Mr. Boxberger called the regular December meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 85-24: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the November 4, 2024 meeting as written and distributed.
Ayes All: Motion Carried.
SITE PLAN/SPECIAL USE PERMIT
National Grid – Upgrade Substation on the Corner of NYS Route 12F and Salmon Run Mall Road – Tax Map #82.11-1-5.3 – Site Plan
Matthew Kerwin, Barclay Damon, on behalf of Niagara Mohawk Power Corp. d/b/a National Grid, submitted updated plans for the National Grid’s rebuild of the substation on the corner of NYS Route 12F & Salmon Run Mall Road.
Mr. Kerwin stated that he needs final approval of site plan/special use permit without any conditions.
Mr. Kerwin submitted a Resolution (Attachment #1) regarding SEQR Review. Discussion followed.
Motion 86-24: Motion by Mr. Vaas, seconded by Mr. Smith to accept the attached 4 Page Resolution for National Grid, Corner of NYS Route 12F and Salmon Run Mall Road, Tax Map #82.11-1-5.3 regarding SEQR review and grant approval.
Ayes All: Motion Carried.
Motion 87-24: Motion by Mr. Boxberger, seconded by Mrs. Desormo to reaffirm Motion 83-24 from the November 4, 2024 meeting that all conditions have been met. Final site plan is granted to National Grid for the construction of a new substation on the corner of NYS Route 12F and Salmon Run Mall Road.
Ayes All: Motion Carried.

Joy Baker – Taco Joy – 18958 Route 11 – Tax Map #91.05-67.4 – Sign Permit.
No one was present. No action was taken.

LOT LINE ADJUSTMENT
Bremner/Stranc – 16442 Ives Street Road – Tax Map #100.07-2-9.2 – 16406 Ives Street Road – Tax Map #100.07-2-9.4 – 2 Lot Line Adjustments.
The Board reviewed plans for two lot line adjustments for John & Erin Bremner, 16442 Ives Street Road and Joseph & Jessica Stranc, 16406 Ives Street Road that was prepared by Storino Geomatics, PLLC. Discussion followed.
Motion 88-24: Motion by Mr. MacAdam, seconded by Mr. Boxberger to approve two lot line adjustments for the Lands of John & Erin Bremner, 16442 Ives Street Road, Tax Map #100.07-2-9.2 and Joseph & Jessica Stranc, 16406 Ives Street Road, Tax Map #100.07-2-9.4. These lot line adjustments consist of taking .72 acres from Tax Map #100.07-2-9.2 and adding it to Tax Map #100.07-2-9.4 and taking .58 acres from Tax Map #100.07-2-9.4 and adding it to Tax Map #100.07-2-9.2 as shown on a Map prepared by Storino Geomatics, PLLC, Page 1 of 1, Drawing No. V101, dated 11/5/24, File No. 2024-081, conditional upon satisfactory review of lot descriptions.
