Mr. Boxberger called the rescheduled regular September meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 55-24: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the August 5, 2024 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 56-24: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a Workshop Meeting of the Town of Watertown Planning Board with the Tug Hill Commission for Monday, September 16, 2024 at 2:00 p.m. to discuss zoning updates. Followed by a Special Meeting at 3:00 p.m. for other Planning Board issues.

Ayes All: Motion Carried.

PUBLIC HEARING

Dale Morse – 16924 County Route 64 – Tax Map #90.18-1-13.4 – 2 Lot Subdivision

Legal notice was posted in the newspaper and evidence was provided that adjacent property owners were notified.

Mr. Boxberger opened the public hearing at 3:03 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.

SUBDIVISION

Dale Morse – 16924 County Route 64 – Tax Map #90.18-1-13.4 – 2 Lot Subdivision

The Board reviewed proposed plans for a 2 lot subdivision at 16924 County Route 64, Tax Map #90.18-1-13.4. Discussion followed.

Motion 57-24: Motion by Mr. MacAdam, seconded by Mr. Smith the approve a 2 lot subdivision for Dale Morse, 16924 County Route 64, Tax Map #90.18-1-13.4 as shown on plans prepared by LaFave, White & McGivern, File 2024M-22, dated 7/22/24, Sheet 1 of 1. Lot A will consist of 4.60 acres and the residual lot will consist of 13.4 acres.

Ayes All: Motion Carried.

SIGN PERMIT

Cala Morgia – 18814 US Route 11 – Tax Map #91.09-1-5 – CJ’s Acres – Sign Permit.

Cala Morgia submitted proposed signage for CJ’s Acres, 18814 US Route 11, Tax Map #91.09-1-5. Discussion followed.

Motion 58-24: Motion by Mr. Smith, seconded by Mr. Vaas to approve signage for Cala Morgia – CJ’s Acres, 18814 US Route 11, Tax Map #91.09-1-5 as shown on plans dated 8/26/24.

SUBDIVISION

National Grid – 21267 NYS Route 12F & Salmon Run Mall Road – Tax Map #82.08-1-19 – New Coffeen Street Substation Project – Site Plan

Matthew Kerwin, Barclay Damon, on behalf of Niagara Mohawk Power Corp (National Grid) presented proposed plans to construct and operate a new substation and related infrastructure improvements on property located at 21267 NYS Route 12F & Salmon Run Mall Road. This proposed project with be done in phases.

This proposed project includes the construction of a new breaker and a half substation with six bays and a new control enclosure. National Grid will need to reconfigure/relocate transmission, sub-transmission, and distribution lines into the new station. The project also includes the installation of 120′ microwave tower to allow for efficient communications between National Grid’s facilities. Discussion followed.

Mr. Kerwin stated that he still has homework to complete to address concern’s of the Board.

Some of these concerns include the following:

• Submission of a completed application with fee.
• Submission of a Full EAF
• Permission from both the New York State DOT & Town of Watertown Highway Superintendent regarding highway cuts for proposed access road.
• Submission of a FAA Form.
• Addition of landscaping to the plans to block the facility along Salmon Run Mall Road.
• Dark Sky Compliant Lighting
• Submission of completed SWPPP

Mr. Kerwin asked if the Town of Watertown Planning Board would declare Lead Agency.

Mr. Vaas will work on the process to declare Lead Agency once he receives a completed EAF.

Mr. Kerwin will submit 5 hard copies of proposed plans for referral to the Jefferson County Department of Planning.

This proposed project will be added to the October Planning Board Agenda.

SIGN PERMIT

Aspen Dental – 20991 State Route 3 – Tax Map #82.11-1-53 – Sign Permit.

Mrs. Desormo presented proposed signage submitted by Aspen Dental via email. Discussion followed.

Motion 59-24: Motion by Mr. Boxberger, seconded by Mr. Vaas to approve signage & authorize Mrs. Desormo to sign the zoning permit for Aspen Dental, 20991 State Route 3, Tax Map #82.11-1-53 as shown on plans prepared by Chandler Signs, Design# 0423089A, dated 10/30/23, Sheets 1-9, conditional upon receipt of a completed application and fee.

Ayes All: Motion Carried.

Motion 60-24: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:50 p.m.
