Mr. Boxberger called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 79-19: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting of the Town of Watertown Planning Board for 4:00 pm October 7, 2019 with the Tug Hill Commission to discuss zoning amendments.
Ayes All: Motion Carried.
Motion 80-19: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes from the August 12, 2019 meeting as corrected.
Ayes All: Motion Carried.
Motion 81-19: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes from the August 21, 2019 meeting as written and distributed.
Ayes All: Motion Carried.
Mr. Boxberger announced that a Local Government Conference is scheduled for Tuesday, October 14, 2019 at SUNY Potsdam if anyone is interested in attending.
SITE PLAN
James Widrick, LLC – 19079 US Route 11 – Tax Map #91.05-1-63 – Addition of two
30′ x 100′ storage buildings.
Don Clark, on behalf of James Widrick, LLC, presented proposed plans for the addition of two 30′ x 100′ storage building at 19079 US Route 11. Discussion followed.
Mr. Clark needs to submit the following:
! An updated plat showing the new driveway, designation of new gravel lots, and showing the entire parcel with all adjacent property owners and setbacks.
! A completed application and SEQR along with a statement that the new storage buildings will match the existing building.
This matter will be referred to the Jefferson County Department of Planning for their review.
Motion 82-19: Motion by Mr. Boxberger, seconded by Mr. MacAdam to scheduled a public hearing for James Widrick, LLC, 19079 US Route 11, Tax Map #91.05-1-63 for the additional of two 30′ x 100′ storage building for Monday, October 7, 2019 at 3:00 p.m., conditional upon submission of a completed application and SEQR by September 11, 2019.

SUBDIVISION
T.I. Ag Park, LLC – NYS Route 3 – Tax Map #82.00-2-1 – Revision of a previously approved 7 lot subdivision to a 9 lot subdivision.
Mr. Boxberger entered the comments from the Jefferson County Department of Planning dated August 29, 2019 into record (Attachment #1). These comments are for the Site Plan review for Eagle Beverage on Lot #7. However, this review makes a comment about the creation of Lot #8 not meeting frontage requirements. Mr. Boxberger stated that this issue has been addressed with the creation of a private drive.
Pat Scordo submitted updated plans with legal lots showing access and utility easements within the 9 lot subdivision. Discussion followed.
The SWPPP for road has not been completed yet. Discussion followed.
The Board stated that the subdivision will not be signed until the SWPPP has been submitted and approved.
Motion 83-19: Motion by Mr. Boxberger, seconded by Mr. Smith that approval be granted for a 9 lot subdivision for T.I. Ag Park, LLC, NYS Route 3, Tax Map #82.00-2-1 as shown on plans titled Subdivision Plat of A Portion of the Lands of T.I. Ag Park, LLC prepared by GYMO for Lundy Development & Property Management, of Thousand Island Agricultural Business Park, LLC, Project #2017-134E.06, dated 6/28/19, an Issued Date of 9/9/19, and revision dates of 7/11/19, 8/5/19 & 8/819, consisting of Drawing #S101-A showing Lot #1 being 1.493 acres, Lot #2 being 2.136 acres, Lot #3 being 3.339 acres, Lot #4 being 2.107 acres, Lot #5 being 8.000 acres, Lot #6 being 2.501 acres, Lot#7 being 3.597 acres, Lot #8 being 5.314 acres and the residual lot being 80 +/- acres, conditional upon receipt and approval of the SWPPP and satisfactory review of the lot descriptions.

Mr. Scordo asked for clarification of submission of the SWPPP. Discussion followed.
Mr. Scordo will submit the SWPPP to Mr. Vaas and he will notify Mrs. Desormo when it is approved so she can sign the subdivision.
SITE PLAN
TI Ag Park, LLC – NYS Route 3 – Tax Map #82.00-2-1 – Eagle Beverage – 6,300 square foot building – Revision to previously approved site plan to move Eagle Beverage to a newly created Lot #7.
Mr. Scordo submitted elevations of Eagle Beverage as requested by the board. These elevations show enhancements of landscaping to all four sides of the proposed building. Discussion followed.
Mr. Scordo needs to submit a color rendering of the proposed eagle beverage building.
The board would also like a color rendering of the proposed Cazenovia Equipment Building previously approved on July 8, 2019 when it is available.
Mr. Scordo stated that Eagle Beverage and Cazenovia will have their own SWPPP. He is asking for conditional site plan approval for Eagle Beverage. Discussion followed.

Mr. Boxberger once again address comments from the Jefferson County Department of Planning dated 8/29/19 (Attachment #1) regarding an access easement to Lot #7 and pedestrian connections required under Neighborhood Commercial Zoning. These issues have been address under the subdivision process.
Motion 84-19: Motion by Mr. Boxberger, seconded by Mrs. Desormo that for the purpose of Town records of the aforementioned subdivision, the following document be included for that subdivision. Drawing G100, Labeled Preliminary Master Plan for TI Ag Park, LLC, Project #2017-134E-06 prepared by GYMO, dated 5/8/18 and an issue date of 9/10/19.

Motion 85-19: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for T.I. Ag Park, LLC for Eagle Beverage, Lot #7 as shown on Project 2017-134E.05, dated 5/6/19, with revisions dates of 7/15/19, 8/7/19, 8/14/19 & 9/10/19 as shown on Drawing C101, SK-2, dated 9/6/19, C102, 5/6/19, and revision dates of 7/15/19 & 8/7/19, PH101, dated 5/06/19, and Issue date of 5/31/19, and revision dates of 7/15/19 & 8/7/19, conditional upon completion and approval of the SWPPP, finalization and filing of the subdivision plat, and construction of the access to meet all requirement for Jefferson County including emergency vehicle access and submission of a final elevation and color rendered drawings.

Mrs. Desormo reminded everyone that a mandatory sexual harassment training course for all Town employee’s (full, part time, elected and appointed) needs to be completed by October 9, 2019. The Town has scheduled two sessions. September 17, 2019 from 6:30 pm to 7:15 pm and October 1, 2019 from 2:00 pm to 2:45 pm. Please let her know which one you will attend.
Motion 86-19: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 4:10 p.m.
