Mrs. Desormo called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 25-20: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes from the March 2, 2020 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Washington Summit – Dismantle Existing AAA Building at 19472 US Route 11 and Re-assemble the Building in Lot #7 at 22708 Summit Drive in Washington Summit.

Legal notice was posted in the newspaper.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.

LOT LINE ADJUSTMENT

Drainman Jet-O-Rooter, Inc. – 17086/17096 US Route 11 – Tax Map #90.20-1-18 – 17158/17180 US Route 11 – Tax Map #90.20-1-21 – Lot Line Adjustment.

Thomas Storino, Storino Geomatics, on behalf of Drainman Jet-O-Rooter, presented proposed plans for a lot line adjustment. All lots meet zoning requirements. No additional lots are being created. Discussion followed.

The abstract is in the process of being updated. Mr. Storino will prepare the final plat to include notes when the abstract is completed.

Motion 26-20: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve a lot line adjustment for Drainman Jet-O-Rooter, Inc. for property located at 17086/17096 US Route 11 – Tax Map #90.20-1-18 and 17158/17180 US Route 11 – Tax Map #90.20-1-21. Under the lot line adjustment, Tax Map #90.20-1-18 will now be .8 acres and Tax Map #90.20-1-21 will be 13.8 acres, as shown on plans completed by Storino Geomatics, dated 4/30/20, File #2020-019, File – B101, conditional upon submission of the updated abstract with a new date and satisfactory review of lot descriptions.

SUBDIVISION

Lee Castor – 25534/25568 Ridge Road – Tax Map #83.11-1-23 – 2 Lot Subdivision.

Lee Castor submitted preliminary plans for a two lot subdivision at 25534/25568 Ridge Road, Tax Map #83.11-1-23 for financing purposes. A new survey is being prepared now. Discussion followed.

Motion 27-20: Motion by Mrs. Desormo, seconded by Mr. Smith to scheduled a public hearing for a 2 lot subdivision for Lee Castor, 25534/25568 Ridge Road for Monday June 1, 2020 at 3:00 p.m., conditional upon submission of the updated survey map at least one week prior to the meeting.

Ayes All: Motion Carried.

SITE PLAN

Washington Summit – Dismantle Existing AAA Building at 19472 US Route 11 and Re-Assemble the Building in Lot #7 at 22708 Summit Drive at Washington Summit. Site Plan

Mr. Lundy is still working on a prospective tenant for this building. The color rendering of the elevations and lighting plans have not been completed. The building will fit in with existing buildings in Washington Summit. Mr. Lundy will come back when final plans are completed.

Board members asked Mr. Lundy if sidewalks will ever be addressed in Washington Summit. Mr. Lundy stated that the County did not like the last plans that were submitted so nothing has been done. There are plans for a future connection road from the Old KMart to Washington Summit. Mr. Lundy will address sidewalks with those plans.

SUBDIVISION

Lundy Development & Property Management – Jefferson County Industrial Park – Lot #2 – Tax Map #73.20-1-26 – 2 Lot Subdivision.

Mr. Lundy submitted proposed plans for a 2 Lot Subdivision on Lot #2 in the Jefferson County Industrial Park, Tax Map #73.20-1-26. He also submitted Site Plans for the proposed Lot #2B of this subdivision. Completed applications and SEQR’s were also submitted.

The proposed Lot #2A will be the Penski building that is currently on the lot. The proposed Lot #2B will become a new 8,000 square foot warehouse and fabrication facility for Lundy Construction. Some of the site work on the proposed Lot #2B has been completed as this was originally going to be the lot for the First Student Bus Garage. An updated drawing showing elevations and the lighting plan needs to be submitted as well as an amended SWPPP. Discussion followed.

Motion 28-20: Motion by Mrs. Desormo, seconded by Mr. Smith to scheduled a public hearing for a 2 Lot Subdivision for Lundy Development & Property Management – Tax Map #73.20-1-26, Lot #2 in the Jefferson County Industrial Park for Monday, June 1, 2020 at 3:00 p.m.

Motion 29-20: Motion by Mrs. Desormo, seconded by Mr. MacAdam to schedule a public hearing for Site Plan for a 8,000 square foot building for Lundy Development & Property Management – Tax Map #73.20-1-26, on the proposed Lot #2B in the Jefferson County Industrial Park for Monday, June 1, 2020 at 3:00 p.m., conditional upon receipt of an elevation drawing and lighting plan for submission by May 13, 2020 to the Jefferson County Department of Planning for review.

Lundy Development & Property Management – Jefferson County Industrial Park – Tax Map #73.20-1-2.17 – Lot #10

Mr. Lundy submitted a completed application, SEQR, and proposed plans for a 16,000 square foot warehouse and distribution facility on Lot #10 in the Jefferson County Industrial Park. These are revised plans from a project originally present in 2014. Discussion followed.

Mr. Lundy needs to submit an elevation drawing, landscaping, lighting plan. A new SWPPP meeting the new criteria also needs to be submitted. Additionally, all adjacent property owners need to be cited on the map.

Motion 30-20: Motion by Mrs. Desormo, seconded by Mr. Boxberger to scheduled a public hearing for site plan of a 16,000 square foot building for Lundy Development & Property Management, in the Jefferson County Industrial Park, Tax Map #73.20-1-2.17, Lot #10 for Monday, June 1, 2020 at 3:00 p.m., conditional upon receipt of an elevation drawing, landscaping, and lighting plan by May 13, 2020 for submission to the Jefferson County Department of Planning for review.

T I AG PARK, LLC – 19970 NYS Route 3 – Tax Map #82.00-2-1 – Lot #8 – Construction of a 19,520 square foot Warehouse and Processing Facility – Site Plan.

Mr. Lundy presented preliminary site plans for a 19,520 square foot warehouse and processing facility at 19970 NYS Route 3 – Tax Map #82.00-2-1 – Lot #8. This proposed project will be completed in 2 Phases. Currently, Mr. Lundy has a prospective tenant interested in an 8,000 square foot warehouse. Discussion followed.

Mr. Lundy will bring an updated site plan for an 8,000 square foot warehouse under Phase 1 of this proposed project to the June 1, 2020 meeting.

Mr. Lundy was asked to meet with the Town Highway Superintendent prior to the next meeting regarding the proposed road in the TI AG Park.

The Board also discussed having a sidewalk plan in the TI AG Park included with all projects.

Motion 31-20: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:15 p.m.
