolving a nonprofit organization, and the possibility of the Town taking back the schoolhouse and the property. Mrs. Rich will check with the Jefferson County Historical Society to see if they would be interested in any of the items in the schoolhouse. No one else wished to speak the floor was closed.
Supervisor Bartlett asked for the Town Clerk’s correspondence.
• Red Robin, 21220 Pioneer Plaza Drive – Notice of intent to file for a New York State Liquor License.
• Texas Roadhouse, 20790 NYS Rte 3 – Notice of renewal of their New York State Liquor License.
• Gander Mountain, 21182 Salmon Run Mall – Notice from the New York State Department of Labor that they can legally store explosives at that location.
Supervisor Bartlett accepted the Town Clerks Report.
MOTION #99-2016
Supervisor Bartlett moved to schedule a Special Year End Meeting December 28th, 2016 at 3:00 pm for the purpose of closing out the books for fiscal year 2016, and any other business that comes before the Board. Motion seconded by Councilman McAtee.

Supervisor’s correspondence:
• Copies of the checks of restitution from John Maguire Jr. for legal matters. The case has now been closed.
• Notices of the county tax calculations are in. The Town tax rate will remain at zero, the County and Fire tax will be $13.16 per thousand for the year 2017. This is up 6 cents from 2016.

Supervisor Bartlett moved to pay the following abstracts as audited.

Utilities paid prior to the meeting

General Vouchers # 239 to 241 Total $ 12,013.52
Highway Vouchers # 148 to 148 Total $ 16,354.04
Spec. Dist. Vchrs. # 99 to 99 Total $ 5,890.89

Vouchers approved for monthly meeting

General Vouchers # 242 to 259 Total $ 15,967.44
Highway Vouchers # 149 to 168 Total $ 32,559.48
Spec. Dist. Vchrs. # 100 to 108 Total $ 115,988.11

Councilman Desormo seconded the motion.

Supervisor Bartlett asked if there was any new or old business to discuss:
Highway Superintendant Rohr advised the board of problems with water meters no longer working properly. Some of the meters are only 4-5 years old and have already stopped working. The problem comes with the cost involved in replacing them. The Town Code reads the property owner is responsible for the cost of replacing them. Supervisor Bartlett asked Mr. Rohr to check into the cost of replacing the reader head on them instead of replacing the entire meter. The handheld meter reader is also getting old and starting to have problems. After a cost is determined the Board will decide how to proceed forward with this issue.
Mr. Rohr also informed the Board he in need of one maybe two more employees. After reviewing applications, he presented to the Board with an applicant he feels would be an asset to his department. The Board reviewed the application and resume for Matt Eaves and determined that because of his work experience he should start as an MEO-3. Supervisor Bartlett will draw up the necessary paperwork for the December 28, 2016 meeting. Mr. Eaves will start January 1, 2017. There will be a need for one more employee if Brian Wilcox does not return to work.

Councilman Prosser moved to adjourn the meeting at 7:50 pm, Supervisor Bartlett seconded.
