Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 33-15: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the May 4, 2015 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 34-15: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the regular July meeting of the Town of Watertown Planning Board for Monday, June 29, 2015 at 7:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SITE PLAN

Lundy Development & Property Management, LLC – Jefferson County Industrial Park – New building on Lot #2B (continuation of public hearing previously opened on May 4, 2015).

The public hearing was re-opened at 7:02 p.m. No one from the public wished to speak. The public hearing was closed at 7:03 p.m.

Sullivan’s Body Shop – 17085 US Route 11 – Construction of a 24′ x 36′ cold storage building.

Legal notice was published in the newspaper.

SIGN PERMIT

NASCO Signs – Donna Yang – Berkshire Hathaway – 20991 County Route 202 – Sign Permit.

Donna Yang presented proposed plans for signage for Berkshire Hathaway, 20991 County Route 202. The owner of the building has agreed that the proposed signage is acceptable. Discussion followed.

Motion 35-15: Motion by Mr. Boxberger, seconded by Mr. Smith to authorize the Zoning Officer for the Town of Watertown to issue a sign permit for Berkshire Hathaway CNY Realty, 20991 County Route 202 as shown on plans signed by Donna Yang, dated 6/1/15, prepared by Signarama, consisting of 3 pages, conditional upon submission of a completed sign application and corrected zoning application.

NASCO Signs – Donna Yang – Jake’s Lawn Care – 17948 US Route 11 – Sign Permit

Donna Yang submitted updated plans for proposed signage for Jake’s Lawn Care, 17984 US Route 11. Discussion followed.

Motion 36-15: Motion by Mrs. Desormo, seconded by Mr. Smith to authorize the Zoning Officer of the Town of Watertown to issue a sign permit for Jake’s Lawn Care, 17984 US Route 11 for a sign 18′ x 10′ as shown on plans signed by Donna Yang, dated 6/1/15, prepared by NASCO, conditional upon submission of a completed sign application and plans showing the location of the signage meeting all DOT setback requirements.

NASCO Signs – Donna Yang – Beam Mack – 22048 Salmon Run Mall Road – Sign Permit.

Donna Yang submitted proposed signage plans for Beam Mack, 22048 Salmon Run Mall Road. Discussion followed.

The proposed signage does not meet sign code requirements. The sign must be a monument style sign. The appearance and height of the proposed signage is fine, however, updated plans need to be submitted with a monument style sign with vegetative planting at the base before the board will act on this request.

Longhorn Steakhouse/Olive Garden – 20988 Salmon Run Mall Loop Road – Sign Permit.

Shawn Smith, Site Enhancement Services, presented proposed plans for signage for Longhorn Steakhouse/Olive Garden, 20988 Salmon Run Mall Loop Road. Discussion followed.

Motion 37-15: Motion by Mr. Smith, seconded by Mr. Boxberger to authorize the Zoning Officer of the Town of Watertown to issue a sign permit for Longhorn Steakhouse/Olive Garden, 20988 Salmon Run Mall Loop Road as shown on plans prepared by Site Enhancement Services, Pages 2 & 10.

Sweet Frog Frozen Yogurt – COR Plaza – 21852 Towne Center Drive – Sign Permit

Maria Trexler presented proposed signage for Sweet Frog Frozen Yogurt, 21852 Towne Center Drive. Discussion followed.

Motion 38-15: Motion by Mr. Vaas, seconded by Mr. Boxberger to authorize the Zoning Officer of the Town of Watertown to issue a sign permit for Sweet Frog Frozen Yogurt, 21852 Towne Center Drive for a 12′ x 38’1/2 sign as shown on plans prepared by Jax Signs, Inc., dated 5/15/15, signed by Maria Trexler, dated 6/1/15, conditional upon submission of a completed application.

Ayes All: Motion Carried.

Total Nutrition – 21290 County Route 202 – Sign Permit.

Dan Gill, Atomic Sign Works, submitted preliminary plans for signage for Total Nutrition, 21290 County Route 202. Discussion followed.

Mr. Gill needs to submit a color rendering of proposed signage and a completed application.

Motion 39-15: Motion by Mr. Vaas, seconded by Mr. Boxberger to authorize the Zoning Officer of the Town of Watertown to issue a sign permit for Total Nutrition, 21290 County Route 202. The sign on the front of the building will be 18 x 130 , the sign on the end of the building will be 26 x 276 . Both signs will be blue and red and back lit. The plans are prepared by Sign Assign, signed by Dan Gill, dated 6/1/15, conditional upon submission of a completed application and color rendering of proposed signage.

SUBDIVISION

Sandy Hill – US Route 11 – 3 Lot Subdivision

Patsy Storino, on behalf of Sandy Hill, presented preliminary plans for a 3 lot subdivision on US Route 11. Discussion followed.

There is a deeded roadway separating part of the parcel. Mr. Storino will come back to the next meeting with updated plans.

SITE PLAN

Don Phillips – Duffany’s Body Shop – 24884/888 NYS Route 126 – Tax Map #83.15-3-15.1 – New addition to the existing building.

Scott Soules, GYMO, presented updated plans for an addition to the existing building at 24884/888 NYS Route 126, Tax Map #83.15-3-15.1. Discussion followed.

Motion 40-15: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for Duffany’s Body Shop, 24884/888 US Route 126, Tax Map #83.15-3-15.1 for the approximately 1,050 square foot addition as this represents a small portion of the existing building and the impact on this property and the adjacent properties is negative. The plat is shown on Drawing C-101 with elevation shown on Drawing A-201, prepared by GYMO, PC, signed by Scott Soules, Project #91-125S.02, dated 5/11/15 with an issue date of 5/12/15 for drawing C-101, Drawing A-201 is dated 4/24/14 with an issue date of 5/13/15. The waiving of site plan is due in part to the indication of updating the sign with a timber planter which will help with the traffic flow, new lighting which will be dark sky compliant, and the fact that all siding for the addition will be consistent with the existing building, conditional upon submission of a completed application and color rendering of the addition matching the existing building.

Sullivan’s Body Shop – 17085 US Route 11 – Construction of a 24′ x 36′ cold storage building.

Mr. Boxberger submitted a letter dated 5/29/15 from the Jefferson County Department of Planning with their comments on this proposed project (Attachment #1).

Mr. Sullivan submitted updated plans for a 24′ x 36′ cold storage building at Sullivan’s Body Shop, 17085 US Route 11. Discussion followed.

Motion 41-15: Motion by Mrs. Desormo, seconded by Mr. Smith to grant site plan approval for a 24′ x 36′ cold storage building for Sullivan’s Body Shop, 17085 US Route 11 as shown on plans signed by Steven Sullivan, dated 6/1/15 showing the location and rendering with elevations of the proposed building.

Ayes – 4
Abstention – 1: Motion Carried.

Sullivan’s Body Shop – 17085 US Route 11 – Proposed plans for a 20′ x 50′ addition to the existing building.

This new proposed plan may replace the cold storage building that was previously approved. Discussion followed.

Mr. Sullivan will decide which plan he will proceed with. He may return to the next meeting and ask for a modification to the previously approved site plan.

Mr. Boxberger submitted a letter dated 5/29/15 from the Jefferson County Department of Planning with their comments on this proposed project (Attachment #2).

The board reviewed the proposed plans. Discussion followed.

Motion 42-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval for Davidson’s Solar Panel Project located on Tax Map #91.12-1-6.6 for an additional 2,640 units as shown on plans prepared by Timothy Hogan and shown on plans labelled Davidson’s Management Group, Inc. Solar Panel Layout, dated May 2015.

Lundy Development & Property Management, LLC – Washington Summit – Lot #8 – Tax Map #91.05-1-17.251 – New building for Watertown Ambulance & Washington Summit Associates, LLC.

Terry Wood presented updated plans for a new building on Lot #8 in Washington Summit. Discussion followed.

Low growing vegetation needs to be specified on the plans.

Motion 43-15: Motion by Mr. Smith, seconded by Mr. Boxberger to grant site plan approval for Lundy Development & Property Management, LLC for a new building on Lot #8 in Washington Summit from a drawing prepared by Harrington & Mosher Architects, PC, Project #PL15-07, Sheet S-1 & A-3 with an issued site plan revision date of 6/1/15, signed by David Mosher.

Ayes All: Motion Carried.

Lundy Development & Property Management, LLC – Tax Map #73.20-1-2.6 – Site plan for a 10,000 square foot warehouse on Lot 2B in the Jefferson County Industrial Park.

Mr. Boxberger submitted a letter dated 5/29/15 from the Jefferson County Department of Planning with their comments on this proposed project (Attachment #3).

The board reviewed the updated plans for Lot 2B in the Jefferson County Industrial Park. The SWPPP has not yet been prepared and will be submitted upon completion. All adjacent property owners need to be cited on the plans, and county highway permits need to be obtained.

No signage is being submitted until the client has finalized the project.

Mr. Boxberger stated that traffic concerns have been raised in this area. Discussion followed. It is the consensus of the board that no traffic study needs to be done as the projects in the park generate increased traffic at opening and closing time only.

Motion 44-15: Motion by Mr. MacAdam, seconded by Mr. Boxberger to grant site plan approval for Lundy Development & Property Management, LLC for a new building on Lot 2B in the Jefferson County Industrial Park, Tax Map #73.20-1-2.6 as shown on a map titled Proposed Warehouse Facility – Jefferson County Corp. Park – Lot #2B, prepared by Harrington & Mosher Architects, PC, Project #PL14-10, consisting of proposed site plan sheet S1 and exterior elevations Sheet R1, dated 6/1/15, HMA Job #1520. The warehouse will consist of 10,000 square feet, conditional upon Jefferson County Highway permits, submission of the SWPPP, and designation of property owners for all adjacent properties including the cross County Route 200.

Administrative Action

Mr. Boxberger stated that Mr. Lundy requested a special meeting be scheduled to review preliminary plans for a new project on Lot #10 & 11 in the Jefferson County Industrial park. The board agreed that a couple members of the board would be willing to meet with Mr. Lundy on June 15th or 16th for an informal sketch plan instead of scheduling a special meeting.

Morgan Development – County Route 202 – Tax Map #82.11-1-35.221 – 2 Lot subdivision for financing purposes for a new development.

Mr. Boxberger updated the board on the issues regarding the subdivision of the parcels relating to the school district separation between General Brown and Watertown. The Zoning Board of Appeals granted a variance for the setback requirements and the Planning Board granted subdivision approval contingent upon combining the two tax parcels.

The two parcels cannot be combined due to the two school districts, the board wants to make it clear for the record that when site plan approval was granted, the property line showing the General Brown School District was not on the plans. After discussion with several people, including the Town’s Attorney, Joseph Russell, and Town’s Assessor, Roger Tibetts, it would be okay to continue with the project as shown on plans and the subdivision was signed.

Todd Badalato/Cold Brook Development – Gotham Street Road – 4 Lot Subdivision

Mr. Badalato was unable to attend tonight’s meeting. He submitted proposed plans for a 4 lot subdivision on Gotham Street Road and has asked that the board review the plans and schedule a public hearing for the next meeting. Discussion followed.

Mrs. Desormo stated that she has asked Mr. Badalato to submit an inlay showing the entire lot and a list of all adjacent property owners.

Motion 45-15: Motion by Mr. Boxberger, seconded by Mr. MacAdam to schedule a public hearing for a 4 lot subdivision for Todd Badalato/Cold Brook Development for Monday, June 29, 2015, at 7:00 p.m.

KDM Alliance – RBC Wealth Management – 19485 US Route 11 – Tax Map #91.05-1-2.5 – Sign Permit

The board reviewed proposed signage for RBC Wealth Management 19485 US Route 11 submitted by KDM Alliance. Discussion followed.

Motion 46-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to authorize the zoning Officer of the Town of Watertown to issue a sign permit to KDM Alliance for RBC Wealth Management located at 19485 US Route 11. There will be three signs located on the building as shown on plans prepared by Signs of Success, Job #15-0239. The signs are shown on Page 3 of 6, 4 of 6, and 5 of 6. Page 6 of 6 shows the monument style sign being 9’6 x 120 , all dated 4/25/15. The located of the sign is shown on Sheet C-101, prepared by GYMO, PC with an issue date of 11/13/14 and a drawing date of 9/8/14, conditional upon exact location from the DOT right of way.
