Mr. Boxberger called the regular meeting of the Town of Watertown Planning Board to order at 7:00 p.m.

Motion 28-16: Motion by Mr. Smith, seconded by Mrs. Desormo to accept the minutes of the April 4, 2016 meeting as written and distributed.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

Wright Brothers/Guilfoyle Ambulance Service, Inc. – Tax Map #82.08-1-10 – South of NYS Route 12F – 2 Lot Subdivision.

Legal notice was published in the newspaper and evidence that adjacent property owners were notified was submitted.

The public hearing was opened at 7:02 p.m. No one from the public wished to speak. The public hearing was closed at 7:03 p.m.

SIGN PERMIT

Window Town of Watertown – 22564 County Route 196 – Sign Permit

No one was present.

Key Bank – 20974 NYS Route 3 – Tax Map #82.11-1-66.2 – Sign Permit

Dawn Cisco from NASCO, on behalf of Key Bank, submitted a completed application and proposed plans for new signage for Key Bank, 20974 NYS Route 3. Discussion followed. The application needs to be notarized.

Motion 29-16: Motion by Mrs. Desormo, seconded by Mr. Boxberger to approve sign changes for Key Bank located at 20974 NYS Route 3. The main sign will change slightly in size. All other signage will remain the same size as shown on plans by Brilliant Electric Sign Company, dated 1/14/16, Design #B16-071. This packet contains 7 pages with a description of all proposed signage.

LOT LINE ADJUSTMENT

Sally & Richard Sample – 24511/24527 NYS Route 12 – Tax Map #83-19-1-14 & Tax Map #83-19-1-15 – Lot Line Adjustment.

Patsy Storino submitted a completed application, letter of authorization, SEQRA, and proposed plans for a lot line adjustment for 24511/24527 NYS Route 12. Discussion followed. Mr. Storino needs to cite adjacent property owners on the map.

Motion 30-16: Motion by Mr. Vaas, seconded by Mr. Boxberger to grant a lot line adjustment for Sally & Richard Sample, 24511/24527 NYS Route 12, Tax Map #83.19-1-14/#83.19-1-15. This adjustment will take 0.067 acres from Lot A and add it to Lot B. Lot A will now be 0.487 acres and Lot B will be 0.459 acres as shown on a survey completed by Patsy Storino, File #16-012-Watertown, Survey dates are 4/21/16 & 4/28/16. Drawing date is 4/29/16, conditional upon the addition of all adjacent property owners being listed and satisfactory review of lot descriptions

SUBDIVISION

Wright Brothers, Guilfolye Ambulance Services, Inc. – Tax Map #82.08-1-10 – South of NYS Route 12F – 2 Lot Subdivision.

Howard Lyndaker, GYMO, on behalf of Wright Brothers, presented updated plans and lot descriptions for a 2 lot subdivision at Tax Map #82.08-1-10. Discussion followed.

Motion 31-16: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a 2 lot subdivision for Wright Brothers, Guilfolye Ambulance Services, Inc., Tax Map #82.08-1-10 as shown on a map titled Final Subdivision Map for Land of Wright Brother, LLC, Faichney Drive, prepared by GYMO, Project #2011-218S.01, dated 4/29/16. One parcel will be 10.706 acres and the other will be 2.030 acres, conditional upon satisfactory review of lot descriptions.

Adam Brown – 25867 County Route 160 – East Gotham Street Road – Tax Map #91.08-1-2.6 – 2 Lot Subdivision.

Patsy Storino, on behalf of Adams Brown, presented preliminary plans for a 2 lot subdivision at 25867 County Route 160, Tax Map #91.08-1-2.6. Discussion followed. The board has no issues with the proposed plans.

Mr. Storino will come back when plans are finalized.

Eric Purcell – East Gotham Street Road – Tax Map #91.07-1-8.1 – Update on Road.

Patsy Storino update the board members that road work is underway on East Gotham Street Road. The road will be conveyed to the Town in the near future. The Town Board has requested that lot descriptions by submitted for the Town’s Attorney to review. After the Town accepts the road, Mr. Purcell will be requesting a 4 lot subdivision. Discussion followed. The board asked that the Highway Superintendent be contacted to review the proposed plans.

Zircon Development (Nice N Easy) – 21306 NYS Route 12F & Corner of Salmon Run Mall Road – Tax Map #82.08-1-18 – 2 Lot Subdivision.

Ed and John Valentine appeared asking that the board grant the 2 lot subdivision that was tabled at the last meeting.

The Valentine’s explained that they are in the process of selling their stores and do not want to tie up the sale. If a 2 lot subdivision is granted, they will not be able to access the second lot until the 40′ road frontage access on Salmon Run Mall Road as been resolved with the adjacent property owner. They will have to come back to the board for site plan before the lot can be developed. Discussion followed.

The board asked that lot descriptions and a written copy of the easement agreement from the property owner be submitted.

Motion 32-16: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a special meeting of the Town of Watertown Planning Board for Tuesday, May 17, 2016 at 8:30 a.m. to discuss town projects.

SITE PLAN

American Promotional Events- 20823 NYS Route 3 (Wal Mart Parking Lot) – Temporary 30′ x 60′ tent to sell sparkling devices – June 22nd – July 5th.

A representative of American Promotional Events approached the board regarding a temporary permit to install a tent in the Wal Mart parking lot to sell sparkling devices. Corporate Wal Mart has already approved this request. This will be a secured tent which meets all codes with respect to insurance, federal and state regulations. They will sell NYS approved and legal sparklers and novelty devices. A representative will be on the property 24/7, lighting will be interior only, the impact on parking will be minimal, signage will consist of banners on the tent, and there will be barriers around the perimeter of the tent. A Fire Marshall Inspection prior to occupancy will be required. Discussion followed.

The board requested that a drawing be submitted citing where the tent will be located, showing proposed parking, and proposed signage for the board to review. It was agreed that the actual sales date would be June 21st through July 5th, however the tent may be set up a few days early and taken down a couple days after the event ends.

The board also requested that the Town of Watertown Fire Department and Jefferson County Sheriff’s Department be notified in writing of this event and its duration and submit a copy of that letter to the Planning Board.

Motion 33-16: Motion by Mr. Boxberger, seconded by Mr. Smith to waive site plan review for American Promotional Events temporary tent sale of sparkling devices due to the short duration of the event and minimal impact on parking. This event will have a 30′ x 60′ tent from June 21st to July 5 in the Wal Mart parking lot, this is conditional upon satisfactory sign approval and submission of copies of letters to both the Town of Watertown Fire Department and Jefferson County Sheriff Department notifying them of this event and its duration.
