Supervisor Bartlett opened the meeting with the Pledge of Allegiance followed by a roll call of the members present at 7:00 pm. Attorney Russell was also present.
MOTION #35-2021
Supervisor Bartlett moved to adopt the minutes from the March 11, 2021 Regular Meeting, Councilman McAtee seconded.

Supervisor Bartlett introduced Michael Altieri, Bernier, Carr & Assoc. Mr. Altieri presented the
Board with the map, plan, and report for the extensions of Water District #1 and Sewer District
#2 to the TI Ag Park on NYS Rte. 3. The Water District #1 report includes badly needed
upgrades to the laterals on NYS Rte. 12F. He reviewed and explained the reports. Funding and
grant monies were discussed.
The floor was opened for general comments.
Mike Crestani inquired of the Board of the possibility of extending water down the remainder of County Rte. 60 (Floral Drive). He presented a petition of residents who want municipal water for this area. Other residents from that area attended the meeting and voiced their support of this request. There is bad quality and quantity of ground water in this area.
Attorney Russell advised the process involved with extending and creating a new water district.
Supervisor Bartlett asked the Board’s opinion regarding this request. The Board agreed to have Mr. Altieri from Bernier, Carr & Associates prepare a map, plan, and report for the possible extension of Water District #1 to include the remainder of County Rte. 60 to NYS Rte. 12F.
No one else wished to speak; the floor was closed.
Supervisor Bartlett accepted the Town Clerk Report.
Supervisor Bartlett will contact the Town of Watertown Ambulance for their reports, it has been some time since the town has received one from them. They are contractually obligated to keep the town informed.
Supervisor Bartlett included in the Town Board correspondence.

• Code Offices report March 2021 and annual permits issues for year 2020.
• Short EAF form for the extension of Water District #1 and Sewer District #2.
• A letter from Ms. Brady, Hadcock Road requesting the town not to extend water to the Hadcock Road area.
MOTIONS/RESOLUTIONS
MOTION #36-2021
WHEREAS, the Volunteer Transportation Center provides transportation for town residents who are unable to use private transportation to doctor appointments and other necessary needs; and
WHEREAS, the Town Council authorized an appropriation of funds to support the organization by underwriting costs to provide this service for town residents; and
WHEREAS, the organization has requested a grant in the amount of $1,500.00 for the year 2021.
THEREFORE, BE IT RESOLVED, the Supervisor is hereby authorized to issue a grant of $1,500.00 in support of the organization for the fiscal year 2021.
A motion to adopt the forgoing resolution was offered by Supervisor Bartlett, seconded by Councilman McAtee.

MOTION #37-2021
WHEREAS, public works employee Jason Farrington has reached his employment anniversary date and is entitled to a wage grade increase from MEO-3 to MEO-2.
THEREFORE, BE IT RESOLVED, Jason Farrington is hereby promoted from wage grade MEO-3 to MEO-2 at the new hourly rate of $22.75 per hour.
A motion to adopt the forgoing resolution was offered by Supervisor Bartlett, seconded by Councilman McAtee.

MOTION #38-2021
WHEREAS, the Town of Watertown, hereinafter referred to as the “Town”, is proposing to further extend Sewer District No. 2 to provide sewer services to the TI Ag Park along NYS Route 3 including installation of sanitary force main, sanitary pump station along with general improvements to Sewer District No. 2 appurtenances associated with the new connection; and
WHEREAS, the Town is also proposing to increase the cost of the improvements to Water District No. 1 as extended by replacing existing force mains which require the Town Board to take certain actions (the “Project”)
WHEREAS, the Town Board of the Town of Watertown must evaluate all proposed actions submitted for the Project and consider any impacts it may have on the environment in light of the State Environmental Quality Review Act and the regulations promulgated thereunder (SEQR); and
WHEREAS, the involved agencies for the Project include New York State Department of Environmental Conservation, New York State Department of Health, Office of Parks, Recreation and Historic Preservation and New York State Department of Transportation; and
WHEREAS, the Town Board of the Town of Watertown desires to serve and act as the lead agency for the purposes of SEQR; and
WHEREAS, Part 1 of a Full Environmental Assessment Form dated April 8, 2021 has been prepared by the Town’s engineer and a copy has been filed with the Town Clerk.
NOW, THEREFORE, BE IT RESOLVED by the Town Board of the Town of Watertown that:
1. The foregoing recitations are incorporated herein and made a part hereof as if fully set forth hereafter.
2. The Project is classified as a Type 1 action for the purposes of SEQR requiring a coordinated review.
3. The Town Board hereby declares lead agency status for the purposes of the SEQR review for the Project.
4. The Town’s attorney is hereby directed to forward Part 1 of the EAF to the other involved agencies together with notice that this Board desires to serve as lead agency and seek the consent thereto.
5. This resolution shall take effect immediately.

MOTION #39-2021
WHEREAS, the Town of Watertown Water District No. 1 was extended by Final Order of this Board adopted following permissive referendum at a meeting on November 5, 2020; and
WHEREAS, in establishing the extension of Town of Watertown Water District No. 1 this Board determined the maximum amount proposed to be expended for the improvements to service the extended District to be $1,265,000, and the annual cost to the typical property and typical one or two family home within the District to be $522; and
WHEREAS, this Board has now determined that the maximum amount to be expended for the District improvements must be increased, and the annual cost to the typical property and one and two family home must be increased; and
WHEREAS, this Board has commissioned Bernier, Carr & Associates to prepare a revised report for the extension of Town of Watertown Water District No. 1; and
WHEREAS, the revised report prepared by Bernier, Carr & Associates, is dated April 2021, and has been filed with the Town Clerk for the Town of Watertown.
NOW, on motion duly made and seconded it is:
FOUND, ORDERED, AND DETERMINED that the revised report prepared by Bernier, Carr & Associates, is dated April 2021, has been filed with the Town Clerk as required by law, and is available thereat for public inspection, and it is
FOUND, ORDERED, AND DETERMINED that the maximum amount proposed to be expended for the improvements to service the extended Town of Watertown Water District No. 1 shall be increased from $1,265,000 to $1,777,000, and it is
FOUND, ORDERED AND DETERMINED the number of EDUs proposed will be increased from 1,641 to 1,645; and it is
FOUND, ORDERED AND DETERMINED that the annual cost of the District extension to the typical property within the District shall be increased from $522 to $526, and in the annual cost of the District extension to the typical one or two family home within the District shall be increased from $522 to $526, and it is

Altieri, P.E., a New York State licensed professional engineer and dated April 2021, has been filed with the Town Clerk for the Town of Watertown, and
WHEREAS, the land encompassing the proposed extension of Sewer District No. 2 is located immediately adjacent to the existing boundaries of Sewer District No. 2; and

Old/New Business
Supervisor Bartlett inquired of Highway Superintendent Clement of the status of the purchase
new plow truck.
Superintendent Clement informed the truck should be delivered to Viking for the plow harness
November 2021.
Supervisor Bartlett updated the Board on the pursuit of the Thousand Island LDC assuming ownership of the Watertown Correctional Facility. Supervisor Bartlett discussed possibility of other uses of the property. They are waiting letters of support from local government officials.
Supervisor Bartlett updated the Board on the status of the event center. The road connection to NYS Rte 3 will be blacktopped soon. They are researching different options to obtain more parking. They are waiting letters of support from local government officials.
Councilman Prosser asked of the status of the survey into Water District #7. Supervisor Bartlett informed the income survey letters have gone out and are awaiting response. He will follow up with company preforming the study.
