Mrs. Desormo called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 50-17: Motion by Mrs. Desormo, seconded by Mr. Smith to reschedule the regular September meeting of the Town of Watertown Planning Board to Monday, September 11, 2017 at 7:00 p.m.
Ayes All: Motion Carried.
Motion 51-17: Motion by Mr. Vaas, seconded by Mr. Smith to accept the minutes of the July 10, 2017 meeting as written and distributed.
Ayes All: Motion Carried.
PUBLIC HEARING – SUBDIVISION
Estate of Mary Escudero – 21233 Gillette Road – Tax Map #90.00-3-27.1 – 2 Lot Subdivision.
Legal notice was published in the newspaper and proof was provided that adjacent property owners were notified.
The public hearing was opened at 7:03 p.m. No one from the public wished to speak. The public hearing was closed at 7:03 p.m.
SUBDIVISION
Mark Brown – East Gotham Road – Tax Map #91.08-1-5.1 – 2 Lot Subdivision.
Patsy Storino and Adam Brown, on behalf of Mark Brown, submitted preliminary plans for a 2 lot subdivision on East Gotham Road, Tax Map #91.08-1-5.1. Discussion followed.
A completed application including the fee, SEQRA, and letter of authorization needs to be submitted. An inset showing the entire lot and adjacent property owners need to be cited on the plans. A driveway cut has been approved by the Town Highway Superintendent.
Motion 52-17: Motion by Mrs. Desormo, seconded by Mr. Smith to scheduled a public hearing for a 2 lot subdivision for Mark Brown, East Gotham Road, Tax Map #91.08-1-5.1 for Monday, September 11, 2017 at 7:00 p.m.
Ayes All: Motion Carried.
Sunoco Retail, LLC & Zircon Development, LLC – 21603 NYS Route 12F – Tax Map #82.08-1-18 – 2 Lot Subdivision.
Rob Busler, on behalf of Sunoco Retail, LLC & Zircon Development, LLC, submitted plans for a 2 lot subdivision at 21603 NYS Route 12F, Tax Map #82.08-1-18 that was previously approved by the board on May 17, 2016 but was never filed.

At the time the 2 lot subdivision was originally approved, the property was owned by Zircon Development (Nice N Easy). Sunoco Retail, LLC & Zircon Development, LLC are now resubmitting the request for a 2 lot subdivision. The only change that has taken place is that the building that was on the access easement owned by Toped Management has been removed. Discussion followed.
A letter dated 7/25/17 from the NYS Department of Transportation regarding highway access for this property was entered in record (Attachment #1).
The board needs a written authorization agreement from Toped Management regarding the easement as the original approval is over 1 year old.
Motion 53 17: Motion by Mr. Vaas, seconded by Mr. Smith to waive a public hearing for the 2 lot subdivision for Sunoco Retail, LLC & Zircon Development, LLC for property located at 21603 NYS Route 12F, Tax Map #82.08-1-18 as one was previously held on April 4, 2016. At that time, there were no public comments, there have been no changes to the plans, and neighboring property owners are the same.

Motion 54-17: Motion by Mr. Vaas, seconded by Mr. Smith to grant a 2 lot subdivision to Sunoco Retail, LLC & Zircon Development, LLC, 21603 NYS Route 12F, Tax Map #82.08-1-18 as shown on plans prepared by LaFave, White & McGivern dated 5/9/16, with a revision date of 7/14/17, File #2017Z-02, Sheet 1 of 1. Lot #1 will consist of 1.54 acres, Lot #2 will consist of 1.66 acres, conditional upon submission of a signed authorization agreement from Toped Management that the easement is still valid, satisfactory review of lot descriptions, and the access easement agreement.

The board reviewed the proposed plans for a 2 lot subdivision at 21233 Gillette Road, Tax Map #90.00-6-27.1. Discussion followed.
Motion 55-17: Motion by Mrs. Desormo, seconded by Mr. Vaas to grant a 2 lot subdivision for the Escudero Estate, 21233 Gillette Road, Tax Map #90.00-6-27, to remove a 8.44 acre parcel out of 122.92 acres, leaving the residual parcel 114.48 acres as show on plans prepared by Michael W. Battista, with a survey date of 7/10- 17/17, Project #17—140. Lot #1 will consist of 8.44 acres. Lot #2 will consist of 114.2 acres, conditional upon satisfactory review of lot descriptions.

Motion 56-17: Motion by Mrs. Desormo, seconded by Mr. MacAdam to adjourn the meeting at 7:46 p.m.
