Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 01-20: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes from the December 2, 2019 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 02-20: Motion by Mr. Smith, seconded by Mr. Vaas to appoint Tom Boxberger and Pam Desormo as Co-Chairs of the Town of Watertown Planning Board for the 2020 year.
Ayes All: Motion Carried.
Motion 03-20: Motion by Mrs. Desormo, seconded by Mr. Smith that all Town of Watertown Planning Board meetings will be held the first Monday of each month at 3:00 p.m.
Ayes All: Motion Carried.
SIGN PERMIT
Lamar Advertising – Tax Map #90.07-1-29.1-301 – Digital Sign off I-81 Northbound.
Amy Brown, Regional Estate Manager, Lamar Advertising Company, presented proposed plans to convert an existing billboard on I-81 Northbound to a digital billboard. The proposed sign meets all zoning requirements. Discussion followed.
Motion 04-20: Motion by Mr. Desormo, seconded by Mr. Boxberger to approve a digital sign for Lamar Advertising Company located on Tax Map #90.07-1-29.1-301 as shown on a Location Map drawn by LaFave, White & McGivern, L.S., P.C., Sheet 1 of 1, dated 1/31/06, with a final revision date of 02/26/19, File #2019L-01, along with a packet showing details of the sign including a map labeled Proposed South Facing Sign Conversion to Digital Display. The existing base will be utilized and the size of the sign will be 10’6″ x 36″.

A letter from the Department of Transportation with written approval must be submitted prior to a zoning permit being issued.

SITE PLAN
Grindstone Group, LLC – NYS Route 12F – Tax Map #73.20-1-7.2 – Construction of a 120′ x 40′ & 120′ x 30′ Storage Building.
Scott Weston, on behalf of Grindstone Group, submitted a completed application and proposed plans for the construction of two storage building on NYS Route 12F, Tax Map #73.20-1-7.2. Discussion followed.
Motion 05-20: Motion by Mrs. Desormo, seconded by Mr. Boxberger to scheduled a public hearing for Monday, February 3, 2020 at 3:00 p.m. for Grindstone Group, LLC for the construction of a 120′ x 40′ and 120′ x 30′ storage building located on NYS Route 12F, Tax Map #73.20-1-7.2.
Ayes All: Motion Carried.
DISCUSSION
! Ed Valentine attended the Planning Board meeting and wanted to know if he was given the same version of the Updated Comprehensive Plan that will be presented to the Town Board. Mrs. Desormo stated that he did, however, he did not receive copies of the maps. He can obtain the maps from the Town Clerk’s Office. Mr. Valentine also plans on attending the special meeting today with the Tug Hill Commission.
! Brian Gorman attended the Planning Board meeting hoping to hear if there are any further updates regarding a Proposed Solar Project in the Town of Watertown & Town of Hounsfield by Boralex.
This proposed project falls under the Article 10 Process of the NYS Public Service Law. There will be no review of this the proposed project by the Town of Watertown Planning Board.
The Town Board will be responsible of appointing a non-voting representative to a review board. This representative will represent the Town of Watertown.
The Boralex representatives have asked to be allowed to speak before the Watertown Town Board. Mr. Gorman was encourage to attend the meeting on Thursday, January 9, 2020 at 7:00 p.m.
Motion 06-20: Motion by Mr. Smith, seconded by Mr. Boxberger to adjourn the meeting at 3:45 p.m.
