Supervisor Bartlett opened the meeting with a roll call of members present at 3:00 pm.

The floor was opened for public comments; no one wished to speak, the floor was closed.

MOTION #130-2021

WHEREAS, it is necessary to amend the 2021 fiscal year budget to reconcile budget accounts for year-end;

THEREFORE, BE IT RESOLVED, the Supervisor is authorized to amend the 2021 budget to reflect and correct postings to various budget appropriation accounts at year end as follows:

General Fund

Increase General Fund Balance to $97,119.00

Increase Interfund Transfer to Highway from General Fund from $68,500.00 to $101,734.00
an increase of $32,234.00.

A motion to adopt the foregoing Resolution was made by Supervisor Bartlett, seconded by Councilman Desormo.

MOTION #131-2021

WHEREAS, the Teamsters Local 687 known as the bargaining unit representing the Town Public Works Employees has negotiated a new contract with the Town of Watertown for the period January 1, 2022 through December 31, 2024 to include terms of employment, wages, holiday, sick leave and other stipulations defined in the attached as Exhibit A (Attachment #1) the tentative agreement which includes:

Pay increase of 1.5%-2022, 2%-2023, and 2.5% in 2024
6% insurance contribution
Working Martin Luther King and President’s Day in exchange for 2 days the week of the
4th of July.

WHEREAS, as noted the terms of the contract are for the period ending December 31, 2023.

THEREFORE, BE IT RESOLVED, the Supervisor is hereby authorized to execute said final agreement when completed establishing the terms and conditions of all full-time public works employment for the Town of Watertown Public Works Employees under the terms and conditions established therein.

A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman Prosser.

Supervisor Bartlett discussed with the Board the possibility of raising the rates in Water District 3, Sewer Districts 1, 2, and 4. The town would bond for the monies to pay the deficit in these districts. The additional monies raised with the rate increase would cover the bond. This will satisfy the auditors concerning the deficit in these districts.

Councilman Prosser moved to adjourn the meeting at 3:42 pm, seconded by Supervisor Bartlett.
