Members Absent:

Supervisor Bartlett opened the meeting with Pledge of Allegiance followed by roll call of members present at 7:00 pm. Attorney Russell was also present.

MOTION #56-2019

Supervisor Bartlett moved to adopt the minutes from the July 11, 2019 meeting, Councilman Prosser seconded.

Ayes All

The floor was opened for public comments: No one else wished to speak; the floor was closed.

Supervisor Bartlett accepted the Town Clerk and Town Ambulance reports.

The sand bids were opened:

Bauer Concrete and Masonry Inc., 1941 US Rte 11, Mannsville NY, 13661
$6.50 a yard – Minimum 3,000 yards of screened and loaded sand.

MOTIONS/RESOLUTIONS

MOTION #57-2019

WHEREAS, the Town Council adopted a resolution dated July 11, 2019 authorizing the publication of the notice of bids for the purchase of a minimum 3,000 yards of screened and loaded sand for highway department purposes in the winter months; and

WHEREAS, the Town accepted sealed bids accompanied by a non-collusion statement for the sand purchase up until 3:00 pm Thursday, August 8, 2019; and

WHEREAS, all bids submitted for consideration and in compliance with the General Municipal Law have been reviewed by this Board; and of the bids considered responsive and responsible the Town of the Watertown Council hereby authorizes the purchase of a minimum of 3,000 yards of screened and loaded sand from Bauer Concrete & Masonry, Inc, 1941 US Rte 11, Mannsville NY, 13661 for the purchase price of $6.50 per yard.

BE IT FUTHER RESOLVED, the Town of Watertown Council hereby awards the bid to Bauer Concrete & Masonry, Inc, 1941 US Rte 11, Mannsville NY, 13661.

A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman McAtee.

MOTION #58-2019

WHEREAS, the Town of Watertown Town Council has received a request for a grant of $2,000.00 of town bed tax revenue in support of the promotion of the One World Foundations annual concert series event held each year to benefit the organization; and

WHEREAS, this annual promotion brings many visitors to the area enhancing the areas tourism economy.

WHEREAS, funds were included in the 2019 budget for said purpose.

THEREFORE BE IT RESOLVED, a grant of $2,000.00 to the One World Foundation is hereby authorized to underwrite the organizations promotional expenses associated with its annual promotion.

A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman Desormo.

MOTION #59-2019

WHEREAS, the Town of Watertown Assessors term of office expires September 30, 2019 with the new term of office commencing on October 1, 2019 and ends on September 30, 2025; and

WHEREAS, Roger Tibbetts has expressed an interest in the appointment for another term of office as Town of Watertown Assessor.

THEREFORE BE IT RESOLVED, Roger Tibbetts is herby appointed to another term of office as Town of Watertown Assessor for the term commencing October 1, 2019 ending September 30, 2025.

A motion to adopt the foregoing Resolution was made by Supervisor Bartlett, seconded by Councilman McAtee.

MOTION #60-2019

WHEREAS, it is necessary to correct the July abstract to reflect a return of a double payment for services to the Town; and

WHEREAS, the Highway Department abstract, appropriation code D-5130.4 is to be reduced on the July abstract TO REFLECT A DOUBLE PAYMENT OF $159.18.

THEREFORE BE IT RESOLVED, the Supervisor is hereby authorized to make such amendment to reflect the overpayment of $159.18 for Acct Code D-5130.4.

A motion to adopt the foregoing resolution was offered by Supervisor Bartlett, seconded by Councilman Prosser.

Supervisor Bartlett moved to pay the following abstracts as audited.

Councilman Desormo seconded the motion.

Town Board Correspondence:

Notice from the Northern Border Region Commission, Dated July 31, 2019 informing the Town has not been selected for a grant from the State Economic and Infrastructure Development program.

Correspondence from Supervisor Bartlett to the Empire State Development in support of the TI Ag Park Infrastructure Project. The proposed property is included in the existing water district. The sewer district will need to be expanded to include this property. Attorney Russell will prepare an outside user agreement to allow the connection to the sewer system for the interm period while the district boundaries are being expanded.

Correspondence from Supervisor Bartlett to the Superintendent of Public Works, City of Watertown, dated July 1, 2019. This concerns the application for a grant from the Local Government Efficiency Program through the NYS Department of State, Division of Local Government to purchase equipment that will be operated through a shared service agreement with the City.

Old/New Business

Councilman Desormo asked about the status with the cat situation on Co Rte 67. Attorney Russell advised he has sent procedure guidelines to Supervisor Bartlett that will need to be followed to pursue the violation. The Town will need a formal written complaint from the neighbor followed by an investigation and report from the Town Health Officer. The situation has created a health hazard to humans and pets in the area of rabies and diseases from the urine and feces. Supervisor Bartlett will forward the information to Town Health Officer Tom Boxberger.

MOTION #62-2019

Councilman Prosser moved to adjourn the meeting at 7:15 pm, seconded by Councilman McAtee.
