Mr. Boxberger called the rescheduled regular December meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 121-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule the 2023 regular monthly meetings of the Town of Watertown Planning Board for the first Monday of each month at 3:00 p.m.
Ayes All: Motion Carried.
Motion 122-22: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the January meeting of the Town of Watertown Planning Board to Wednesday, January 4, 2023 at 3:00 p.m. due to the New Year Holiday immediately followed by a workshop meeting with the Tug Hill Commission.
Ayes All: Motion Carried.
Motion 123-22: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting on Monday, January 9, 2023 at 3:00 p.m. for additional Planning Board projects.
Ayes All: Motion Carried.
Motion 124-22: Motion by Mr. Boxberger, seconded by Mr. Smith to accept the minutes of the November 7, 2022 meeting as written and distributed.
Ayes All: Motion Carried.
PUBLIC HEARING – SITE PLAN
Widrick Enterprise – 19107 US Route 11 – Tax Map #91.05-1-63 – Construction of Additional Storage Unites – Site Plan.
Legal notice was posted in the newspaper.
The public hearing was opened at 3:04 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.
Dicks Sporting Goods – Towne Center Drive – Tax Map #82.00-1-3.1 – Construction of a 50,000 Square Foot Building – Site Plan.
Legal notice was posted in the newspaper.
The Town of Watertown Zoning Board of Appeals granted a variance of front setback requirements on Monday, December 4, 2022.
The public hearing was opened at 3:05 p.m. No one from the public wished to speak. The public hearing was closed at 3:06 p.m.

SIGN PERMIT
XU Nails & Lashes – 21872 Towne Center Drive – Tax Map #82.00-1-3.1 – Sign Permit.
The Board reviewed proposed signage for XU Nails & Lashes. Discussion followed.
Motion 125-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant sign approval for XU Nails & Lashes, 21872 Towne Center Drive as shown on a 4 page plan prepared by Kassis Superior Signs, dated of 9/24/22.
Ayes All: Motion Carried.
SITE PLAN
Widrick Enterprise – 19107 US Route 11 – Tax Map #91.05-1-63 – Construction of Two (2) Additional Storage Units – Site Plan.
The comments from the Jefferson County Department of Planning dated 11/30/22 were entered into record (Attachment #1). Discussion followed.
Brian Overton, on behalf of Widrick Enterprise, submitted updated plans for the construction of additional storage units at 19107 US Route 11, Tax Map #91.05-1-63. Plans also include drawing of previously approved storage unit that was constructed in the wrong location.
A Building Permit is required from the County.
Motion 126-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval to Widrick Auto Sales, 19107 US Route 11, Tax Map #91.05-1-63 for two storage units 30′ x 100′ and one storage already in place as shown on plans prepared by Aubertine & Currier, Page C100, Project #2003-011-006, dated 9/10/2019.
Ayes All: Motion Carried.
A Zoning Permit is needed is required from the Town.
Dicks Sporting Goods – Towne Center Drive – Tax Map #82.00-1-3.1 – Construction of 1 50,000 Square Foot Building – Site Plan.

Matt Lessard, Bohler Engineer, on behalf of Dicks Sporting Goods, submitted revised plans as requested. Discussion followed.
Dicks Sporting Goods must contact the Town of Watertown Fire Department regarding a lock box.
Motion 127-22: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval to Dicks Sporting Goods, Towne Center Drive, Tax Map #82.00-1-3.1 as shown on Elevations dated 12/7/22, Exhibit A – Store 1545, and drawings prepared by Bohler Engineering, Plan C-301 & C-701, both with revision dates of 10/20/22, Plan C-201, C-401, C-501, C-601, all dated 9/30/22, Project #NYB220076, conditional upon submission of an updated crosswalk plan and acceptable dark-sky lighting plan.

Before a zoning permit will be issued, a complete set of all revised plans needs to be submitted.
SUBDIVISION
Gurney McCabe – 20958 NYS Route 232 – Tax Map #90.19-1-11 – 2 Lot Subdivision
The Planning Board and Gurney McCabe have come to a mutual agreement to table a final decision on subdivision for property located at 20958 NYS Route 232, Tax Map #90.19-1-11 while the applicant is waiting on NYS DOT approval for a highway cut.
Motion 128-22: Motion by Mr. Boxberger, seconded by Mr. Smith to table final decision on subdivision for Gurney McCabe, 20958 NYS Route 232, Tax Map #90.19-1-11.

National Grid – Tax Map #73.20-1-15 – Removal and Replacement of Existing Gas Main Suspension Bridge over Black River (Between Town of Watertown & Town of Pamelia – Site Plan.
National Grid has asked for an extension of the waiver of the site plan approval from March 7, 2022. Discussion followed.
It is the consensus of the Board that no further action needs to be taken based on
Motion 25-22 of the March 7, 2022 minutes as waivers do not expire.
Washington Summit Associates, Inc. – AAA Building Relocation to Lot #7 – 22708 Summit Drive – Tax Map #91.05-1-72 – Site Plan
Mr. Lundy contacted Mrs. Desormo stating that the Zoning Permit on the project has expired. Mr. Lundy would like an extension. Discussion followed.
The Board did not take any action on the extension of the site plan. The six month deadline of site plan has expired.
Motion 129-22: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for Washington Summit Associates, Inc. – AAA Building Relocation to Lot #7 – 22708 Summit Drive – Tax Map #91.05-1-72 for Wednesday, January 4, 2022 at 3:00 p.m.
Ayes All: Motion Carried.
Motion 130-22: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:45 p.m.
