Supervisor Bartlett opened the meeting and advised there would be no official action taken at tonight’s meeting due to lack of quorum at 7:00 pm. The meeting will be reconvened to March 23, 2023 at 7:00 pm.
Supervisor Bartlett opened up the floor for an informational meeting:
Pat Scordo, GYMO Engineering addressed the Board. He updated the Board with a new map and information regarding the cost increase to add Hadcock Road and portions of Rutland Hollow Road and Overlook Drive. The income survey was completed and receive an overall response rate of 78%. The addition of these areas would increase the project cost from approximately 5.3 million to 8.1 million. This would be an increase of each EDU from approximately $868 year to $911 per year. At the next meeting the Board could accept Part 1 of the SEQR and involved agencies will be notified. Discussion took place regarding construction and financing possibilities.
Jonathan Adams, Rutland Hollow Rd. addressed the Board concerning expanding the proposed NE Water District across NYS Rte. 126 to the Rutland Hollow Rd. He thanked the Board for responding to his request to expand the water district. The residents in his area have very poor quality and quantity water sources.
Discussion took place regarding the Lettiere Tract area. Supervisor Bartlett and Mr. Lettiere agreed to split the cost of an appraiser to value the current water system. Supervisor Barlett discussed the possible future plans to upgrade the sewer system in that area.
Joe Meyer from Co. Rte. 60 (Floral Drive) asked about the water being extended on his road. He has been asking for 10 years and has not received a clear answer as to when or if this will happen. He has very poor-quality water. The residents in this area have also petitioned the Board to ask for a study to be done of what it would cost to expand Water District 1. They have not received any response from the Board. He is asking that their area is still be considered for municipal water connections.
Supervisor Bartlett informed the study could not be done until the completion of the existing expansion and upgrades to Water District #1. If funds are available at that time a study could be done.
Mr. Meyer inquired if the town could enforce some guidelines for snow storage on the commercial properties on NYS Rte. 3. The large snow banks limit visibility and create a hazardous situation for movement of traffic. He also inquired if the town could consider reviewing the traffic control of ingress and egresses to the business on NYS Rte. 3 near the I-81 area. There is a backup of traffic at busy times in this area.
Supervisor Bartlett said the town could address the snow issues on the commercial properties. The traffic flow issues would be a NYSDOT concern. The Town has no influence over State highway planning. The Board could pass on his concerns to the State.
