Mrs. Desormo called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 47-16: Motion by Mr. Smith, seconded by Mr. Vaas to accept the minutes of the June 6, 2016 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 48-16: Motion by Mr. Vaas, seconded by Mr. Smith to accept the minutes of the special June 28, 2016 meeting as written and distributed.
Ayes All: Motion Carried.
PUBLIC HEARING
Joe Eberle – 17306 US Route 11 – Tax Map #90.20-1-22.5 – Site Plan for the Construction of a 40′ x 60′ Woodworking Building.
Legal notice was published in the newspaper.
The public hearing was opened at 7:01 p.m. No one from the public wished to speak. The public hearing was closed at 7:01 p.m.
Washington Summit Associates, LLC – Lot 4C Washington Summit – Site Plan for a 11,800 square foot Multi-Tenant Building.

SIGN PERMIT
Red Robin Restaurant – NYS Route 3 (Former Pier 1)
Tom Ross, GYMO, on behalf of Red Robin Restaurant, presented proposed site plans for Red Robin Restaurant, NYS Route 3. Proposed signage will be submitted next month. The proposed signage will include signs on the building and a new panel on the existing multi-tenant sign.
Bean Mack – 22048 Salmon Run Mall Road – Replacement of an Existing Sign.
Dawn Cisco, NASCO, presented proposed signage and an application for Bean Mack, 22048 Salmon Run Mall Road. The proposed sign is 4′ x 8′ wide and 8′ high. Discussion followed.

Motion 49-16: Motion by Mrs. Desormo, seconded by Mr. Smith to approve a monument style sign for Bean Mack as shown on plans signed by Dawn Cisco, dated 7/11/16. The sign will be 4′ x 8′ wide and 8′ high, conditional upon submission of the application fee.

SUBDIVISION
Eric Purcell – 25362 E. Gotham Street Road – Update on Road and Subdivision
Patsy Storino, on behalf of Eric Purcell, reported that he met with the Town Supervisor, Joel Bartlett, Highway Superintendent, Bruce Rohr and everything is moving forward on the road. Discussion followed.
When the road is completed, Mr. Storino will come back with subdivision plans.
Roma Miller – 22219 County Route 60 (Floral Drive) – Tax Map #82.07-1-1.5 – 2 Lot Subdivision
Roma Miller submitted proposed plans for a 2 lot subdivision on Lot 2E, County Route 60. Discussion followed.
Motion 50-16: Motion by Mrs. Desormo, seconded by Mr. Smith to schedule a public hearing for Roma Miller for a 2 lot subdivision at 22219 County Route 60 (Floral Drive), Tax Map #82.07-1-1.5, for Monday, August 1, 2016 at 7:00 p.m.
Ayes All: Motion Carried.
SITE PLAN
Joe Eberle – 17306 US Route 11 – Tax Map #90.20-1-22.5 – Construction of a 40′ x 60′ Woodworking Building.
The Jefferson County Department of Planning’s comments of the proposed project, dated 6/30/16, was reviewed and entered into record (Attachment #1).
The board reviewed the updated plans submitted by Mr. Eberle. Discussion followed.
Motion 51-16: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval for a 40′ x 60′ woodworking building for Joe Eberle, 17306 US Route 11, Tax Map #90.20-1-22.5. The board waived the requirement of the Agricultural Data Statement as there is no imminent impact because of the distance from the Agricultural District and waived the Town’s Zoning Law requiring a ten foot buffer due to the remote location and existing wooded area, conditional that the existing wooded area be maintained regularly.

Nickelback Redemption Center – 19208 US Route 11 – Site Plan to display monuments.
A representative of Nickelback Redemption Center submitted proposed plans to display 4-5 monuments, a statue, and add an Off-Premise Sign for A. Cozzi Monuments at 19208 US Route 11. Discussion followed.

The board would like to visit the site prior to making a decision. They felt that the statue and monuments may be too distracting at this busy corner.
The board decided not to taken any action and Mr. Vaas will meet with the representative of Nickelback Redemption Center and report back at the August meeting.
Watertown Wellness Center – 21101 State Route 12F – Tax Map #72.20-1-3.1 – Sign Permit.
Dawn Cisco, NASCO, submitted proposed signage for Watertown Wellness Center, 21101 State Route 12F, Tax Map #72.20-1-3.1. Discussion followed.
A decorative planter with vegetation needs to be at the base of the proposed sign and detailed plans showing exact placement meeting all setback requirements needs to be submitted.
Motion 52-16: Motion by Mrs. Desormo, seconded by Mr. Smith to authorize the Zoning Officer of the Town of Watertown to issue a sign permit to Watertown Wellness Center located at 21101 State Route 12F, Tax Map #72.20-1-3.1 for a 6′ x 8′ sign 15′ high and wall sign 3′ x 7′ as shown on plans signed by Dawn Cisco, dated 7/11/16, conditional upon submission of a plat showing the exact location of the sign with a decorative plant base and vegetative plantings.

Mike Lundy – Washington Street Summit Associates, LLC – Lot 4C – Washington Summit – Site Plan for a 11,800 square Foot Multi-Tenant Building.
Mike Lundy submitted updated plans including a color rendering of the proposed building showing elevations of all 4 sides. Discussion followed.
Motion 53-16: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval for a 11,800 square foot multi-tenant building on Lot 4C in Washington Summit, Tax Map #91.05-1-17.259, as shown on a site plan prepared by Harrington & Mosher and signed by David Mosher, dated 7/11/16, Sheet S1, A2, & A3, conditional upon the Lot Line Adjustment being filed at the Jefferson County Clerk’s Office.
Ayes All: Motion Carried.
Mr. Lundy reported on the sidewalk plans for Washington Summit. He will have a master plan ready for submission at the August meeting.
Once the board has reviewed the plans, a special meeting with the Town Board, Town Attorney, & Town Highway Superintendent could be scheduled.
Mr. Desormo asked Mr. Lundy to have the businesses at Washington Summit contact the Town of Watertown Fire Department regarding Lock Boxes.
Motion 54-16: Motion by Mr. Smith, seconded by Mrs. Desormo to adjourn the meeting at 8:00 p.m.
