Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 77-15: Motion by Mr. Vaas, seconded by Mr. MacAdam to accept the minutes of the September 1, 2015 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SPECIAL USE PERMIT

St. Lawrence Seaway RSA Cellular Partnership d/b/a Verizon Wireless/Town of Watertown – 20005 NYS Route 3 – Tax Map #82.11-1-5.3. Change antennas on water tower.

Legal notice was published in the newspaper.

The public hearing was opened at 7:01 p.m. No one from the public wished to speak. The public hearing was closed at 7:01 p.m.

LOT LINE ADJUSTMENT

Paul/Time Desormo – 20638 Weaver Road – Tax Map # 83.15-2-10.1/83.15-2-10.4. Lot Line Adjustment.

Patsy Storino, on behalf of Paul and Tim Desormo, presented updated plans for a lot line adjustment at 20638 Weaver Road – Tax Map # 83.15-2-10.1/83.15-2-10.4. Discussion followed.

Motion 78-15: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment as shown on a survey plat prepared by Patsy Storino, Licensed Land Surveyor titled Proposed Desormo Lot Line Adjustment – Weaver Road, File #12-053-Watertown, Drawing #1, dated 10/17/12 & 9/4/15, with 3 revision dates, the latest being 9/10/15. The lot line adjustment will consist of taking 1.609 acres from Tax Map #83.15-1-10.1 and adding it to Tax Map #83.15-2-10.4, conditional upon the submission of a revised map showing the residual acreage of Tax Map #83.15-2-10.1, removal of PL as shown on said map, and removal of dash lines along the creek and property line.

Lisa Shambo – 16057 Hamp Road – Tax Map #100.1-00-1-6.2 – Lot Line Adjustment.

Patsy Storino, on behalf of Lisa Shambo, presented preliminary plans for a lot line adjustment for Lisa Shambo, 16057 Hamp Road, Tax Map #100.1-00-1-6.2. Discussion followed.

Mr. Storino will come back at the November meeting with completed plans.

Gary Clark – 20892 Hadcock Road – Tax Map #83.16-1-4.3/Gary Hreczan – 20847 Hadcock Road – Tax Map #83.16-1-2.21. Lot Line Adjustment.

Gary Clark and Gary Hreczan presented a completed application, SEQRA, lot descriptions, MYLAR, and proposed plans for a lot line adjustment at 20892 and 20847 Hadcock Road. Discussion followed.

Motion 79-15: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment to Gary Clark and Gary Hreczan, 20892 and 20847 Hadcock Road as shown on a plat prepared by Gerald Kostyk, titled Portion of the Land of Gary Clark and Elizabeth Iverson, 20892 Hadcock Road, File #2004-243, Sheet #1, dated 9/29/15. The lot line adjustment will consist of taking 1.56 acres from Tax Map #83.16-1-4.3 and adding it to Tax Map #83.16-1-2.21. Tax Map #83.16-1-2.21 will now be 28.06 acres and Tax Map #83.16-1-4.3 will now be 6.7 acres, conditional upon satisfactory review of lot descriptions.

Jennifer McAleese – 18791 County Route 155 – Tax Map #91.09-1-25.3/Robert McAleese – 18819 County Route 155 – Tax Map #91.09-1-25.1 – Lot Line Adjustment.

Todd McAleese submitted a completed application and proposed plans for a lot line adjustment at 18791/18819 County Route 155. Discussion followed.

Motion 80-15: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment as shown on a survey map prepared by Gregory Ashley, Licensed Land Surveyor, titled Parcel #1 a 0.230 acre Portion of the Land of Jennifer McAleese and Parcel #2 the Land of Robert and Robin McAleese, File #2008-045s.01, Drawing #1, dated 9/21/15. The lot line adjustment will consist of a .230 acre parcel being taken away from Tax Map #91.09-1-25.3 and added to Tax Map #91.09-1-25.1 on County Route 155, conditional upon satisfactory review of lot descriptions.

SUBDIVISION

RJ Roux – Boulder Creek Road – Tax Map #91.13-1-38 – 4 Lot Subdivision.

RJ Roux presented preliminary plans for a 4 lot subdivision on Boulder Creek Road, Tax Map #91.13-1-38. Discussion followed.

Mr. Roux will return at the November meeting with completed plans.

Motion 81-15: Motion by Mrs. Desormo, seconded by Mr. MacAdam to schedule a public hearing for a 4 lot subdivision for Boulder Ridge Developers, located on Boulder Creek Road, Tax Map #91.13-1-38.1 for Monday, November 2, 2015 at 7:00 p.m., conditional upon submission of a completed survey, SEQRA, and lot descriptions.

SIGN PERMIT

Morgan Management – 21290/310 County Route 202 – Tax Map #82.11-1-41.1 – Sign Permit.

Mike from NASCO stated that the plans for proposed signage are not complete.

Fuccillo Subaru – 18822 US Route 11 – Tax Map #91.09-1-6.2 – Sign Permit

Mike from NASCO submitted proposed signage plans for Fuccillo Subaru, 18822 US Route, Tax Map #91.09-1-6.2. Discussion followed.

The board needs a completed application, a color rendering of the proposed 2 pole monument style sign showing a decorative planter at the base, a plat map showing the height, setback, and exact location of proposed signage on the map.

The board agreed that this information could be sent to Mrs. Desormo via email for her to distribute to board members for their approval.

Motion 82-15: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant a sign permit for Fuccillo Subaru, 18822 US Route 11, for a 2 pole monument style sign no higher than 20′ from ground level, conditional upon submission of a color rendering of proposed signage showing a decorative planter at the base, a plat map showing setback and exact location of the sign on the map, and receipt of the $25 application fee. This condition authorizes the Zoning Officer of the Town of Watertown to issue the sign permit after review of email by board members.

SITE PLAN

JKA Enterprises (Junior Stefanini) – 18198 US Route 11 – Tax Map #90.12-1-25.4 – Construction of a 80′ x 50′ Garage.

No one was present.

UPS – 21171 NYS Route 12F – Tax Map #73.20-1-5 – Expansion of Parking Lot and Temporary Trailer for the Holiday Season.

Representative from UPS presented proposed plans to expand the parking lot and place a portable distribution center for peak operations at UPS, 21171 NYS Route 12F, Tax Map #73.20-1-5. Discussion followed.

Motion 83-15: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan for UPS, 21171 NYS Route 12F and allow a 14,000 square foot crushed stone parking area at the rear of the building and placement of a portable distribution center on the lot, conditional upon completion of a zoning application. This is based upon the fact that this proposed change is insignificant compared with the total space and commercial nature of the building, it is located to the rear and essentially not visible to any passerby or traffic on Coffeen Street and will not result in any significant change in the operation or significant increase in traffic flow.

SPECIAL USE PERMIT

St. Lawrence Seaway RSA Cellular Partnership d/b/a Verizon Wireless/Town of Watertown – 20005 NYS Route 3 – Change Antennas on Water Tower.

An email from Laura Bomyea, Attorney from Young/Sommer, LLC dated 10/2/15 was entered into record regarding this proposed project (Attachment #1).

A letter from the Jefferson County Department of Planning, dated 9/30/15 was entered into record with their review of this proposed project (Attachment #2).

Mr. Boxberger also stated that Mrs. Desormo contacted the Chairman of the Town of Watertown Zoning Board of Appeals, Bob Wormwood. Mrs. Desormo discussed the proposed project explaining that it is a continuation of the practice that already exist with towers where additional antennas are comparable and just extended further around the tower. She also stated that no structure would be added to the water tower that would allow it to extend above the top of the water tower. Mr. Wormwood stated that he did not feel the Town of Watertown Zoning Board of Appeals needed to review this proposed project.

Laura Bomyea, Young/Sommer, LLC was on hand to see if the board had review the packet submitted at the August 3, 2015 meeting and to see if they had any questions regarding the antennas. Discussion followed.

Motion 84-15: Motion by Mr. Boxberger, seconded by Mr. Smith to grant a special use permit and site plan for St. Lawrence Seaway RSA Cellular Partnership d/b/a Verizon Wireless to install 12 antennas on the water tower located at 20005 NYS Route 3 in conformance with the packet submitted. None of the antennas will extend above the tower, they are approximately 22-24 in height and will be located in a circumference around the tower and will be painted the same as the tower to remain inconspicuous.

A zoning permit is required.

Motion 85-15: Motion by Mr. MacAdam, seconded by Mr. Boxberger to adjourn the meeting at 8:15 p.m.
