TOWN BOARD MEMBERS

JOEL R. BARTLETT, SUPERVISOR – STEPHEN L. RICH, COUNCILMAN – PAUL V. DESORMO, COUNCILMAN – DAVID D. PROSSER, COUNCILMAN – TIMOTHY MCATEE, COUNCILMAN

Councilman Desormo offered a prayer and Supervisor Bartlett led the Pledge of Allegiance.

Supervisor Bartlett called for roll of members present. All members were present. Legal Counsel Joseph W. Russell was present.

MOTION # 21
Supervisor Bartlett made a motion to accept the minutes of the February 12, 2015 meeting. Councilman Prosser seconded.

Supervisor Bartlett opened the public hearing on Local Law No. 1 of the Year 2015, at 7:02 PM. A Local Law to revise Water District Ordinance Provisions.

No one chose to speak.

Supervisor Bartlett closed the public hearing at 7:03 PM.

Supervisor Bartlett opened the floor for anyone wishing to address the Town Board.

No one chose to speak.

Supervisor Bartlett closed the open session.

Supervisor Bartlett accepted the Town Clerk’s report for the month of February 2015.

The Supervisor received correspondence from the New York State Department of Health detailing the Year 2015 Public Water system monitoring requirements. He provided Mr. Maguire a copy of those deadlines.

MOTION # 22
Supervisor Bartlett received a package and asked for a joint meeting of the Town Board, the Town Board Planning Board and ZBA to review the following.
1. Review Outdoor Wood-burning Furnace Local Law Amendments
2. Review sign and Billboard Control, Local Law Amendments.
3. Review Proposed Zoning Amendments
4. Review Zoning Map Changes

This meeting to be held April 6, 2015, at 5:30 PM in the Municipal Building, 22867 County Route 67, Watertown, NY 13601.

The motion to hold the meeting was made by Supervisor Bartlett and seconded by Councilman Prosser.

MOTION # 23
WHEREAS, Local Law No. 1 of the Year 2015, a Local Law to amend Chapter A113 of the Code of the Town of Watertown was introduced by a member of the Town Board at a meeting thereof held on February 12, 2015, and by a majority vote of the Town Board members present at such meeting, a Public Hearing was duly scheduled to consider Local Law No. 1 of 2015 for March 12, 2015 at 7:00 PM, and
WHEREAS, notice of the Public Hearing was duly published and posted as required by law, and on March 12, 2015, at 7:00PM, a Public Hearing was duly held to hear all persons interested in the subject matter of Local Law No. 1, of 2015.
NOW, THEREFORE BE IT RESOLVED by the Town Board of the Town of Watertown as follows:
1. The foregoing recitations are incorporated herein and made a part hereof as if fully set forth hereafter.
2. Local Law No. 1 of the Year 2015 increases for all Town of Watertown water districts, the fees to be charged for restoration of water service that has been terminated to fairly reimburse the Town for the administrative and personnel costs associated with such restoration.
3. Based upon the foregoing Local Law No. 1 of the year 2015 is in the best interests of the Town of Watertown, is hereby adopted and the clerk is instructed to file the same with the New York State Department of State.
4. The adoption of Local Law No.1 of the Year 2015 is a Type 11 action under the provisions of the State Environmental Review Act and the regulations promulgated thereunder.

The foregoing resolution was offered by Supervisor Bartlett and seconded by Councilman Rich.

The resolution was approved by a roll call vote as follows.

MOTION # 24
WHEREAS, the Town Council has negotiated a new collective bargaining agreement (attached as exhibit A) to replace the contract between the Town of Watertown and the Teamsters Local 687 Bargaining unit to replace the bargaining unit agreement that expired on December 14, 2014, and
WHEREAS, the new collective bargaining agreement cover the period commencing January 1, 2015 and expiring December 31, 2017 a 3 year period, and establishes wages and working conditions for all members of the Town Public Works Bargaining unit.
THEREFORE BE IT RESOLVED, the collective bargaining agreement containing the terms and conditions for employment between the Public Works employees and the Town of Watertown is hereby adopted pursuant to the terms and conditions contained therein, and be it further
RESOLVED, the Supervisor on behalf of the Town of Watertown is hereby authorized to execute said agreement for the contract term commencing January 1, 2015 and expiring December 31, 2017.

Supervisor Bartlett moved the foregoing resolution and Councilman McAtee seconded.

Councilman Prosser questioned the terminology on the drug policy in the employee handbook. Can we reference another document instead.. Supervisor Bartlett stated that it had to be in the town handbook as well. Councilman Prosser asked if the town was going to revise the handbook. Supervisor Bartlett said the town would be addressing that in the future.

MOTION # 25
WHEREAS, this Board has received a request to establish a lighting district to encompass the Jefferson County Industrial Park, at no cost to the Town, and
WHEREAS, a certain map plan and report for the proposed lighting district has been filed with the Town Clerk for the Town of Watertown.
NOW, on a motion duly made and seconded, it is
FOUND, ORDERED AND DETERMINED that the map plan and report for the proposed lighting district has been duly filed with the office of the Town Clerk as required by law and is available thereat for inspection, and it is
FOUND, ORDERED AND DETERMINED that the boundaries of the proposed lighting district shall be as appear on the map filed with the Town Clerk and shall encompass the Jefferson County Industrial Park, and it is
FOUND, ORDERED AND DETERMINED that the improvements to be constructed include street light poles and fixtures and installations of conduits and electrical wiring, and it is
FOUIND,ORDERED AND DETERMINED that the cost to construct the improvements to service the proposed lighting district shall be at no cost to the Town of Watertown, and it is
ORDERED that a public hearing be held on the 9th day of April, 2015, at 7:00PM, at the Town Offices, 22867 County Route 67, Watertown, New York to hear all persons interested in the proposed lighting district, and it is further
ORDERED that the Town Clerk shall cause a copy of this Order to be published at least once in the official newspaper for the Town of Watertown, not les than 10 no more than 20 days before the date set for the hearing and shall cause a copy hereof to be posted on the signboard of the Town of Watertown maintained pursuant to the provisions of the Town Law not less than 10 no more than 20 days before the date designated for the hearing.

Supervisor Bartlett moved to pay the following abstracts as audited.
General Vouchers # 48 to 67 Total $ 21,102.57
Highway Vouchers # 41 to 57 Total $ 33,203.59
Spec. Dist. Vchrs. # 14 to 21 Total $114,654.74

Councilman Desormo seconded.

Ayes All

Supervisor Bartlett said that he was informed by Assessor Tibbetts that a portion of Route 202 was not included on the map for the Water District.1 and Sewer District 2. He suggested that Mr. Russell call Assessor Tibbetts to get the issue resolved.

Old Business: Supervisor Bartlett said that last month on the vouchers there was a purchase for car wash soap. He asked the highway superintendent to contact them and return it. Mr. Maguire replied he would do that.

New Business: Supervisor Bartlett said that he had attended the recent City of Watertown council meeting. at which they discussed the expansion of the Fairground ice arena. This could have an impact to the town since the town is the largest contributor to the DPAO concert series. There is talk of moving the concert series to Clayton or Sackets Harbor, which could affect our contribution.

Councilman Prosser moved to adjourn the meeting at 7:21 PM. Councilman Desormo seconded.

APRIL 6, 2015

Town Board members present were Supervisor Joel Bartlett, Councilman Stephen Rich, Councilman David Prosser, and Councilman Timothy McAtee. Councilman Paul Desormo was absent.

Planning Board members present were Co-Chairman Thomas Boxberger, Board members, Terry MacAdam and Randy Vaas. Co-Chairman Pamela Desormo and Jim Smith were absent.

Jean Waterbury representing the Tug Hill Commission was also present.

The meeting was called to order to discuss proposed changes to the Town of Watertown Zoning Regulations. The proposed changes were discussed and reviewed.

Councilman Prosser moved to adjourn the meeting at 6:50 p.m. Councilman McAtee seconded the motion.
