Mr. Boxberger called the regular August meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 46-24: Motion by Mr. Boxberger, seconded by Mrs. Desormo to reschedule the regular September meeting of the Town of Watertown Planning Board to Monday, August 26, 2024 at 3:00 p.m. due to the Labor Day Holiday.
Ayes All: Motion Carried.
Motion 47-24: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the July 8, 2024 meeting as written and distributed.
Ayes All: Motion Carried.
SUBDIVISION
Dale Morse – 16924 County Route 64 – Tax Map #90.18-1-13.4 – 2 Lot Subdivision
Dale Morse submitted a completed application for a 2 lot subdivision at 16924 County Route 64, Tax Map #90.18-1-13.4. The proposed plans meet all zoning requirements. Discussion followed.
Motion 48-24: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for Dale Morse for a 2 lot subdivision on property located at 16924 County Route 64 for 3:00 p.m. on Monday, August 26, 2024.
Ayes All: Motion Carried.
Mr. Morse needs to submit a signed copy of the proposed plans.
SITE PLAN
Sundance Leisure – 19281 US Route 11 – Tax Map #91.05-1-7.3-701 – 16′ x 25′ Covered Display Area – Site Plan
Scott Weston, Plan by Design, on behalf of Sundance Leisure, submitted proposed site plans for the construction of a 46′ x 25′ covered area for displays in front of the entrance to the store at 19281 US Route 11, Tax Map #91.05-1-7.3-701. The structure will not be enclosed. Discussion followed.
Motion 49-24: Motion by Mrs. Desormo, seconded by Mr. Boxberger to waive site plan review for Sundance Leisure, 19281 US Route 11, Tax Map #91.05-1-7.3-701 for a 46′ x 25′ covered display area as this covered display area is over an existing foundation which meets all setback requirements and the size is insignificant to the overall size of the existing building.
Ayes All: Motion Carried.
Mr. Weston will submit a 11″ x 17″ plan for the file and will need a zoning permit.

Next Step Floral Shop – David & Kate Millard – 19177 US Route 11 – Tax Map #91.05-1-5 – Addition to the Existing Building – Site Plan
David Millard submitted proposed plans for a 24′ x 34′ addition to the existing floral shop located at 19177 US Route 11, Tax Map #91.05-1-5. This addition is for storage only. There will be no public access.
Mr. Millard submitted a letter from the adjacent property owner, U-Haul, stating that they have no issues with this proposed project not meeting setback requirements. Discussion followed.
Motion 50-24: Motion by Mrs. Desormo, seconded by Mr. Boxberger to deny the application submitted by Next Step Floral Shop, 19177 US Route 11, Tax Map #91.05-1-5 for a 24′ x 34′ addition as it does not meet rear & side setback requirements.
Ayes All: Motion Carried.
It is the consensus of the Planning Board that they do not have any issues with the proposed plans other than it does not meet rear and side setback requirements.
Mr. Millard was referred to the Town of Watertown Zoning Board of Appeals meeting for a variance. The ZBA Meeting is this evening at 7:00 p.m.
Mr. Millard was also advised that if a variance is granted, he will reappear before the Planning Board for site plans review and will need to submit a detailed site plan showing dimension of both the existing building and proposed addition, along with elevations, color of the addition, and any new lighting that may be added.
Motion 51-24: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a workshop meeting with the Tug Hill Commission on Monday, September 16, 2024 at 2:00 p.m. to review zoning codes.
Motion 52-24: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting of the Town of Watertown Planning Board for Monday, September 16, 2024 at 3:00 p.m.
SIGN PERMIT
Cala Morgia – 18814 US Route 11 – Tax Map #91.09-1-5 – Dog Kennel Business – Sign Permit.
Mrs. Desormo present proposed signage submitted for CJ’s Acres, LLC via email by Cala Morgia for a Dog Kennel Business. Discussion followed.
The Board took no action as a completed application has not been filed.
Sam’s Club – 21341 County Route 202 – Tax Map #82.11-1-36.222 – Re-Brand Signage
Mrs. Desormo present proposed signage for Sam’s Club which was submitted via email.
The Board was having a hard time understanding the proposed signage submitted due to the size of the paperwork. Mrs. Desormo contacted Mark Sherman, Letters Signs & Specialities, by telephone conference, to clarify proposed plans with Board members.
A detailed colored schematic in a larger size needs to be submitted for the pylon sign and all proposed signage on the building. Discussion followed.

Motion 53-24: Motion by Mr. Boxberger, seconded by Mr. Vaas to grant conditional approval for Sam’s Club, 21341 County Route 202, Tax Map #82.11-1-36.222 for modifications to existing signage, contingent upon the Mark Sherman, Letters Signs & Specialities, providing data to the Town Planning Board consistent with discussions held via the telephone conversation which would include details on the schematics and coloration of all proposed signage.
Ayes All: Motion Carried.
A zoning permit will be needed.
Motion 54-24: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:50 p.m.
