Mr. Boxberger called the regular August meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 76-22: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the July 6, 2022 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 77-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to reschedule the September meeting of the Town of Watertown Planning Board to Wednesday, September 7, 2022 at 3:00 p.m.
Ayes All: Motion Carried.
PUBLIC HEARING – SITE PLAN
Jerry Vecchio – NYS Route 202 – Lot #1 – Part of Tax Map #73.19-1-5.1 – Construction of an 8,400 Square Foot Gym/Hair Salon
Legal notice was posted in the newspaper.
The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:02 p.m.
Grindstone Group, LLC/U-Store of Watertown – Matt Turcott – NYS Route 12F – Lot #2 (Owned by Jerry Vecchio) – Part of Tax Map #73.19-1-5.1 – Construction of Two 40′ x 200′ Storage Units
Legal notice was posted in the newspaper.
The public hearing was opened at 3:03 p.m.
$ Ed Valentine spoke in favor of this proposed project. Mr. Valentine asked that the natural buffer remain in place as he owns the adjacent property.
The public hearing was closed at 3:05 p.m.
SITE PLAN
Jerry Vecchio – NYS Route 202 – Lot #1 – Part of Tax Map #73.19-1-5.1 – Construction of an 8,400 Square Foot Gym/Hair Salon – Site Plan.
The Jefferson County Department of Planning comments from 7/27/22 were entered into record (Attachment #1).
A representative from Tectonics NorthEast, Inc. and Jerry Vecchio were both present. Updated plans were submitted.
The Board discussed a pedestrian walkway and decided that it would not be required.

Mr. Vecchio will submit signage at a later date. Discussion followed.
Mr. Vecchio still needs to submit the following:
$ A letter from the Jefferson County Department of Transportation regarding the highway cut.
$ A color rendering with elevation of the proposed building
$ Updated plans stating that the natural vegetation will be maintained as a 40′ buffer on the property line by the existing houses on NYS Route 12F.
Motion 78-22: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval to TNLCM, LLC for an 8,400 square foot multi-tenant building located on County Route 202, Part of Tax Map #73.19-1-5.1, Lot #1 for Star Spangled Crossfit as shown on plans prepared by Olmstead Consulting/Tectonics NorthEast, Inc., Pages C101, C102, C103, C104, all dated 6/28/22 and a revision date of 7/8/22, C502, dated 6/28/22 & A201, dated 7/28/21 and a revision date of 7/8/22, conditional upon minor revisions to the plans indicating that a minimum 40′ natural buffer will be maintained on the south side, receipt of a color rendering for Board approval, and copy of Jefferson County Department of Transportation approval for the highway cut.

Scott Weston, on behalf of U-Store Watertown, presented updated plans. The board stated that U-Store Watertown needs to cite a crusher run trail along the property line of NYS Route 12F on the plans. Discussion followed.
Written confirmation from the NYS Department of Transportation regarding the highway cut needs to be submitted.
Motion 79-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval to Grindstone Group, LLC/U-Store of Watertown for property located on Lot #2, part of Tax Map #73.19-1-5.1 for the construction of two (2) 40′ x 200′ storage units as shown on plans drawn by Plans by Design, Sheet C-100 & C-200 both dated 6/29/22 with a revision date of 7/28/22, conditional upon written confirmation from the NYS Department of Transportation regarding the highway cut approval, updated plans showing the walking trail and location of dark sky compliant lighting on the building, and that applicant needs to submit proposed signage when available showing all setback for Board approval.

Kim Perrigo – 19177 US Route 11 – Tax Map #91.05-1-5 – Hair Salon/Day Spa – Site Plan/Sign Permit.
Kim Perrigo spoke with the Board regarding property she recently purchased at 19177 US Route 11. She wishes to open a Hair Salon/Day Spa. This will be a change of use. The only change to the building will be at the rear of the building where she wishes to replace a garage door with a regular door. The use meets zoning requirements. Proposed signage is not complete at this time. Discussion followed.
Motion 80-22: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for a Hair Salon/Day Spa at 19177 US Roue 11, Tax Map #91.05-1-5 as there will be no structural or visual changes to the building and it meet zoning requirements.
Ayes All: Motion Carried.
Ms. Perrigo needs a zoning permit for change of use and must come back to the Board for sign approval once it is finalized.
The Board also suggested that she check with the County Building Codes regarding replacement of the garage door at the rear of the building.
Northern Auto Sales – 24371 NYS Route 12 – Tax Map #83.19-1-17 – 50′ Addition – Site Plan
Chip Irey, approached the Board with preliminary plans for a 50′ addition to Northern Auto Sales on NYS Route 12. Discussion followed.
Mr. Irey needs to check with the NYS Department of Transportation regarding their right-of-way setback and add 40′ for the town’s setback requirement.
Mr. Irey also needs to submit an application and drawing of the proposed addition meeting all setback requirements.
Burrville Power Equipment – 25371 NYS Route 12 – Tax Map #91.11-1-44 – 5,000 Square Foot Addition to Existing Buildings – Site Plan.
Scott Weston submitted a completed application and plans for a 5,000 square foot addition to Burrville Power Equipment at 25371 NYS Route 12. The addition will be the same color as the existing building. Discussion followed.
Property owners across the road need to be added to the plans.
Motion 81-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Wednesday, September 7, 2022 at 3:00 p.m. for Burrville Power Equipment, 25371 NYS Route 12 for the construction of a 5,000 square foot addition.

Mike Lundy – Lot #10 & Lot #11 – Jefferson County Industrial Park – Tax Map #73.20-1-2.17 – Site Plan.
Mike Lundy submitted two completed application and proposed plans for two mirror- image buildings on Lot #10 & Lot #11 in the Jefferson County Industrial Park.
One building will be the new Lawman Corporation Facility on Lot #10. This will be primarily for manufacturing with offices.
The second building will be for a separate manufacturing business on Lot #11.
JCIDA is aware of these proposed projects and Mr. Lundy will be meeting with the JCIDA again for park approval.
The SWPPP will be updated. These two projects will be under 5 acres and have a shared driveway.
The Board also discussed a walking trail across the front of the property. Mr. Lundy suggested that this should be discussed with the JCIDA for all properties in the Park. Discussion followed.
Motion 82-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Wednesday, September 7, 2022 at 3:00 p.m. for Mike Lundy, Lot #10, Jefferson County Industrial Park, Tax Map #73.20-1-2.17 for the construction of a 30,000 square foot manufacturing facility.

Motion 83-22: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a public hearing on Wednesday, September 7, 2022 at 3:00 p.m. for Mike Lundy, Lot #11, Jefferson County Industrial Park, Tax Map #73.20-1-2.17 for the construction of a 30,000 square foot manufacturing facility.
Ayes All: Motion Carried.
These proposed projects will be referred to the Jefferson County Department of Planning for their review.
L2, LLC – T.I. Ag. Park – Mike Lundy – Lot #6 – Tax Map #82.00-1-1.7 – Site Plan
Mike Lundy and Rayma Khan were present and submitted a completed application and 5 sets of plans for a 12,000 square foot multi-tenant retail building on Lot #6 in the T.I. Ag Park. This building will be a rebuild from a dismantled building from Clinton Street in Watertown. Discussion followed.
Motion 84-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing on Wednesday, September 7, 2022 at 3:00 p.m. for L2, LLC, Lot #6 in the T.I. Ag Park, Tax Map #82.00-1-1.7 for the construction of a 12,000 square foot multi-tenant retail building.

Mike Lundy – Preliminary Discussion for New Medical Center at Washington Summit – Sketch Plan
Mike Lundy reviewed preliminary plans to construct a new 24,000 square foot building in Washington Summit for the VA.
Mr. Lundy needs to work out details with the City of Watertown and the Town of Watertown before final plans can be submitted. Discussion followed.
Mr. Lundy will submit proposed plans when they have finalized their plans.
Livingston Moving & Storage – 21207 NYS Route 12F – Tax Map #73.20-1-7.1 – Discussion to Install Truck Scales.
The Board reviewed plans for Livingston Moving & Storage to install truck scales at 21207 NYS Route 12F. This project received a side setback variance from the Town of Watertown Zoning Board of Appeal on July 11, 2022 to install the new scales at 5 feet off the lot line, 30′ is the zoning requirement.
Motion 85-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to waive site plan review for Livingston Moving & Storage, 21207 NYS Route 12F, Tax Map #73.20-1-7.1 as this does not involve any above ground structure and went through the public hearing process with the Town of Watertown Zoning Board of Appeals with no objections by the public on 7/11/22.

SIGN PERMIT
Farley Law Firm – 18874 US Route 11 – Tax Map #91.09-1-8.21 – Sign Permit.
The Board reviewed the sign application for two signs for Farley Law Firm, 18874 US Route 11. Discussion followed.
Motion 86-22: Motion by Mr. Boxberger, seconded by Mr. Smith to grant sign approval for Farley Law Firm, for two signs at 18874 US Route 11, Tax Map #91.09-1-8.2 as shown on plans dated 8/1/22.
Ayes All: Motion Carried.
A zoning permit will be required.
Splash Car Wash – 20965 NYS Route 3 – Tax Map #82.11-1-51 – Sign Permit.
No one was present.
SeaComm Credit Union – 20565 NYS Route 3 – Sign Permit.
The Board reviewed the sign application for SeaComm Credit Union, 20965 NYS Route 3. Discussion followed.
Motion 87-22: Motion by Mr. Boxberger, seconded by Mr. Smith to grant sign approval for SeaComm Credit Union, 20965 NYS Route 3 for 1 sign on the building as shown on plans dated 8/1/22.

Christian Life Center – 25785 NYS Route 126 – Tax Map #83.20-1-6.1 – Sign Permit.
The Board reviewed the sign application for Christian Life Center, 25785 NYS Route 126. Discussion followed.
Motion 88-22: Motion by Mrs. Desormo, seconded by Mr. Smith to approve the digital sign for Christian Life Center, 25785 NYS Route 126, Tax Map #83.20-1-6.1 as shown on plans prepared by Signs & Designs, dated 7/25/22. This digital sign will contain a solid message only, no scrolling or moving messages are allowed, conditional upon submission of updated plans showing vegetative plantings at the base of the sign.
