Mr. Boxberger called the Special September meeting of the Town of Watertown Planning Board to order at 2:45 p.m.

The Board decided that they will not take any action on the minutes from the August 26, 2024 meeting until the October meeting.

Motion 61-24: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a Workshop Meeting with the Tug Hill Commission and other agencies for Monday, October 7, 2024 at 1:00 p.m. to address local laws changes.

Ayes All: Motion Carried.

Mike Lundy updated the Board on the road plans for Washington Summit Boulevard. The boulevard will be extended to tie into a traffic signal at Washington Street with the construction of the VA Project. Mr. Lundy will also create a walkway on the north side of the road.

There where complaints with the present design of the Washington Summit Boulevard with regards to the entrance and exist road and the landscaped strip in the middle. People are going down the wrong roads and having accidents on a daily basis.

Mr. Bartlett and Mr. Lundy have had conversations regarding the boulevard and how it will be redesigned due to the impact it will have on the construction of VA Project. The Town’s portion of the current road ends where Summit & Campus Drive split.

Once the new road is built to the VA project, the landscaped strip in the middle of the current boulevard will be eliminated. As part of that, Mr. Lundy has agreed to put in new street light poles along the sides of the current boulevard and extend them down the new road to VA project. When the VA project is completed, the road will convert to a town road.

A walking path (5″ wide) with a rumble strip between the road and walkway would be built on the north side of the boulevard all the way down to Washington Street. This new proposal should solve the traffic problem, lighting problem, and the pedestrian safety issue.

Mike Lundy – Washington Summit Associates, LLC – Washington Summit – Tax Map #91.05-1-11.31 – Lot 15 – Site Plan

Mr. Lundy stated that Lot 15 has not been subdivided as previously approved. It may remain just one lot.

Mr. Lundy approached the Board regarding the site plan approval from 3/6/23 for a 24,000 square foot medical facility on Tax Map #91.05-1-11.31.

The tenant has contacted Mr. Lundy stating that the current site plan is to small and they need to double the size of the proposed building. Mr. Lundy has been working on how to make this happen as he has already ordered the structure that was approved.

Mr. Lundy is proposing to build the facility in two phases. He would like to build Phase 1 as was previously approved, with the exception of relocating the building to the back of the lot. He would then submit a new site plans for Phase 2 to add the additional square footage. Discussion followed.

Mrs. Desormo stated that a new full set of plans needs to be submitted for the Board to review along with a narrative describing how he plans to complete both phases before the Board can make a decision on how to proceed.

The project might have to be submitted to the Jefferson County Department of Planning for their review.

Next Step Floral Shop – Kate & David Millard – 19177 US Route 11 – Tax Map #91.05-1-5 – Construction of a 24′ x 34′ Addition to the Existing Building – Site Plan

The Town of Watertown Zoning Board of Appeal granted two variances to Next Step Floral Shop at their meeting on Monday, September 9, 2024. A side setback of 15′ and a rear setback of 10′, 20′ is required.

Comment from the Jefferson County Department of Planning dated 8/28/24 were entered into record (Attachment #1).

Dave Millard review the proposed site plans for the construction of a 24′ x 34′ addition to the existing building at 19177 US Route 11, Tax Map #91.05-1-5. Discussion followed.

Motion 62-24: Motion by Mr. Boxberger, seconded by Mr. Vaas to waive the public hearing for site plan review for Next Step Floral Shop, 19177 US Route 11, Tax Map #91.05-1-5 as one was held by the Town of Watertown Zoning Board of Appeal on Monday, September 9, 2024 with no comments from the public.

Ayes All: Motion Carried

Motion 63-64: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval to Next Step Floral Shop, 19177 US Route 11, Tax Map #91.05-1-5 for the construction of a 24′ x 34′ addition to the existing building as shown on plans prepared by GYMO, dated 9/9/24, Project #2022-066.01 along with Sheet 1, dated 9/16/24 showing the setbacks that were previously approved by the Zoning Board of Appeals on 9/9/24, and Sheet 2, dated 9/16/24 showing elevations. This is conditional upon submission of a site plan application with fee, the fee for the variance application, a short SEQR form, and that the side porch roof does not infringe on the 10′ rear setback. This matter does not need to go back before the Jefferson County Department of Planning for review, as their comments were included in their review from 8/28/24.

Zoning permits will be needed.

SUBDIVISION

Aaron Netto – Corner of Hadcock Road & Ridge Road – Tax Map #83.12-1-12.4 –
4 Lot Subdivision

Paul Bragger, Black River Land Surveying Company, on behalf of Aaron Netto, presented proposed plans for a 4 lot subdivision for property located on the Corner of Hadcock Road & Ridge Road, Tax Map #83.12-1-12.4. Discussion followed.

The Board asked that yield tests to be submitted for the two water sources on the property indicating that there is adequate water in the area. They will accept the prior perk test that were done in the vicinity.

A completed application with fees, short SEQR form, and lot descriptions also need to be submitted.

Motion 64-24: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Monday, October 7, 2024 at 3:00 p.m. for a 4 lot subdivision for Aaron Netto, Corner of Hadcock Road & Ridge Road, Tax Map #83.12-1-12.4, conditional upon receipt of the required information.

Ayes All: Motion Carried.

The Town of Watertown Highway Superintendent needs to be contacted regarding highway cuts for each lot.

The Town of Watertown will send notice to the Town of Rutland regarding this public hearing as one adjacent property is located in the Town of Rutland.

Motion 65-24: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 3:35 p.m.
