Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 87-19: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes from September 10, 2019 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 88-19: Motion by Mr. Boxberger, seconded by Mrs. Desormo to schedule a special meeting with the Tug Hill Commission for Monday, November 4, 2019 at 4:00 p.m. to discuss zoning amendments.
Ayes All: Motion Carried.
PUBLIC HEARING – SITE PLAN
James Widrick, LLC – 19079 US Route 11 – Tax Map #91.05-1-63 – Addition of two
30′ x 100′ storage buildings.
Evidence that notice was posted in the newspaper was provided.
The public hearing was opened at 3:04 p.m. No one from the public wished to speak. The public hearing was closed at 3:04 p.m.
SIGN PERMIT
CANI Spine Center/William Jesmore – 21101 NYS Route 12F – Tax Map #73.20-1-3.1 – Sign Permit.
Brandon Rule, Inkwell Graphics, submitted proposed plans for a 3′ x 5′ sign 6 feet tall for CANI Spine Center, 21101 NYS Route 12F. This proposed sign will replace the previously existing sign. Discussion followed.
Motion 89-19: Motion by Mr. Boxberger, seconded by Mr. Smith to grant sign plan approval for CANI Spine Center, 21101 NYS Route 12F as shown on plans signed by Brandon Rule, Inkwell Graphics, dated 10/7/19, conditional that ornamental bed be maintained, the steel work is refinished, and the application fee is submitted.
Ayes All: Motion Carried.
A Zoning Permit will be needed.

James Widrick, LLC – 19107 US Route 11 – Tax Map #91.05-1-63 – Addition of two
30′ x 100′ storage buildings.
Mr. Boxberger entered into record the review from the Jefferson County Department of Planning dated 9/26/19 (Attachment #1).
Don Clark, on behalf of James Widrick, LLC, presented updated plans and elevations as requested at the September meeting for the addition of two 30′ x 100′ storage building at 19107 US Route 11. Discussion followed.
Motion 90-19: Motion by Mr. Desormo, seconded by Mr. Boxberger to grant site plan approval for Widrick Auto Sales for property located at 19107 US Route 11, Tax Map #91.05-1-63 for the addition of two 30′ x 100′ storage buildings as shown on plans drawn by Aubertine & Currier, signed by Annette M. Mason, Project #2003-011.055, Pages C100 & S100, both with an issue date of 9/10/19 and permit date of 10/1/19.
Ayes All: Motion Carried.
Zoning and Jefferson County Building permits will be required.
Dry Hill Management – 18160 Alpine Ridge Road – Tax Map #91.00-1-25.1 – Construction of a pump house.
Tim McAtee presented proposed plans for a 14′ x 20′ replacement pump house. This pump house will be built on a concrete slab which housed a pump house damaged by fire. Discussion followed.
Motion 91-19: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for Dry Hill Management Corporation for the construction of a 14′ x 20′ pump house as it is a replacement building for one damage by fire, it will be located on the same location, is smaller than the original building, and is very remote with no visual from any property line.
Ayes All: Motion Carried.
A Zoning Permit will be needed.
UPS – 21171 NYS Route 12F – Tax Map #73.20-1-5 – Temporary storage unit.
Frances Ngumbi, a representative from UPS, presented proposed plans to located a temporary storage unit 8 ½’ x 55′ at 21171 NYS Route 12F. This unit will be used during the peak delivery season. It will be attached an overhead door of the existing building and, if approved, will be used immediately through February 1, 2020. Discussion followed.
Motion 92-19: Motion by Mr. Boxberger, seconded by Mr. Vaas to waive site plan review for UPS, 21171 NYS Route 12F, for the use of a temporary 8 ½’ x 55′ storage unit that will be removed by February 1, 2020 as it is a very small percentage of the total square footage of the UPS facility. The Board requests that UPS makes all efforts possible to place the temporary storage where it will maintain a 30′ lot line separation.

SUBDIVISION
James Biccum – County Route 67 – Tax Map #91.00-1-21.1 – Preliminary discussion for a 2 lot subdivision.
Mrs. Desormo presented proposed plans for a 2 lot subdivision for property located on County Route 67, Tax Map #91.00-1-21.1 that where submitted to her office by James Biccum.
A letter from the Jefferson County Office of Superintendent of Highways, signed by Andrew Makuch, was also submitted stating that a request for a driveway permit for a subdivision of this land has been denied for traffic and public safety reasons due to insufficient sight distance for the posted speed limit and due to the accident history in that immediate area.
Furthermore, the letter states that an existing farm roadway (easement) can be used as the only access point to the subdivided property as it provides enough sight distance in both directions.
The Board is not comfortable granting a subdivision when a driveway permit has been denied even though the property has enough road frontage. They do not know what the conditions of the farm roadway (easement) are and feel that legal direction from the Town’s Attorney is needed. Discussion followed.
Mrs. Desormo will ask for a copy of the deed (easement) agreement from the landowner and forward a copy of the agreement, copy of the letter from the County Highway Superintendent, and copy of the proposed 2 lot subdivision request to the Town Attorney for his legal opinion.
Motion 93-19: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:55 p.m.
