Mr. Boxberger called the regular April meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 28-23: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the March 6, 2023 meeting as written and distributed.

Ayes All: Motion Carried.

SITE PLAN

GMX Real Estate Group – Salmon Run Mall Out Parcel – Part of Tax Map #82.11-1-50.21 – Construction of a 30,000 Square Foot Retail Store – Site Plan

No one was present.

Aviagen – 20768 County Route 200 – Tax Map #73.20-1-2.9 – Construction of a
16′ x 23′ Addition to the Existing Building – Site Plan

Phillip Pickert and Rick Peoples, on behalf of Aviagen, submitted updated plans for a
16′ x 23′ addition to the existing building at 20768 County Route 200. This addition will be used for an employee lounge area. Discussion followed.

Updated plans needs to be submitted showing the exact side setback from the edge of the building to the property line.

Mr. Pickert needs to email Mrs. Desormo the updated plans so she can forward them to the JCIDA for their review and approval.

Motion 29-23: Motion by Mr. Boxberger, seconded by Mrs. Desormo to waive site plan review for Aviagen, 20768 County Route 200, Tax Map #73.20-1-2.9 for the proposed expansion of a 16′ x 23′ addition as it represents a very small percent of the existing building and it improves foot traffic for the business, contingent that the exterior matches the existing building, the updated plans receive a acceptable review from the Planning Board, and that no zoning permit will be issued until a favorable response is received from the JCIDA.

Ayes All: Motion Carried.

A zoning permit will be needed.

Laurie Koelmel – 19208 US Route 11 – Tax Map #91.05-1-20.1 – Landscaping Business (Former Redemption Center – Site Plan.

No one was present.

Watertown Garden Center – 17940 US Route 11 – Tax Map #90.16-1-9.22 – Construction of a 24′ x 36′ Greenhouse – Site Plan.

Justin Cheseborough, Watertown Garden Center, submitted proposed plans to construct a 24′ x 36′ greenhouse at 17940 US Route 11, Tax Map #90.16-1-9.22. Discussion followed.

Mr. Boxberger stated that the proposed plans need to be forwarded to the New York State Department of Transportation for their review.

Mrs. Desormo will email the plans to the NYS DOT for review.

Motion 30-23: Motion by Mr. Boxberger, seconded by Mr. Desormo to waive site plan review for Watertown Garden Center for the construction of a 24′ x 36′ greenhouse at 17940 US Route 11, Tax Map #90.16-1-9.22 as shown on plans presented to the Board, dated 4/3/23, as it is similar to the existing greenhouse and meets zoning requirements, conditional that a zoning permit will not be issued until Mrs. Desormo receives notification from NYS DOT that they have no issues with the new greenhouse.

A zoning permit will be needed.

SIGN PERMIT

Cedar Place Professional Building – 21015/21017 NYS Route 12F – Tax Map #73.20-1-8.1 – Sign Permit

The Board reviewed proposed signage submitted by Cedar Place Professional Building, 21015/21017 NYS Route 12F. Cedar Place will replace the existing face of the sign and will build a planter box at the base for flowers/shrubs. Discussion followed.

Motion 31-23: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve signage for Cedar Place Professional Building, 21015/21017 NYS Route 12F, Tax Map #73.20-1-8.1 as shown on plans prepared by Allied Sign Company, dated 1/3/23, conditional upon a decorative planter box being built at the base to include flowers/shrubs.

Ayes All: Motion Carried.

Mr. Boxberger announced that Joel Bartlett contacted him regarding the creation of a new district in the Town of Watertown. Mr. Bartlett will meet with the Board at the next workshop meeting with the Tug Hill Commission to go over the process of creating this new district.

Motion 32-23: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a workshop meeting with the Tug Hill Commission for Monday, May 1, 2023 at 2:00 p.m. to discuss town zoning laws.

Ayes All: Motion Carried.

Motion 33-23: Motion by Mr. MacAdam, seconded by Mr. Vaas to adjourn the meeting at 3:33 p.m.
