Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 56-16: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes of the July 11, 2016 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 57-16: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the regular September meeting of the Town of Watertown Planning Board from September 5, 2016 to August 29, 2016 at 7:00 p.m. due to Labor Day.

Ayes All: Motion Carried.

PUBLIC HEARING

Roma Miller – 22219 County Route 60 (Floral Drive) – Tax Map #82.07-1-1.5 – 2 Lot Subdivision.

Legal notice was published in the newspaper and evidence that adjacent property owners were notified was provided.

The public hearing was opened at 7:05 p.m. No one from the public wished to speak. The public hearing was closed at 7:06 p.m.

SIGN PERMIT

Sunoco – 21306 NYS Route 12F – Tax Map #82.08-1-18 & 19221 US Route 11 – Tax Map #91.05-1-6. Sign Permit (To replace Nice N Easy with Sunoco).

A representative from Sunoco submitted a completed application and proposed plans to replace existing signage at 21306 NYS Route 12F & 19221 US Route 11 from Nice N Easy to Sunoco. Discussion Followed.

Motion 58-16: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve the replaced signage for the Sunoco Station located at 21306 NYS Route 12F, formally known as Nice N Easy, as depicted on Pages 1-4, dated 7/1/16 designed by Pro Signs, ACT ID 005072 7 QN 2315, replacement of price signs as shown
on Project #34388-3, dated 6/16/16, and Pages 1 of 3, dated 2/27/15, Project #PTRL10215.

Motion 59-16: Motion by Mrs. Desomo, seconded by Mr. Boxberger to approve the replaced signage for the Sunoco Station located at 19221 US Route 11, formally known as Nice N Easy, as shown on Pages 1-3, dated 6/30/16 designed by Pro Signs, ACT ID 005070 & QN 2309, replacement of price signs as shown on Project

Nickelback Redemption Center – 19208 US Route 11 – Sign Permit

Lori Gamel approached the board with proposed signage to replace an existing free- standing sign with signage for an off-premise business.

The board informed Ms. Gamel that Nickelback Redemption Center is in violation of original site plan approval because of the two trailers that are constantly parked in the front parking lot. Until this business comes into compliance, the board cannot take any action on any new proposed plan.

Ms. Gamel stated that she was unaware of the violation and would like to review the original site plan.

The board discussed options that Mrs. Gamel can take regarding signage for an off-premise business. Ms. Gamel will make a decision on how she would like to proceed and come back at the September meeting.

SUBDIVISION

Roma Miller – 22219 County Route 60 (Floral Drive) – Tax Map #82.07-1-1.5 – 2 Lot Subdivision

The board reviewed the proposed plans for a 2 lot subdivision at 22219 County Route 60 (Floral Drive) Tax Map #82.07-1-1.5. The proposed plans meet all zoning requirements.

Motion 60-16: Motion by Mrs. Desormo, seconded by Mr. Smith to approve a 2 lot subdivision for Tax Map #82.07-1-1.5 for Lands owned by `Romidge, LLC, 22219 County Route 60 as shown on plans prepared by William Door, dated 7/6/16, File #16-12. Lot #1 will consist of 1.749 acres and Lot #2 will consist of 1.937 acres, conditional upon satisfactory review of lot descriptions.

Edward Donato – 18973 Watertown Center Loop – 2 Lot Subdivision

No one was present.

SITE PLAN

Edward Donato – 18973 Watertown Center Loop – Site plan to display monuments.

No one was present.

Mahoney Auto Mall – 18841 US Route 11 – Tax Map #91.05-1-68 – Site Plan

Greg Pyland, General Manager of Mahoney Used Car Auto Sales, 18841 US Route 11, Tax Map #91.05-1-68 presented proposed signage and site plan. Discussion followed.

Mr. Pyland needs to submit plans showing placement of inventory, customer and employee parking, a picture of ingress and egress, and proposed plans to dress up the island with a simple rail fence and vegetative plantings, a letter from the Watertown City Engineering Department regarding washing cars in the garage, and pictures, sizes, and placement of all proposed signage including banners and flapping signs.

KDM Alliance, LLC – Howell Drive – Tax Map #91.05-1-2.4 – Site plan for a 2,000 square foot addition to existing building.

Rick Gefell submitted plans for a 2,000 square foot addition to the existing building on Howell Drive, Tax Map #91.05-1-2.4 including elevation drawings. Discussion followed.

The board asked that the site plan be formalized and that the handicap parking be modified and then they can amend the original site plan. Mr. Gefell will come back to the next meeting with updated plans.

Mike Lundy – Washington Summit – Sidewalk Plan

Mike Lundy submitted a proposed sidewalk plan for Washington Summit. The main concern with a sidewalk plan is who will maintain the sidewalks as the land belongs to both the town and Mr. Lundy.

The proposed plan Mr. Lundy submitted includes a bicycle-like lane for walkers. The pavement would be extended creating a bicycle-like lane off the side of the pavement 6-8 feet wide. This shoulder would then be striped and designated for walkers it would also be convenient for plowing.

Mr. Boxberger suggested that the lane be approximately 4-6 feet and have a rumbled strip edge.

Mr. Lundy proposes that this be a shared cost between himself and the Town. The proposed plan call for the town to supply the stone material, subbase, and paving material and Mr. Lundy would provide the labor, equipment and pave the lane. Discussion followed.

Mrs. Desormo will coordinate a meeting with the Town Board, the Highway Superintendent, the Town Attorney, and Planning Board Members for Monday, August 22, 2016 at 3:00 p.m. to discuss this proposed sidewalk plan.

Motion 61-16: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 8:15 p.m.
