Mr. Boxberger called the rescheduled regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.
Motion 86-14: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the October 9, 2014 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 87-14: Motion by Mrs. Desormo, seconded by Mr. Smith to accept the minutes of the October 14, 2014 special meeting as written and distributed.
Ayes All: Motion Carried.
Motion 88-14: Motion by Mr. MacAdam, seconded by Mrs. Desormo to accept the minutes of the October 22, 2014 special meeting as written and distributed.
Ayes All: Motion Carried.
PUBLIC HEARING
KDM Alliance, LLC B (Purcell Construction) B US Route 11 B Tax Map #91.05-1-2.1 B 3 Lot Subdivision
Legal notice was published in the newspaper and evidence that adjacent property owners were notified.
The public hearing was opened at 7:03 p.m. No one from the public wished to speak. The public hearing was closed at 7:03 p.m.
SIGN PERMIT
Nickelback Redemption B 19208 US Route 11 B Sign Permit
Laurie Koelmel of Nickelback Redemption submitted proposed plans for 2 signs. The plans showed 1 pole sign and 1 roof-mounted sign. Only the face of the existing signs is being replaced. Discussion followed.
The board asked that the Nickelback truck parked in front of the business be placed 15= from the State right-of-way and be registered and licensed.
Motion 89-14: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve signage for Nickelback Redemption, 19208 US Route 11 for a roof-mounted sign 3= x 3= and refacing of the pole sign 2= x 2= as shown on plans signed by Laurie Koelmel , dated 11/4/14.

The board asked if Mr. Caldwell would still be selling cars at this location. Ms. Komel stated that he only has an office in the building. The board asked that Mr. Caldwell be notified that if he plans on selling cars at this location, he must approach the board.
SITE PLAN
Morgan Development B County Route 202 B Tax Map #82.11-1-35.221 B Review of Housing Development.
Garth Winterkorn, Costich Engineering stated that all concerns regarding the SWPPP have been addressed.
Mickey Lehman, Executive Vice President, Bernier Carr & Associates & Town Engineer submitted a letter dated November 4, 2014 state that all concerns were addressed to his satisfaction (Attachment #1) and that it is ok for the planning board to move forward.
Mr. Winterkorn also updated that board on discussion with the Jefferson County Department of Transportation regarding crosswalks on County Route 202. They are in favor of the crosswalks at the South driveway as well as having a sight light to illuminate the crosswalk. The Jefferson County Department of Transportation also agreed that the speed limit should be reduced in that area, but that issue needs to be addressed with the State.
Mr. Boxberger, on behalf of Randy Vaas who was unable to attend tonight=s meeting, stated that the environmental process is complete and that the Negative Declaration can be made (Attachment #2).
Motion 90-14: Motion by Mr. Boxberger, seconded by Mr. Smith that the Town of Watertown Planning Board by declared as Lead Agency.

Motion 91-14: Motion by Mr. Boxberger, seconded by Mr. Smith stated that the above motion is based on the completed Environmental Assessment form, information provided by the engineer representing the Town, and all involved agencies on the project.

Mr. Winterkorn also stated that the land appraisal for the connector road that the Morgan=s obtained
has been forwarded to Joel Bartlett, Town Supervisor.
Mr. Bartlett stated that he is in receipt of the appraisal from the Morgan=s and will forward it to the
Town=s Attorney. He also stated that he has not received the Town=s appraisal of the land but he does
not believe that this should not hold the Planning Board from moving forwarded on this project.
Motion 92-14: Motion by Mr. Boxberger, seconded by Mr. Smith to grant site plan approval for Morgan Development, County Route 202 East Apartments, Tax Map #82.11-1-35.221, as shown on plans prepared by Costich Engineering consisting of Drawing 5601, Page CA110, Sheet 4 of 14, dated 9/14/14, with revision dates of 10/20/14 & 10/28/14, Page CA120, Sheet 5 of 14, dated 9/15/14 with a revision date of 10/28/14, Page CA121, Sheet 6 of 14, dated 9/15/14,with a revision date of 10/28/14, Page CA130, Sheet 7 of 14, dated 9/15/14, with a revision date of 10/28/14, Page LA100, Sheet 8 of 14, dated 9/15/14, with revision dates of 10/20/14 & 10/28/14, Page EA100, Sheet 9 or 14, dated 9/15/14, with a revision date of 10/28/14, conditional upon the time schedule

involving clearing the forest between November and April 1 to eliminate any impact on the Indiana Bats, submission of a color rendering of the buildings, submission of the agreement with the City and Town of Watertown regarding water and sewer, DOH and DEC approvals, and a maintenance agreement regarding access to the water system.

Two copies of the final plans must be submitted to the Town.
Nice N Easy B Pat Scordo, GYMO B US Route 11 B Site Plan
Tom Ross, GYMO, updated the board on the plans for Nice N Easy, US Route 11. This project is mainly
in the City of Watertown. A small lot is located in the Town of Watertown which would consist of a few
parking spaces, a small part of the driveway, a portion of the Storm Water Management plan, and the
dumpster.
The City of Watertown Planning Board reviewed this project today and are comfortable becoming Lead
Agency. The project will go before the County next month and then back to the City for final approval.
The City may have to be required to do a traffic study. Other comments from the City involved the
swale and off-site drainage.
The Engineer will continue to copy the Town in on all City review of this project. Discussion followed.
Motion 93-14: Motion by Mr. Boxberger, seconded by Mr. MacAdam that the Town of Watertown Planning Board waive site plan review for the Nice N Easy (Valentine Stores, Inc.) project located on US Route 11 due to the fact that the entire building campus is located in the City of Watertown and the City has already indicated that they are in the process of reviewing that through the Planning Board and ultimately the City Council. The only involvement of the Town would be for location of a few parking spots, a small part of the driveway, the dumpster, and a portion of the Storm Water Management plan and Storm Water Management practice. The Town would like the Engineer to relay to the City of Watertown Planning Board their concerns regarding traffic entering and exiting US Route 11 because of the proximity to the red light, the hill, and high traffic which the Town feels are very significant concerns the City should address in their review. The Town would also like the City of Watertown Planning Board to address screening the dumpster that is to be located in the Town.

Patsy Storino, on behalf of Nina Harff, submitted a completed application, letter of authorization,
SEQRA, lot descriptions, and proposed plans for a 5 lot subdivision at 26151 County Route 160,
Tax Map #91.08-1-2.1. Discussion followed.

Motion 94-14: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing for a 5 lot subdivision for Nina Harff, 26151 County Route 160 for Monday, December 1, 2014 at 7:00 p.m.

KDM Alliance, LLC B (Purcell Construction) B US Route 11 B Tax Map #91.05-1-2.1 – 3 Lot Subdivision
Tom Ross, GYMO, submitted updated plans for a 3 lot subdivision of Lot #1 on US Route 11,
Tax Map #91.05-1-2.1. Lot descriptions have been reviewed. Discussion followed.
Motion 95-14: Motion by Mr. MacAdam, seconded by Mr. Boxberger to grant a 3 lot subdivision for KDM Alliance, LLC located on US Route 11, from a portion of Tax Map #91.05-1-2.1 as shown on a map prepared by GYMO consisting of Lot 1A, 1B, & 1C as shown on Drawing SU01, Project #2014-033E, dated 10/31/14. Lot 1A being .635 acres, Lot 1B being 2.696 acres & Lot 1C being .904 acres.

Mark Kucik B 16381 Sandy Creek Valley Road B Tax Map #91.00-1-45 B 2 Lot Subdivision.
Tom Ross, on behalf of Mark Kucik, submitted a completed application, SEQRA, and proposed plans for a
2 lot subdivision at 16381 Sandy Creek Valley Road, Tax Map #91.00-1-45.
Mr. Ross explained that this property was subdivided several years ago and there was an exclusion of a
1.9 acre piece of the property from the deed that County Tax Mapping did not pick up. Mr. Kucik has
been paying taxes on this land. The original owners have done a Quit Claim Deed trade to Mr. Kucik.
Mr. Kucik would like to subdivide this piece of land and sell it. Discussion followed.
Motion 96-14: Motion by Mr. Boxberger, seconded by Mr. Smith to waive subdivision review and the need for a public hearing and authorize a co-chair to sign a subdivision plat as approved for a 1.9 acre portion of Tax Map #91.00-1-45 which historically has been 2 lots and was excluded from the deed. This would clearly segregate and define the 1.9 acre parcel, contingent upon satisfactory review of an accurate lot description of the 1.9 acre parcel which makes a notation of the exclusion, and satisfactory review of an updated plat.

Motion 97-14: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 8:03 p.m.
