Mr. Boxberger called the rescheduled March meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 11-24: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes from the February 5, 2024 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SPECIAL USE/SITE PLAN

AT & T – North of NYS Route 3 – Tax Map #82.11-1-5.3-601 – Addition of Antennas to Water Tower

Evidence was provided that legal notice was posted in the newspaper.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

SPECIAL USE/SITE PLAN

AT & T – North of NYS Route 3 – Tax Map #82.11-1-5.3-601 – Addition of Antennas to Water Tower.

Comments from the Jefferson County Department of Planning dated 2/29/24 were entered into record (Attachment #1).

No one from AT & T was present. No action was taken on this matter as there was no representative present to answer questions.

LOT LINE ADJUSTMENT

National Grid – 21267 NYS Route 12F – Tax Map #82.08-1-19/Salmon Run Mall – Tax Map #82.08-1-21 – Lot Line Adjustment.

Matthew Kerwin, on behalf of National Grid and Salmon Run Mall submitted a completed application for a lot line adjustment between Tax Map #82.08-1-19 & Tax Map #82.08-1-21. Discussion followed.

Motion 12-24: Motion by Mrs. Desormo, seconded by Mr. Smith to approve a lot line adjustment between National Grid, 21267 NYS Route 12F, Tax Map #82.08-1-19 and Salmon Run Mall, Tax Map #82.08-1-21. Land will be taken from Tax Map #82.08-1-21 and added to Tax Map #82.08-1-19 as shown on plans prepared by Colliers Engineering & Design, File #7.2-C3-MS, dated 1/26/24, Sheet 1 of 1, signed by Joseph Mandell, conditional upon satisfactory review of lot descriptions.

SITE PLAN

Watertown Pediatric Dentistry – 22645 Summit Drive – Tax Map #91.05-1-17.257 – Addition to the Existing Building – Site Plan

Adam Powers, DC Builders, on behalf of Watertown Pediatric Dentistry submitted a completed application and plans for a 2,150 square foot addition to the existing building at 22645 Summit Drive, Tax Map #91.05-1-17.257. The exterior of the new addition will match the existing building and meets all set back requirements. Discussion followed.

Mr. Powers will submit a vegetative plan for the new addition to include deer resistant plantings.

Motion 13-24: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a public hearing for Watertown Pediatric Dentistry, 22645 Summit Drive, Tax Map #91.05-1-17.257 on Monday, April 1, 2024 at 3:00 p.m. for site plan review of a 2,150 square foot addition to the existing building.

Ayes All: Motion Carried.

CWT – Hatchery – 20835 Alexander Drive – Tax Map #82.00-2-1.5 – Lot #8 – Submission of Updated Paperwork

Mike Lundy submitted a color rendering and building elevations as requested in September of 2023.

Mr. Lundy still needs to submit Drawing C-106

Lundy Construction, LLC – Lot #10 – Jefferson County Industrial Park – Tax Map #73.20-1-2.17 – 30,000 Square Foot Corporate Facility.

Mike Lundy appeared before the board to renew the zoning permit which expired on 3/8/24. Mr. Lundy also submitted an updated site plan as the proposed building will now be 20 feet longer that originally approved in February of 2023. Discussion followed.

Motion 14-24: Motion by Mr. Boxberger, seconded by Mr. Smith to waive the application fee but not the application for Lundy Construction, LLC – Lot #10, Jefferson County Industrial Park, Tax Map #73.20-1-2.7 as the fee was previously paid and this new application reflects a very minor change.

Motion 15-24: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing for site plan of a 32,520 square foot building for Lundy Construction, LLC, Lot #10 in the Jefferson County Industrial Park, Lot #10 on Monday, April 1, 2024 at 3:00 p.m.

Ayes All: Motion Carried.

This matter will be referred to the Jefferson County Department of Planning.

Lundy Development & Property Management, LLC – Washington Summit – 22708 Summit Drive – Lot #7 – Tax Map #91.05-1-72 – Increase Building Size – Site Plan

Lot #7 received site plan approval in July of 2013 for a 4,720 square foot building which was the reconstruction of the former AAA building. They have decided not to rebuilding that building.

Mr. Lundy submitted new plans for a 2 tenant building on Lot #7 at Washington Summit. The building will be 50′ x 100′. Discussion followed.

Signage will be addressed at a later date.

Mr. Lundy needs to submit an updated landscaping plan, color rendering, and updated site plan with acceptable ratio of handicapped parking.

Mr. Lundy reminded the Board that all new projects in Washington Summit are to include a bike lane.

Motion 16-24: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Monday, April 1, 2024 at 3:00 p.m. for Lundy Development & Property Management, LLC for site plan on Lot #7 located at 22708 Summit Drive in Washington Summit for site plan, condition upon receipt of an updated site plan to include updated landscaping, a color rendering, and acceptable ratio of handicapped parking spots.

Washington Summit Associates, LLC – Washington Summit – Tax Map #91.05-1-11.31 – Lot #15 – Site Plan

Mike Lundy submitted revised site plans for Lot #15 in Washington Summit for a large medical center.

The revised plans include a change to the entry way. The entry way was originally on the north side of the building. The only change to the site plan on the revised plans is that the entry way is now in the centered.

This property has not been subdivided yet. He has not received a zoning permit. Mr. Lundy will bring a new road design to the April meeting as requested by Supervisor Bartlett. Discussion followed.

Motion 17-24: Motion by Mrs. Desormo, seconded by Mr. Vaas to approve revised site plans for Washington Summit Associates, LLC for, Tax Map #19.05-1-11.31, Lot #15 originally approved on March 6, 2023, as shown on plans prepared by MBL Engineering, PLLC, Project #22-239 Sheet C-101, C-102, C-103, C-104, all with a final revision date of 2/2/24 & EV-1, Job No: 055-23-019, dated 2/5/2024. This revision is due to the entrance being moved from the north side of the building to the west side with no other changes to the building. The plans show Lot 15 ABC. They are all Lot #15 as the subdivision has not been approved yet.

Mr. Lundy stated that developer handling the Watertown Pediatric Dentistry project needs to submit a request to expand the building along with a copy of the proposed plans to Washington Summit for their approval due to covenants and deed restrictions at Washington Summit.

Tracy Edger – 24922 NYS Route 12 – Tax Map #91.07-1-20.1 – Proposed 2 Lot Subdivision.

No one was present.
