Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 81-16: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the November 7, 2016 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 82-16: Motion by Mr. Boxberger, seconded by Mr. MacAdam to reschedule the January meeting of the Town of Watertown Planning Board to Tuesday, January 3, 2017 at 7:00 p.m.
Ayes All: Motion Carried.
PUBLIC HEARING – SUBDIVISION
Jennifer Gaus – Corner of Swan Road and County Route 67 – Tax Map #91.00-1-21.2 – 2 Lot Subdivision.
Legal notice was published in the newspaper and evidence that adjacent property owners were notified was provided.
The public hearing was opened at 7:02 p.m. No one from the public wished to speak. The public hearing was closed at 7:02 p.m.
Ed Donato – 18973 Watertown Center Loop – Tax Map #91.05-1-66 – 2 Lot Subdivision.
This public hearing is cancelled and will be rescheduled at a later date.
PUBLIC HEARING – SITE PLAN
Homestead Homes – Gary Reibert – 18326 US Route 11 – Tax Map #90.12-1-23.2 – Site plan for a 14′ x 26′ Gift Shop and 16′ x 28′ Pavilion.
Legal notice was published in the newspaper.
The public hearing was opened at 7:03 p.m. No one from the public wished to speak. The public hearing was closed at 7:04 p.m.

Tom Storino submitted revised lot descriptions and an updated map as requested. Discussion followed.

Motion 83-16: Motion by Mr. MacAdam, seconded by Mr. Boxberger to approve a 2 lot subdivision for Jennifer Gaus as shown on plans prepared by Storino Geomatics, dated 10/9/16, File #16-043-WAT, Drawing #V101, Sheet 1 of 1. This is a 5 acre parcel, Tax Map #91.00-1-21.2. The remaining land will consist of 82.934 acres, conditional upon satisfactory review of lot descriptions.

Robert Busler on behalf of Robert O. Pyke – Tax Map #90.07-1-29.1 – 2 Lot Subdivision. Property spans both sides of I81. They are seeking approval to subdivide into 2 lots, with 1 lot on each side of I81.
Robert Busler appeared on behalf of Robert Pyke and submitted updated information as requested at the November 2016 meeting. Lot #1 will remain undeveloped and forever wild and a access easement. This covenant has been incorporated into the deed. Lot #2 has an access easement which is also incorporated into the deed. Discussion followed.
Motion 84-16: Motion by Mr. Boxberger, seconded by Mr. Smith that upon review of the subdivision plat for Robert O. Pyke for a 2 lot subdivision of Tax Map #90.07-1-29.1, with an initial area of 52.77 acres creating Lot #1 of 27.11 acres and Lot #2 of 25.66 acres, the requirement for a public hearing be waived as the lots are pre-existing as they are separated by federal property on I81. Both lots at this time, even though they share the same tax parcel ID number, are in fact separated and with proposed deed restrictions as shown, the concerns of the Planning Board are met concerning limiting development and access on the parcels because of the limited access.

Motion 85-16: Motion by Mrs. Desormo, seconded by Mr. Boxberger, to approve a 2 lot subdivision for Robert R. Pyke, Tax Map #90.07-1-29.1 as shown on plans prepared by LaFave, White & McGivern, dated 1/31/06, with the latest revision date of 2/12/16, File #2016P-20, Sheet 1 of 1. Lot #1 will consist of 27.11 acres and Lot #2 will consist of 35.66 acres. The proposed restriction covenant requires that Lot #1 will remain forever wild in its natural state and undeveloped, this is conditional upon satisfactory review of lot descriptions and submission of the $100 application fee.

Robert Stanton – 25054/25050 County Route 12 – Tax Map #91.11-1-4 – 2 Lot Subdivision.
No one was present.
SITE PLAN
SunEdison – Solar Project on Teddy Sutton’s Property – 24805 County Route 67 – Tax Map #91.00-1-10.2 – Site Plan.
Timothy Ahrens, Director of Solar Development SunEdison and Drew Lent, Project Manager, Tetra Tech presented an update of plans previously submitted on November 2, 2015 for a proposed solar project on Teddy Sutton’s property located at 24805 County Route 67, Tax Map #91.00-1-10.2. Discussion followed.

SunEdison plans to submit a completed application including a Long Form SEQRA and detailed description of side buffers on the property lines. They will also contact the Jefferson County Highway Department regarding using the existing driveway to access the parcel. Their hope is to have a public hearing scheduled for the February 2017 meeting.
SunEdison also has to contact the Town Assessor and the Town Board regarding any tax break they may be requesting.
Homestead Homes – Gary Reibert – 18326 US Route 11 – Tax Map #90.12-1-23.2 – Site Plan for a 14′ x 26′ Gift Shop and 16′ x 28′ Pavilion. (An area variance of 20′ off the New York State right-of-way was granted 8/3/16 for the 16′ x 28′ Pavilion by the Town of Watertown Zoning Board of Appeals).
The Jefferson County Department of Planning review of this proposed project, dated 11/30/16 was enter as an attachment for the record (Attachment #1).
The board reviewed the updated plans. Discussion followed.
Motion 86-16: Motion by Mrs. Vaas, seconded by Mr. Smith to grant site plan approval for Gary Reibert/Homestead Homes, 18326 US Route 11, Tax Map #90.12-1-23.2 for a 14′ x 26′ Gift Shop and 16′ x 28′ Pavilion which includes a variance granted by the Town of Watertown Zoning Board of Appeals on 8/3/16 for the setback of the proposed Pavilion, as shown on plans dated 11/17/16 consisting of Page A & Pages 1-7.
Ayes All: Motion Carried.
This proposed project will need a Town Zoning and County Building Permits.
Mike Lundy- Washington Summit Lot 4B – Pediatric Associates of Watertown.
Mrs. Desormo was notified by the Town Assessor that the Amended Site Plan previously approved on January 4, 2016 for Lot 4B in Washington Summit and what was actually built are different. Discussion followed.
The board needs Mr. Lundy to appear or submit a written narrative of all changes that were made from the previously approved amended site plan from January 4, 2016 for Pediatric Associates of Watertown on Lot 4B in Washington Summit so they can review the change in square footage and decided how to proceed with this change.
Motion 87-16: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 8:12 p.m.
