Mr. Boxberger called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 62-16: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes of the August 1, 2016 meeting as written and distributed.
Ayes All: Motion Carried.
SIGN PERMIT
Sherry Ayen – Nationwide Insurance Company – 21101 NYS Route 12F – Tax Map #90.20-1-8 – Sign Permit.
Ms. Ayen will submit proposed signage at the October meeting.
LOT LINE ADJUSTMENT
Barker Living Trust to LaClair – 16406/444 – US Route 11 – Tax Map #’s 100.08-1-3.1/100.08-1-3.4 – Lot Line Adjustment.
Rob Busler, on behalf of Barker/LaClair, presented proposed plans for a lot line adjustment at 16406/444 US Route 11 – Tax Map #’s 100.08-1-3.1/100.08-1-3.4. Discussion followed.
There needs to be a 30′ setback from the building to meet setback requirements. Mr. Busler will come back with updated plans and lot descriptions at the next meeting.
SUBDIVISION
Calvin & Marshall Rudd – 15679 County Route 64 – Tax Map #100.3-1-25.1 – 2 Lot Subdivision.
Calvin Rudd presented proposed plans for a 2 lot subdivision at 15679 County Route 64 – Tax Map #100.03-1-25.1. Discussion followed.
Motion 63-16: Motion by Mrs. Desormo, seconded by Mr. Boxberger to schedule a public hearing on September 26, 2017 at 7:00 p.m. for Calvin Rudd, 15679 County Route 64 for a 2 lot subdivision.
Ayes All: Motion Carried.
SITE PLAN
Mahoney Auto Mall – 18841 US Route 11 – Tax Map #91.05-1-68 – Site Plan
Greg Pyland, General Manager of Mahoney Used Car Auto Sales, 18841 US Route 11, Tax Map #91.05-1-68 presented updated plans showing placement of inventory parking (maximum of 40 cars), customer and employee parking, a picture of ingress and egress, and placement of all proposed signage.

Mr. Pyland stated that the Watertown City Engineering Department would not provide a letter regarding the oil water separator for the garage. They told him that he must follow the requirements set forth by the Town of Watertown Zoning Officer. Mr. Pyland also stated he was not sure how to dress up the island and it is too close to the road but he will provide decorative planters next to the building. Discussion followed.
The Board would like, at the very least, a split-rail fence on the island. They want to make sure that there is absolutely no parking of any cars in the island.
Motion 64-16: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for Mahoney Auto Sales, 18841 US Route 11, Tax Map #91.05-1-68 because there will be no changes to the building in terms of reconstruction or modifications to the exterior, there will be no changes to the site and the property use is consistent with zoning and use in that area and with the Town’s Comprehensive Plan. The site plan is shown on 3 pages signed by Greg Pyland, dated 8/29/16, conditional that there will be no vehicle parking that encroaches the State right-of-way on US Route 11 and that a decorative fence or barrier be installed on the island in front of the building to prohibit and restrict parking in that area and that decorative planters be provided at the front of the building.

KDM Alliance, LLC – Howell Drive – Tax Map #91.02-1-2.4 – Amendment of Site Plan to allow a 2,000 square foot addition.
Rick Gefell submitted a completed application and updated plans for a 2,000 square foot addition to KDM Alliance, LLC, Howell Drive, Tax Map #91.05-1-2.4. Discussion followed.
Motion 65-16: Motion by Mrs. Desormo, seconded by Mr. Vaas to amend the original site plan from 6/10/14 as the addition is a small percentage of the original site plan and results in an improvement in parking and traffic in better compliance with the ADA regulations. The amendment includes adding 2,000 square feet to the building located on Howell Drive, Tax Map #91.05-1-2.4 as shown on plans C101, Project #1999-131E.05, dated 8/24/16, with an issue date of 8/29/16. All parking and setbacks meet zoning requirements.

Charlie Caprara – 19138 US Route 11 – Tax Map #91.05-1-61.1 – Site plan for the former Carolyn Pontiac Building.
Mike Lasell, MBL Engineering, on behalf of Charlie Caprara, spoke with the Board about the process to obtain a grant to restore the former Carolyn Pontiac Building located at 19138 US Route 11.
Mr. Caprara is looking for a Restore New York Grant to put money into the building. To obtain the grant, a resolution from the municipality is required. Mr. Lasell was referred to the Board to explain the process. Basically, the resolution needs to state that there are no issues with zoning requirements and that it is okay to put money into the restoration of the building. There will be no changes to the parking lot or building. The exact use is not known but will probably be used for office/retail space. The grant money would cover new siding, windows, doors, and a roof. A percentage of the cost would come from the grant money with Mr. Caprara paying the difference. The deadline for the

grant is October 3, 2016 and the resolution needs to be including with the application by that date. The Town Board previously provided a letter of support but now the resolution is needed. Discussion followed.
The Planning Board agreed to provide their input with a letter to the Town Board stating that there are no current zoning issues.
Aviagen Watertown Hatchery – 20768 County Route 200 – Site plan to construct an addition to the former Morris Northstar Hatchery, LLC.
Representatives from Aviagen Watertown Hatchery presented proposed plans for a 1,000 square foot additional to the Hatchery located at 20768 County Route 200.
Mrs. Desormo stated that the Town was just notified of a problem with the original site plan. The Town issued a Zoning Permit but apparently a Certificate of Occupancy was never issued by the County due to the business being deemed an agriculture operation. Discussion followed.
The Board would like the Zoning Officer to compare the original site plan from 8/6/07 with the building as it exist today. If it is in compliance with the original site plan, the Planning Board will amend the site plan.
Motion 66-16: Motion by Mr. Boxberger, seconded by Mr. Smith to amend the original approved site plan from 8/6/07 for Morris Northstar Hatchery, 20768 County Route 200, contingent upon conformance with all aspects of the original site plan approved on 8/6/07 including outside lighting, vegetative plantings and other items identified by the Town’s Zoning Officer. The new site plan will be under Aviagen Watertown Hatchery at the same address. The new plans are shown on Project #2006-117.003, dated 10/13/16, Sheet C5100. These modifications represent a very small increase to the existing structure, involve minimal changes to the property itself, and include adequate parking, and indicates conformance with ADA requirements.

Greg Steiner – Burrville Cider Mill – 18176 County Route 156 – Tax Map #91.12-1-14 – Site plan for changes made to the existing building.
Greg Steiner was asked by the Town’s Zoning Officer to appear before the Board regarding an addition he made to his building without permits. Mr. Steiner stated that he has enclosed the outside porch. Mr. Steiner will also be meeting with the County on August 30th regarding this addition. Discussion followed.
It is the consensus of the Board that no structural changes have been made and site plan review is not needed, therefore, the Board will take no action on this matter.
Motion 67-16: Motion by Mr. Smith, seconded by Mr. Boxberger to adjourn the meeting at 8:15 p.m.
