JOEL R. BARTLETT, SUPERVISOR – STEPHEN L. RICH, COUNCILMAN – PAUL V. DESORMO, COUNCILMAN – DAVID D. PROSSER, COUNCILMAN – TIMOTHY M. MCATEE, COUNCILMAN

Supervisor Bartlett opened the meeting at 7:14 PM when Mr. Desormo arrived. He called for a roll call of members present. Council members David Prosser and Councilman McAtee were absent from the meeting. Legal Counsel Joseph W. Russell was present.

MOTION # 60
Supervisor Bartlett made a motion to adopt the minutes of the June 11, 2015 meeting as presented. Councilman Desormo seconded.

Supervisor Bartlett opened the public hearing on Local Law #2 of the Year 2015. A Local Law to amend Chapter A113 of the code for (water service restoration) at 7:14 PM.. No one wished to speak the hearing was closed at 7:15PM.

Supervisor Bartlett opened the floor for anyone wishing to address the Town Board.

Mr. Tom Ross, from GYMO Engineers spoke to the Board about extending Water District #4 to include Griffith Energy. The Board was supplied copies of the maps and plans for the proposed extension. Supervisor Bartlett replied that he would call for a public hearing for the August meeting.

Mr. Chad Greene talked about the town funding the South Jefferson School youth program. Supervisor Bartlett stated that the board had approved $3,000.00 for the program. Mr. Green asked if instead of giving $150,000.00 for the town ambulance service, the town contribute toward improving the playground on the town property.

Supervisor Bartlett closed the floor to the public after everyone spoke.

Supervisor Bartlett accepted the Town Clerk’s report for the Month of June 2015.

Supervisor Bartlett received a letter from the 1812 Lacrosse tournament asking for funds from the bed tax monies in the amount of 2,500.00 to promote the event.

Supervisor reviewed the Environmental documents for Local Laws # 3 & 4 with the board members.

MOTION 61
Supervisor Bartlett moved to accept the EAF form for the Environmental Protection Agency for Local Laws No. 3 and No 4. Councilman Rich seconded.

MOTION #62
Introduction proposed Local Law No. 3 of 2015 amending Chapter 107 of the Town Zoning Code definitions and accepting Part 1 of EAF and referring said proposal to the Jefferson County Planning Board, and scheduling a public hearing thereon for Thursday August 13, 2015 at 7:00 PM at the Town of Watertown Municipal Office, 22867 County Route 67, Watertown, NY. All persons wishing to speak for or against shall be heard..

Councilman Rich seconded.

MOTION # 63
Introduction proposed Local Law No. 4 of 2015, to amend and restate Chapter 78 of the Code,(outdoor wood burning furnaces), referring said proposal to the Jefferson County Planning Board and scheduling a public hearing thereon for Thursday August 13, 2015 at 7:00PM at the Town of Watertown Municipal Office, 22867 County Route 67, Watertown, NY. All persons wishing to speak for or against shall be heard.

Councilman Desormo seconded.

Supervisor Bartlett stated that a developer is interested in developing a property on Coffeen St. They want to build a sign 40 feet high, but was told that the town sign height law was for 20 feet. Joe Russell stated the only way to permit a sign higher than 20 feet sign, would be to create an overlay district..

Supervisor Bartlett stated that for the August meeting he would have a resolution to dismantle the water tower in the Industrial Park.

Supervisor Bartlett asked if the town could require the owners to put a fence around manure pits. Counsel Joseph Russell stated that the Ag & Markets law was very restrictive in an agricultural district. A local law requiring a fence around any man made source of water or liquid would be permitted through zoning laws. Supervisor Bartlett asked the town attorney to draft a regulation addressing this issue.

MOTION #64
WHEREAS, the Jefferson County Agricultural Society has requested a grant of $5,000.00 of Community and Economic Development funds to underwrite promotional expenses associated with the production of the 2015 Jefferson County Fair, the longest operating county Fair in the nation, and
WHEREAS, the County fair annually brings thousands of tourists and people form outside the immediate area to Jefferson County and generates revenues for both the County and the Town, and
WHEREAS, funds were approved for appropriation with the adoption of the 2015 fiscal year budget, for this purpose.
THEREFORE BE IT RESOLVED the Town of Watertown Council hereby authorizes a grant of $5,000.00 to the Jefferson County Agricultural Society for the purpose stated.

Supervisor Bartlett moved to award $2,500.00 for promotional fees for the 1812 Lacrosse Tournament, which brings tourist monies to the area.

The motion was seconded by Councilman Desormo.

MOTION #66
WHEREAS, Local Law No. 2 of the year 2015, a local law to amend Chapter A113
Of the Code of the Town of Watertown was introduced by a member of the Town Board at a meeting thereof held on June 11,2015, and by a majority vote of the Town Board Members present at such meeting, a public hearing was duly scheduled to consider Local Law No. 2 of 2015 for July 9, 2015 at 7:00 PM, and
WHEREAS, notice of the public hearing was duly published and posted as required by law, and on July 9, 2015, at 7:00 PM, a public hearing was duly held to hear all persons interested in the subject matter of Local Law No. 2 of 2015.
NOW, THEREFORE, BE IT RESOLVED BY THE Town Board of the Town of Watertown as follows:
1. The foregoing recitations are incorporated herein and made a part hereof as if fully set forth hereafter.
2. Local Law No. 2 of the year 2015 amends Chapter A113 of the Code of the Town of Watertown by eliminating duplicate charges for restoring water service that has been terminated in all town water districts.
3. Based upon the foregoing, Local Law No. 2 of the year 2015 is in the best interests of the Town of Watertown, is hereby adopted and the Clerk is instructed to file the same with the New York State Department of State.
4. The adoption of Local Law No. 2 of the year 2015 is a Type 11 action under the provisions of the State Environmental Quality Review Act and the regulations promulgated thereunder.

MOTION #67
WHEREAS, a certain map, plan and report for the proposed extension of Water District #4 within the Town of Watertown prepared by the engineering firm of GYMO Architecture, Engineering & Land Surveying, P.C. (GYMO), has been filed with the Town Clerk for the Town of Watertown, and
WHEREAS, the land encompassing the proposed extension of Water District #4 is under the ownership and/or control of a single entity (Superior Plus Energy Services, Inc.) which has requested that this Board extend Water District #4 pursuant to Article 12-a of the New York State Town Law at no cost to the Town of Watertown.
NOW, on motion duly made and seconded, it is:
FOUND ORDERED AND DETERMINED that the map, plan and report prepared by GYMO for the proposed extension of Water District #4 has been duly filed with the office of the Town Clerk as required by law and is available thereat for inspection, and it is
FOUND, ORDERED AND DETERMINED that the boundaries of the proposed extension of Water District #4 shall be as appear on the map filed with the Town Clerk and as described o the attached Schedule “A”, and it is
FOUND, ORDERED AND DETERMINED that the improvements to be constructed include transmission lines, appurtenances and lateral connections to transport water from the terminus of the current boundaries of Water District #4 to the property to be improved within the proposed extension of Water District
#4, and it is
FOUND, ORDERED AND DETERMINED that the cost to construct the improvements to service the proposed extension of Water District #4 shall be borne entirely by the owner of the single parcel that encompasses the proposed extension to Water District #4, and it is
ORDERED that a public hearing be held on the 13th day of August of, 2015 at 7:00 PM, at the Town Offices, 22867 County Route 67, Watertown, New York to hear all persons interested in the proposed extension of Water District #4, and it is further
ORDERED that the Town Clerk shall cause a copy of this Order to be published at least once in the official newspaper for the Town of Watertown not less than 10 no more than 20 days before the date set for the hearing, and shall cause a copy hereof to be posted on the signboard of the Town of Watertown
Maintained pursuant to the provisions of the Town Law not less than 10 nor more than 20 days before the date designated for the hearing.

Discussion took place between Supervisor Bartlett and John Maguire Jr., Highway Superintendant about the truck wash that was ordered. Supervisor Bartlett requested Mr. Maguire to send back the second order.
